Job Description/Requirements:

Duties and responsibilities include but are not limited to: Developing plans for operation of the Administrative Services & Human Resources Department; Directing, managing and providing leadership of all human resource functions; Overseeing management of the Cooperative’s personnel records including workers compensation, and general liability records; Developing and communicating employment policies and standard operating procedures for all employees; Responsible for overall compliance with all federal and state employment laws; Supervises the overall personnel functions of the Administrative Services Department including organizing and planning the workflow of subordinates, conducting job analysis and developing job descriptions, interviewing applicants, appraises employee job performance, recommends salary changes, promotions, and disciplinary procedures; Strategically plans for the Cooperative’s human resource needs, training, and organizational development; Manages the Cooperative’s group medical and dental coverages for its Board of Trustees, employees and retirees; Ensures that established procedures are followed for the recruitment and selection of applicants by maintaining all legal requirements as designated by the EEOC, etc.; Developing, updating and maintaining the Cooperative’s Job Descriptions, Employee Handbook and overseeing the performance appraisal evaluation program; Developing, coordinating and maintaining the Cooperative’s wage and salary program; Conducting various surveys; Managing employee, consumer and third-party claims and lawsuits; Overseeing the filing of various legal reports; and working with various consultants within the human resources field.

Qualifications include a minimum of a Bachelor’s Degree in Human Resources Management or closely related field as well as ten to fifteen years’ experience in the administration of human resources. An equivalent combination of education and experience will be considered. Electric utility industry experience preferred. Also, a Professional in Human Resources (PHR) or Senior in Human Resources Management (SHRM) certification is preferred. Must have a strong knowledge of applicable federal and state employment laws, principles of management including all aspects of human resources management: recruitment, selection, training, performance appraisal administration, wage and salary, and benefits administration; Must have strong organizational, problem solving, analytical, and communications skills, written and verbal.
