Decision on a General Secretariat of the Government of the Republic of Slovenia

Article 1

On the date of entry into force of this Decision, a General Secretariat of the Government of the Republic of Slovenia (hereinafter referred to as: General Secretariat) shall start operating.

Article 2

The General Secretariat shall perform organizational, professional, administrative and technical tasks that relate to the following:

- conducting government sessions, its working bodies, specialists councils and other government bodies;

- tracking the implementation of decisions adopted by the Government of the Republic of Slovenia, and obligations entered into or imposed upon it;

- participation of the Government or its representatives in the work of the National Assembly and cooperation with the President of the Republic of Slovenia, other bodies and national organizations, as well as cooperation with other countries and international organizations;

- providing opinions and other materials on the basis of which the Government and its working bodies formulate their positions;

- organizing and running governmental offices, the head of which is the Secretary General of the Government;

- any other issues necessary for the functioning of the Government, its working bodies, councils and governmental offices headed by the Secretary General of the Government.

ffThe General Secretariat shall provide the following services for ministries, the Prime Minister's Office and governmental offices:

- editing and translation services,

- car transport services.

The Secretariat General shall carry out specialist, administrative and technical tasks for the Prime Minister's Office and governmental offices headed by the Secretary General, in accordance with regulations governing internal organization, classification of posts, positions and titles within bodies of public administration and judicial bodies, as well as for other governmental offices, in relation to:

- the financial and material operations and maintenance of business buildings and premises,

- information and documentation activities,

- regulating employment relationship rights,

- delivering mail and courier service,

- tasks of printing and copying.

Article 3

The Secretary General of the Republic of Slovenia shall manage the General Secretariat.

In managing the General Secretariat and other governmental offices, the work of which she/he directs and supervises, the Secretary General shall have the same rights, obligations and powers as those of a minister conducting a ministry, as set out by law or other regulation.

Article 4

(On the proposal of the Secretary General, the Government of the Republic of Slovenia shall appoint a Deputy Secretary General.)

The Secretary General may designate her or his Deputy permanently or periodically to substitute for her/him in her/his rights or obligations.

Article 5

Pending the adoption of new implementing regulations, the General Secretariat shall apply mutatis mutandis regulatory acts issued by the Secretary General as the head of the Prime Minister's Office.

Based on the consent of the Government, the Government Secretary General shall, within one month following the entry into force of this Decision, issue Rules on the internal organisation and classification of posts in the General Secretariat.

Article 6

This Decision shall enter into force on the eighth day following its publication in the Official Gazette of the Republic of Slovenia.

(1) Rules of Procedure of the Republic of Slovenia (Uradni list RS No. 43-2438/2001) published on 31.5. 2001 and valid from 15.6.2001, shall also define the following:

"54. "Article 54

(Status of existing working bodies and other bodies of the Government)

Following the entry into force of these Rules of Procedure existing working and other bodies of the Government shall continue their work in accordance with the founding acts in force on the day these Rules of Procedure enter into force.

(3) Decision amending Decision on the General Secretariat of the Government of the Republic of Slovenia (Uradni list RS, No. 110-4810/2005), published on 09.12.05, shall be in force as of 10.12.05
