GENTEXT/REMARKS/1. THIS IS A COMMANDER, U.S. PACIFIC FLEET (CPF)

AND COMMANDER, U.S. FLEET FORCES COMMAND (USFF) JOINT MESSAGE TO

DEFINE ELEMENTS OF THE ANNUAL RETENTION EXCELLENCE AWARD FOR FISCAL

YEAR 2013 (FY13).

2. BACKGROUND. THE ANNUAL RETENTION EXCELLENCE AWARD RECOGNIZES

SUPERIOR ACCOMPLISHMENTS IN EXECUTING PROGRAMS AND POLICIES THAT BEST

ENABLE OUR SAILORS TO SUCCEED IN THEIR NAVY CAREERS. THE ELEMENTS

IDENTIFIED FOR THE FY13 AWARD WILL CONTINUE TO BE USED IN SUBSEQUENT

YEARS, UNLESS CHANGED VIA JOINT CPF/USFF MESSAGE.

3. ANNUAL AWARD. THE FY13 RETENTION EXCELLENCE AWARD DIRECTLY

SUPPORTS CONCEPTS OUTLINED IN REF A.

A. ELIGIBILITY. THE ELEMENTS FOR COMMAND ELIGIBILITY ARE THE

ANNUAL CAREER INFORMATION PROGRAM REVIEW (CIPR), EXECUTION OF THE

PROFESSIONAL APPRENTICESHIP CAREER TRACK (PACT) AND PERFORM TO SERVE

(PTS) PROGRAMS, ENLISTED NAVY LEADERSHIP DEVELOPMENT PROGRAM (LDP)

COMPLIANCE, AND NAVY WIDE ADVANCEMENT EXAMINATION (NWAE)

INVALIDATION. TO BE ELIGIBLE, A COMMAND MUST:

(1) ACHIEVE 85 POINTS OR BETTER ON THE ANNUAL CIPR

(COORDINATE WITH IMMEDIATE SUPERIOR IN COMMAND (ISIC) TO SCHEDULE

AND CONDUCT).

(2) ACHIEVE 100 PERCENT PTS ON-TIME SUBMISSION FOR EACH

REVIEW A SAILOR IS ELIGIBLE TO RECEIVE.

(3) ACHIEVE 100 PERCENT QUALIFICATION OF PACT SAILORS IN THE

FLEET RATING IDENTIFICATION ENGINE (FLEET RIDE).

(4) ACHIEVE 100 PERCENT LDP COMPLETION FOR REQUIRED

PERSONNEL.

(5) MAINTAIN ZERO NWAE INVALIDATIONS FOR RESULTS RELEASED

DURING THE FISCAL YEAR.

B. SUBMISSION. TYCOMS AND DIRECT REPORTERS WILL MAKE

DETERMINATIONS AND SUBMIT ELIGIBLE CANDIDATES TO RESPECTIVE ECHELON

COMMANDS NO LATER THAN 30 NOVEMBER 2013.

(1) WAIVERS. REQUESTS FOR WAIVER OF ANY ELEMENT OF THE

AWARD MUST BE SUBMITTED IN WRITING VIA THE RESPECTIVE ISIC/TYCOM

WITH SPECIFIC JUSTIFICATION. WAIVER REQUEST MUST BE ON COMMAND

LETTERHEAD AND SIGNED BY THE COMMANDING OFFICER OR DESIGNATED

REPRESENTATIVE. REQUESTS NOT POSITIVELY ENDORSED AT ANY LEVEL WILL

NOT BE CONSIDERED AT THE FLEET LEVEL.

(2) TRANSACTIONS FOR SAILORS TRANSFERRED FOR SEPARATION,

MEDICAL HOLD, OR LEGAL HOLD WILL REFLECT ON THE COMMAND LAST

ATTACHED TO IN AN ACCOUNTING CATEGORY CODE 100 STATUS.

C. RECOGNITION. AWARDEES MAY FLY THE RETENTION EXCELLENCE

PENNANT AND PAINT THEIR ANCHORS GOLD FOLLOWING THE ANNOUNCEMENT

MESSAGE UNTIL RELEASE OF THE NEXT FY AWARD MESSAGE.

RESPECTIVE ECHELON II COMMANDS WILL PROVIDE COMMENDATORY

CERTIFICATES VIA ECHELON III COMMANDS.

D. UPDATES. PTS EXECUTION IS UNDER CONSIDERATION

FOR INTEGRATION INTO FUTURE AWARDS, INCLUDING A QUOTA UTILIZATION

RATE AND AN UNUTILIZED QUOTA RETURN RATE. ALTHOUGH NO LONGER AN

ELEMENT OF THE AWARD, ZONE "A" ATTRITION WILL BE MONITORED AT THE

FLEET AND TYCOM LEVELS TO ENSURE APPROPRIATE ACTION IN THE EVENT OF

A SIGNIFICANT INCREASE.

4. AWARD ANNOUNCEMENT. ECHELON II COMMANDS WILL ANNOUNCE FY13

RETENTION EXCELLENCE AWARD RECIPIENTS FOLLOWING CONSOLIDATION OF

ECHELON III SUBMISSIONS.

5. OUR COMMITMENT TO ACHIEVE FLEET READINESS THROUGH THE EXECUTION

OF PERSONNEL PROGRAMS AND POLICIES REMAINS FIRM. STANDARDS AND

CONDUCT, ENGAGED AND COMMITTED LEADERSHIP, CLEAR POLICIES, AND

SUPPORT OF NAVY QUALITY OF LIFE PROGRAMS HAVE A DIRECT POSITIVE

IMPACT ON SAILOR BEHAVIOR AND RETENTION. EFFECTIVE CAREER

DEVELOPMENT AND PERSONNEL PROGRAMS ENSURE THE NAVY RETAINS ITS
