a. INTRODUCTION:

This position is located in the Joint Forces Headquarters—State, Logistics Directorate (J-4), Surface Maintenance Facility. The purpose of this position is perform maintenance, repair, and inspections on small arms and related devices. The primary purposes are to provide maintenance repair and accurization of national match weapons.

b. DUTIES AND RESPONSIBILITIES:

(1) Performs accurization of national match weapons (pistols, rifles, and light machine guns) on a limited basis. Accurization involves altering and refining mass-produced weapons for use in national competition, by increasing their accuracy and reliability beyond factory specifications. This process involves selecting, fitting, and altering parts to improve the weapon. Altering includes peening, bending, filing, grinding, and the use of lapping compound to alter parts such as individual slide, receiver, sear, disconnector, barrel, barrel bushing, magazine, hammer, recoil spring, flash suppressor, operating rod spring guide, gas cylinder, stock, and the spindle valve.

(2) Disassembles weapons, assemblies, subassemblies and other components. Examines for defects, misalignment and malfunctions. Replaces barrels, firing pins, springs, trigger mechanisms, shell ejectors, and other parts and assemblies. Modifies small weapons by replacing worn or obsolete parts and using hand and power tools, precision gauges, test instruments, jigs and alignment devices in making repairs, modifications, and adjustments. Applies final finishes and test fires and/or performs operational checks of arms repaired to ensure safety, accuracy, and ease of operation.

(3) Performs overhaul, maintenance, and repair on a variety of small arms. Diagnoses and identifies mechanical deficiencies and/or malfunctions in weapons including: automatic pistols, revolvers, shotguns, automatic rifles, grenade launchers, machine guns, and rocket launchers, and other small arms and accessories.

(4) Uses micrometer to measure altered tolerances and makes additional adjustments as required. Anneals certain parts until the proper temper of the metal is obtained. Selects certain parts of specific hardness by researching characteristics of various metals in technical manuals. Uses pre-set specifications to ensure that critical operating tolerances are met. Test fires weapons to ensure that they meet desired performance requirements.

(5) Is responsible for accountability, storage and security of arms and other sensitive items while they are kept for repair, usually in vaults with limited access.

(6) May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT).

(7) Performs other duties as assigned.

c. SKILL AND KNOWLEDGE:

-- Substantial mechanical skill is required to effectively and efficiently repair, overhaul, and rebuild small arms for both conventional uses and for weapons involving accurization. Knowledge and skill to inspect, diagnose malfunctioning, wear and/or damage is required. The ability to perform accurization procedures on weapons to improve their performance is required. Basic knowledge of other trades in order to modify and/or manufacture weapons parts for accurization is required.

-- Knowledge of and ability to apply technical manuals, regulations, specifications and drawings to determine operation, assembly and tolerances of the variety of weapons worked on is required for successful performance.

-- Skill in using and maintaining a variety of hand and power tools and gages is required. Tools include drills, files, precision gages and measuring instruments, magnafluxing equipment and/or borescopes to determine when parts are worn or damaged beyond acceptable tolerances.

d. RESPONSIBILITY:

Work is performed under general supervision of the armament supervisor who assigns work in the form of work orders, inspection reports, or verbal instructions: and furnishes technical assistance on non-routine work and technical problems. Is expected to plan work sequences and accomplish assignments within the limits of established policies, shop practices, inspector instructions, and accepted trade techniques, referring only unusual and difficult problems to supervisor. Work is subject to spot check upon completion for acceptability and adherence to instructions and established standards set by the Inspection and Quality Control Section of the shop.

e. PHYSICAL EFFORT:

Frequently lifts subassemblies or small weapons weighing 15 to 20 pounds. Often carries large assemblies or weapons weighing up 50 pounds. Work requires walking, bending, and long periods of standing.

f. WORKING CONDITIONS:

Works in shop buildings that are well lighted, heated, and ventilated. Stands on concrete floors or other hard surfaces for long periods. Exposed to oil, grease, and solvents when cleaning and lubricating weapons. Frequently exposed to the possibility of minor cuts and bruises from tools or sharp edges of metal. Subject to noise when test firing weapons.

g. OTHER SIGNIFICANT FACTS:

Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORI/UCI/MEI/OCI/IG, etc.), mobility exercise participation, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws.


EVALUATION STATEMENT

B. Reference: USOPM/JGS for Small Arms Repairing, WG-6610, Sep 86.

C. Background: This package results from significant changes in Department of Army maintenance doctrine and impact of the Army Maintenance Transformation (AMT) on the Army National Guard (ARNG). This has resulted in a reorganization of four-level to two-level maintenance, which has driven the redescription of this PD.

D. Pay Plan, Series, Title, and Grade Determination:

1. Pay Plan: This position has as its paramount requirement, experience, and knowledge of trades and crafts work. Therefore, it is covered by the Federal Wage System (FWS) and assigned to the Wage Grade (WG) pay plan.

2. Series: The purpose of this position is to perform maintenance, repair, and inspection on a full range of small arms and related devices. This is characteristic of work covered by the Small Arms Repairing Series. Therefore, this position is assigned to the WG-6610 series.

3. Title: IAW titling instructions contained in the cited reference, jobs covered by this standard are titled, Small Arms Repairer.

4. Grade: The cited reference is used to grade work as follows:

a. Skill and Knowledge: Work involves performing the full range of maintenance repair and accurization on a wide variety of small arms. Small arms include simple pistols and rifles to automatic weapons, machine guns, and grenade launchers. The more sophisticated weapons worked have interrelated mechanical systems that require skills and knowledges that are a direct match to the WG-08 level in accordance with the cited reference. Accurization of small arms involves the modification, alteration, and machining to increase the accuracy and reliability of the weapon’s performance beyond the original factory specifications. Accurization is performed on a variety of handguns, rifles, and other small arms and clearly surpasses the WG-08 level of the cited standard; therefore, this position exceeds the WG-08 level.

The WG-10 level is not met due to a limited variety of arms accurized and extent of the changes made to the arms. This position does not require the design or redesign of weapons nor requires making major changes, which is characteristic of the WG-10 level. This position also does not require major modifications to the extent that the position must balance the changes to one portion of the weapon, with compensating adjustments and modifications at other points throughout the weapons mechanical system. In addition, work-involving accurization for this position does not meet the WG-10 level; thereby falling short of the full intent of the WG-10 level due to the lack of overall complexity and extent of modifications to weapons. The WG-09 is, therefore, selected as the appropriate grade for skills and knowledges.

b. Responsibility: Work follows accepted trade practices. This position is required to make decisions on parts replacement due to excessive wear, damage, or obsolescence, which is consistent with the WG-08 level. Responsibility of this position is strengthened since modifications are made in the process of accurizing weapons, but does not meet the full intent of the WG-10 level. Therefore, WG-09 is determined appropriate for level of responsibility.

c. Physical Effort & Working Conditions: This is descriptive of physical effort and working conditions described at the WG-06 level of the cited standard.

Summary: This position exceeds the WG-08 but does not meet the WG-10 level; therefore, WG-09 is assigned.
