On motion of Mr. , seconded by Mr. , the following resolution was offered:
RESOLUTION NO.
A resolution ratifying an agreement with H. Davis Cole & Associates , LLC . for professional engineering and consulting services to perform a one year baseline ecological study for discharging treated effluent from Jonathan Davis Wastewater Treatment Plant and Rosethorn Wastewater Treatment Plant to the adjoining wetlands, to secure all necessary wetland effluent discharge permits, to provide design improvements to the Jonathan Davis Wastewater Treatment Plant, and to design an effluent discharge system to the adjoining wetlands at a cost of $297,000.00 with the cost not to be exceeded by ten (10) percent without an amendment to the contract authorized by Council Resolution Sewerage Capital Improvement Program Project No. D4505, (Council District 1)
WHEREAS, on May 11, 2011, by virtue of Resolution No. 116765, the Jefferson Parish Council selected the firm of H. Davis Cole & Associates, LLC. for professional engineering and consulting services to rehabilitate the Jonathan Davis Wastewater Treatment Plant; and
WHEREAS, it is necessary to perform a one year baseline ecological study of the adjoining wetlands for securing various wetland effluent discharge permits; and
WHEREAS, discharge of treated effluents which are rich in nutrients will help regenerate the critical wetland ecosystem; and
WHEREAS, it is in the best interest of the Parish to perform a simultaneous baseline ecological study for the nearby Rosethorn Wastewater Treatment Plant; and
WHEREAS, the scope of work also includes improvements to the Jonathan Davis Wastewater Treatment Plant and the extent of improvements will depend on the findings of the ecological study and securing of discharge permits; and
WHEREAS, the Department of Capital Projects has negotiated a lump sum fee of $137,500.00 for the Evaluation Phase which includes the ecological baseline study fee of $63,250.00 for Rosethorne Wastewater Treatment Plant; and
WHEREAS, the Department of Capital Projects has established a not to exceed fee of $160,000.00 for the Design Phase, with the final fee to be negotiated when the Evaluation Phase is completed and accepted; and
WHEREAS, the Engineers is authorized to provide these services with support from Comite Resources Inc (Ecological Baseline Study), Landmark Surveying, Inc. (Land Surveying), and Professional Service Industries, Inc. (Geotechnical Engineering).
NOW, THEREFORE, BE IT RESOLVED by the Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish:
SECTION 1. That the Council does hereby ratify the terms of the agreement with H. Davis Cole, LLC & Associates. for professional engineering and consulting services to perform a one year baseline ecological study for discharging treated effluent form Jonathan Davis Wastewater Treatment Plant and Rosethorn Wastewater Treatment Plant to the adjoining wetlands, to secure all necessary wetland effluent discharge permits, to provide design improvements to the Jonathan Davis Wastewater Treatment Plant, and to design an effluent discharge system to the adjoining wetlands at a total cost of $297,000.00.
SECTION 2. That the Department of Capital Projects has negotiated a lump sum fee of $137,500 for the Evaluation Phase including the ecological baseline study fee of $63,250.00 for Rosethorne Wastewater Treatment Plant and a not-to-exceed fee of $160,000.00 for the Design Phase, with the final fee to be negotiated when the Evaluation Phase is completed and accepted.
SECTION 3 . That the design improvement details for Jonathan Davis Wastewater Treatment Plant and associated wetland discharge effluent line will depend on the findings of the baseline study and availability of all effluent discharge permits.
SECTION 4 . That the fee in the amount of $297,000.00 will be funded from Account No. 45040-4028-7451 (50510.003)
SECTION 5 . That the fixed amount of compensation stated in the contract shall not be exceeded by a factor of more than ten (10) percent without an amendment to the contract authorized by Council resolution.
SECTION 6 . That H. Davis Cole & Associates, LLC. is authorized to provide these services with support from Comite Resources Inc, Landmark Surveying, Inc. (Land Surveying), and Professional Service Industries, Inc. (Geotechnical Engineering)..
SECTION 7 . That the Chairman of the Jefferson Parish Council, or in his absence the Vice-Chairman, be and they are, hereby authorized to execute any and all documents necessary to give full force and effect to this resolution
