PENNSYLVANIA STATEWIDE COLLECTION AND DISBURSEMENT UNIT

(PA SCDU) PAYMENT INSTRUCTIONS

All support payments are collected by PA SCDU, as required by state and federal law.

Allegheny County Family Division does not collect and disburse support payments.

If your wages are going to be attached to pay your support - your employer will be responsible for sending your support payments to PA SCDU. You are responsible for making your support payments to PA SCDU until you see money withheld from your paycheck. If your first payment is not made within the first 31 days after your order is entered, all legally required enforcement remedies will occur. These remedies include a 60% increased wage attachment until all arrears are paid in full, contempt proceeding, liens on real property, seizing of assets held in financial institutions, judgments, credit bureau reporting, state income tax refund offset program, professional license suspension, and driver’s license suspension. TO AVOID ENFORCEMENT OF YOUR CASE, YOU MUST MAKE A PAYMENT BEFORE THIS 31 DAY PERIOD EXPIRES, USING ANY OF THE FOLLOWING OPTIONS.

If your wages are not going to be attached to pay your support - you will receive a billing statement and coupons each month and you must pay your support through any of the following options.

Check and money order payments – all checks and money orders MUST include your name and Social Security Number on the check or money order, and be accompanied by a payment coupon (Temporary Payment Coupon attached at the end of this document.) All payments must be made payable to PA SCDU, and mailed to PA SCDU, P.O. Box 69110, Harrisburg, PA 17106-9110.

Visa or MasterCard phone payments – Contact the PA SCDU Credit Card Payment Processing System, toll free at 1-800-955-2305. Your Social Security Number and a PIN number are required to make a payment. If you do not have a PIN number, you can create one at the time of your first payment. You must maintain this PIN number for any future transactions using this phone payment option. There is a $20.00 fee per transaction.

Visa or MasterCard online payments – You must log on to www.e-childspay.com and follow the instructions on the web site. You do not need to register for the program to make a payment. There is a $11.75 fee per transaction

Regular automatic withdrawal (RAW) – To have payments automatically withdrawn from your back account on a monthly basis, contact PA SCDU Customer Service Center at 1-877-727-7238. An information packet will be mailed to you to complete and return to PA SCDU. Once approved by your bank, payments will be withdrawn from your account on the date and in the amount requested.

Pay by phone (PBP) - Similar to the RAW account set up above, except that you must contact PA SCDU each time you wish to have a payment withdrawn from your banking account. It is not an automated monthly withdrawal. Contact PA SCDU Customer Service Center at 1-877-727-7238.

Western Union cash or online payments – You can make a cash payment at any Western Union office, which will be electronically transferred to PA SCDU. There is a service charge.
