CALL TO ORDER

Dr. Boston called the meeting to order at 9:08 a.m.

REVIEW OF MINUTES

The Board reviewed the November 6, 2006 minutes for approval. Dr. Johnson made a motion, seconded by Ms. McDonough, to approve the minutes as amended. Motion unanimously carried.

UNFINISHED BUSINESS

Credentialing Presentation from ASPPB and National Register

Dr. Steve Demers from ASPPB answered questions from the Board regarding the Certificate of Professional Qualifications (CPQ) that the Board could use to license psychologists applying by way of reciprocity. Dr. Demers noted that 51 of the 63 American and Canadian jurisdictions currently accept the CPQ to document licensure requirements. ASPPB reports disciplinary actions directly to HIPDP and the National Register.

Dr. Judy Hall and Andrew Boucher from the National Register of Health Service Providers in Psychology also addressed the Board with information regarding their credentialing procedure. Dr. Hall noted that unlike the ASPPB, the National Register doesn’t require a certificate holder to possess five years of psychology experience.

Dr. DiRenzo made a motion, seconded by Dr. Hollingsworth to approve the ASPPB and National Register as credentialing organizations acceptable to the Board. Motion unanimously carried.

Review of Tabled Application for Licensure as a Psychologist - Dr. James Ballard III

The Board reviewed the documentation Dr. Ballard submitted in support of his tabled application. Dr. Hollingsworth made a motion, seconded by Dr. DiRenzo to approve Dr. Ballard’s application. Motion unanimously carried.

NEW BUSINESS

Review of Application for Licensure by Reciprocity – Dr. Daniel Hoover

The Board reviewed Dr. Hoover’s application for licensure by reciprocity. Mr. Anglin made a motion, seconded by Dr. Hollingsworth to approve Dr. Hoover’s application. Motion unanimously carried.

Review of Tabled Application for Licensure as a Psychologist - Dr. Susan Lynch

The Board reviewed Dr. Lynch’s application for licensure as a psychologist. Dr. Hollingsworth made a motion, seconded by Dr. Johnson to approve Dr. Lynch’s application. Motion unanimously carried.

Review of Application to sit for EPPP Exam – Dr. Mary Arcari

The Board reviewed Dr. Arcari’s application to sit for the EPPP exam. Dr. DiRenzo made a motion, seconded by Dr. Johnson to approve Dr. Solow’s application. Mr. Szczuka abstained. Motion carried.

Review of Application to Register Psychological Assistant – Dr. Mary Arcari

The Board reviewed Dr. Mensch’s application to register Dr. Arcari as his psychological assistant. Dr. Johnson made a motion, seconded by Ms. McDonough to approve Dr. Turner’s application. Mr. Szczuka abstained. Motion carried.

Review Draft Revision of Rule 5.2

Revision to Rule 5.2 will be reviewed at the January 5, 2007 meeting along with revisions Ms. Adams is drafting with regard to acceptable credentialing organizations.

Correspondence

Request for proposal to deny hearing – Dr. Alvin Turner

The Board’s administrative specialist will notify Dr. Turner that a hearing has been scheduled for January 5, 2007 at 9:30 a.m., which Dr. Turner has requested in regard to the Board’s proposing to deny his application for the registration of psychological assistant.

Letter from Dr. Michael Moss Regarding Completion of Ethics Courses

The Board reviewed a letter submitted by Dr. Moss and certificates of completion from two seminars which showed he had obtained six hours of continuing education in ethics, components of which addressed appropriate documentation. Mr. Anglin made a motion, seconded by Mr. Szczuka to accept the six hours of continuing education as acceptable per the terms of the Board’s decision and order dated September 11, 2006. Motion unanimously carried.

Next Meeting Date

The Board will hold a meeting on January 5, 2006 at 9:00 a.m. in Conference Room “A” of the Cannon Bldg., 861 Silver Lake Blvd., Dover, Delaware, 19904. All present indicated they could attend.

Mr. Szczuka made a motion, seconded by Dr. Hollingsworth to adjourn. Motion unanimously carried.

There being no further business before the Board the meeting adjourned at 11:02 a.m.
