COVERED COSTS: Costs of providing treatment and training services under the provision of Chapter 916 of the Florida Statutes, and diverting individuals from the forensic system to the mental health treatment system
RECIPIENTS: Individuals who have been charged with a felony and have been found to be incompetent to proceed or not guilty by reason of insanity due to their mental illness and are committed to the Department of Children and Families (DCF); and individuals who have been charged with a misdemeanor and are believed to be at risk of moving further into the criminal justice system due to their mental illness.
AUTHORIZED SERVICES: Residential services, mental health courts, and wraparound services/incidentals. Community forensic treatment includes, but is not limited to, admission, assessment, evaluation, treatment and various individualized services including competency restoration training. Provides mental health treatment and support services to restore competency so individuals may continue with the legal proceedings, while maintaining a level of mental health stability, and provide community- based treatment aimed at diverting individuals from the forensic system to the mental health treatment system.

JAIL DIVERSION AND TRAUMA RECOVERY

COVERED COSTS: Include, but is not limited to implementing the Jail Diversion Programs for the Substance Abuse and Mental Health Services – Projects of Regional and National Significance (PRNS) five year grant.
RECIPIENTS: Persons, especially Veterans, with mental illnesses in the criminal justice system.
AUTHORIZED SERVICES: Administrative and general program costs in the Regions/Circuits associated with the Jail Diversion and Trauma Recovers (JDTR) project. Provided to redesign and transform a system of care to ensure ready access to effective services and minimize the unnecessary involvement of people, especially veterans, with mental illnesses in the criminal justice system.
FUNDING: This BE/OCA combination is funded through the Substance Abuse and Mental Health Services-PRNS Grant.

COVERED COSTS: Provide community wraparound services and supports that are not Medicaid reimbursable to children with severe emotional disturbance as defined pursuant to Section 1912 © of the Public Health Services Act, as amended by Public Law 102-321.
RECIPIENTS: Eligible children include those from birth to
eighteen that have, or at any time during the past year had,
a diagnosable mental, behavioral, or emotional disorder of
sufficient duration to meet diagnostic criteria specified
within the DC 0-3 R, the DSM-IV or their ICD-9 equivalent
(and subsequent versions) and functional impairment which
substantially interferes with or limits the child's role or
functioning in family, school or community activities, or
would have met functional criteria above during the
referenced year without the benefit of treatment or other
supports. Additionally, these children are victims of abuse
or neglect and are in out-of-home care, or are at high risk
for placement in out-of-home care.
AUTHORIZED SERVICES: Expenditure of these funds for services and supports must be in accordance with the Community Mental Health Block Grant guidelines, may be used in nontraditional ways to meet client treatment needs and must be solely used for direct
community based services and supports that benefit the
eligible child. The non-Medicaid reimbursable community wraparound services and supports must be included as part of the child's treatment goals in the child's mental health treatment plan, as defined in s. 394.496, or child welfare case plan, as
described in s. 39.6011 and s. 39.6012, F.S.

CHILDREN'S RECOVERY & RESILIENCY SERVICES

COVERED COSTS: Maintenance of Effort (MOE) and Community Mental Health Block Grant costs for community-based services and supports for children and adolescents with severe emotional disturbance, emotional disturbance or those at risk of developing emotional disturbance and assist them to live successfully in the community.
RECIPIENTS: Children and adolescents with severe emotional disturbance, emotional disturbance or those at risk of developing emotional disturbance.
AUTHORIZED SERVICES: Community-based services and supports include, but are not limited to, assessment, outpatient treatment, in-home or on-site community-based services and supports that are individualized and developmentally appropriate. Provided to enable children and adolescents with severe emotional disturbance, emotional disturbance or those at risk of developing emotional disturbance and assist them to live successfully in the community.
FUNDING: A portion of the costs associated with this BE/OCA
combination are State funded and used for the Community
Mental Health Block Grant(CMHBG) Maintenance of Effort(MOE)
and a portion are directly charged to the CMHBG.

COVERED COSTS: A state-funded project at the Beaver Street Enterprise Center (BSEC).
RECIPIENTS: Clients in the economically distressed urban core of Jacksonville, Florida, where levels of poverty and unemployment are greater than state and national rates.
AUTHORIZED SERVICES: BSEC provides technical assistance to clients in the form of micro-lending, mentoring, training, peer sessions, access to networks and referrals so that fledging companies can grow to be scalable, free-standing entities upon graduation from the Center. The mission of BSEC is to attract new industries, create jobs and launch new businesses into the broader business community.

AUTHORIZED SERVICES: Mental health counseling and other associated services to support the Path Grant services.

FL PROJECT LAUNCH

RECIPIENTS: Young children from birth to 8 years
AUTHORIZED SERVICES: Services to promote the wellness of young children from birth to 8 years by addressing the gaps in existing prevention and targeted intervention services and to strengthen the partnership between state and local agencies serving young children and their families. The Florida (FL) LAUNCH Project enhances the partnership between the Department of Children and Families (DCF), Department of Health, and service providers in Pinellas County, FL. The project is aimed at preventing
youth substance abuse and mental, emotional, and behavioral
disorders by improving family function and the quality of
the parent-child relationship through parent training and
skill building and selective interventions for young
children.
FUNDING: This BE/OCA combination is funded through the Substance Abuse and Mental Health Services-PRNS Grant.
