On joint motion of all Councilmembers present, the following resolution was offered:

RESOLUTION NO.

A resolution authorizing the Chairman or, in his absence, the Vice Chairwoman of the Jefferson Parish Council to sign the attached Parish Infrastructure and Environmental Review (PIER) Certificate (Application No. PIER 2012-5) for Jean Lafitte National Historical Park and Preserve to replace a damaged geocrib closure and shoreline protection with a 210 foot long stone dike across the Tenneco Canal along with replenishing the existing rock dikes with additional stone in the immediate area; and construct a new 1,940 foot long stone dike to the south of previously constructed dikes located 1.5 miles northwest of Lafitte along the Lake Salvador eastern shoreline, Jefferson Parish. (Council District 1)

WHEREAS, the Jean Lafitte National Historical Park and Preserve proposes to extend and modify work permitted (CZM Consistency C200230281 and 404 Permit No. MVN 2002-3090-EC) for the construction of erosion control features along the eastern Lake Salvador shoreline in the Barataria Preserve unit; and

WHEREAS, work involves replacing a damaged geocrib and shoreline protection closure with a 210 foot long stone dike across the Tenneco Canal, linking existing shoreline protection; the replenishing of additional stone on top of previously constructed dikes in the Tenneco Canal area; the construction of a new 1,940 foot long stone dike to the south of previously constructed dikes; and dredge a flotation channel in order to construct the new dike along the eastern shoreline of Lake Salvador; and

WHEREAS, all work operations will occur in open water; and

WHEREAS, no coastal wetlands will be impacted in Jefferson Parish; and

WHEREAS, the objective of this project is to protect fresh and intermediate marshes from erosion; and

WHEREAS, Jean Lafitte National Historical Park and Preserve has submitted an application for a PIER Certificate to the Jefferson Parish Clerk of Council; and

WHEREAS, in accordance with Section 39-10 of the Jefferson Parish Code of Ordinances, the proposed project activity has been determined by the Jefferson Parish Department of Environmental Affairs to be consistent with the PIER Certificate requirements.

NOW, THEREFORE BE IT RESOLVED by the Jefferson Parish Council of Jefferson Parish, Louisiana, acting as governing authority of said Parish:

SECTION 1. That the Chairman or, in his absence, the Vice Chairwoman of the Jefferson Parish Council is hereby authorized to sign the attached Parish Infrastructure and Environmental Review (PIER) Certificate (Application No. PIER 2012-5) for Jean Lafitte National Historical Park and Preserve to replace a damaged geocrib closure and shoreline protection with a 210 foot long stone dike across the Tenneco Canal along with replenishing the existing rock dikes with additional stone in the immediate area; and construct a new 1,940 foot long stone dike to the south of previously constructed dikes located 1.5 miles northwest of Lafitte along the Lake Salvador eastern shoreline, Jefferson Parish.

SECTION 2. That a copy of this resolution be sent to Jean Lafitte National Historical Park and Preserve, Attn: Carol A. Clark, 419 Decatur Street, New Orleans, LA 70130-1035.

SECTION 3. That a copy of this resolution be sent to Jean Lafitte National Historical Park and Preserve, Attn: Dusty Pate, 419 Decatur Street, New Orleans, LA 70130-1035.

SECTION 4. That a copy of this resolution be sent to the Jefferson Parish Department of Environmental Affairs, Attn: Marnie Winter, 4901 Jefferson Hwy., Suite E, Jefferson, LA 70121.
