2017 Request for New Board, Committee, and Workgroup Members

BACKGROUND

The Ohio BoSCoC Governance Charter outlines the membership structure of the BoSCoC Board and various committees/workgroups, as well as the process for adding new members to those groups on a regular basis. To that end, the Governance Charter indicates that each year half of the BoSCoC Board membership must be selected (members serve two-year terms). The Governance Charter can be found at http://cohhio.org/member-services-2/boscoc/

This document outlines the process and timeline for selection of Ohio BoSCoC Board, Committee, and Workgroup members in 2017.

Purpose of Ohio BoSCoC Board

As stated in the Ohio BoSCoC Governance Charter, the Ohio BoSCoC Board is the primary planning body for the Ohio BoSCoC. Board members determine the policy direction of the CoC and ensure that the CoC fulfills its responsibilities as assigned by the U.S. Department of Housing and Urban Development (HUD) and/or the Ohio Development Services Agency (ODSA). The Board also oversees and approves the work of BoSCoC committees and workgroups.

Purpose of Ohio BoSCoC Committees and Workgroups

Ohio BoSCoC workgroups/committees help manage planning and work related to various tasks of the Ohio BoSCoC. Currently, there are four standing committees/workgroups. Additional workgroups may be formed on an as-needed basis.

TARGET AUDIENCE

This document outlining the process for submitting applications for membership on the Ohio BoSCoC Board applies to all members of the Ohio BoSCoC. Ohio BoSCoC members may include state or federal funded homeless programs, faith-based organizations, community members, homeless/formerly homeless persons, and anyone else who participates in local planning efforts related to ending homelessness.

OHIO BoSCoC BOARD and COMMITTEE MEMBERSHIP

Ohio BoSCoC Board Homeless Planning Regions Representatives

The Ohio BoSCoC Governance Charter requires the Ohio BoSCoC Board membership to include one representative from each of the Ohio BoSCoC 17 Homeless Planning Regions. Each Homeless Planning Region creates their own process for selecting their representative to the Ohio BoSCoC Board. Homeless Planning Region Executive Committees must then communicate that Board representative selection to CoC staff (COHHIO).

Selection of Ohio BoSCoC Homeless Planning Regions Representatives

In 2017, nine Homeless Planning Regions must select a new representative to serve on the Ohio BoSCoC on behalf of their region (those regions are identified below). Each region can develop their own process for selecting their representative, but the Homeless Planning Region Executive Committees must communicate that Board representative selection to the CoC Director () by December 15, 2017

Current BoSCoC Board members representing one of the regions below may seek to be re-elected to their seat. It is up to the Homeless Planning Region to determine if they wish to allow their current representative to serve another term or not.

The Ohio BoSCoC is seeking membership from the following Homeless Planning Regions:

•  Homeless Planning Region 3

•  Homeless Planning Region 4

•  Homeless Planning Region 8

•  Homeless Planning Region 9

•  Homeless Planning Region 10

•  Homeless Planning Region 11

•  Homeless Planning Region 13

•  Homeless Planning Region 15

•  Homeless Planning Region 17

Ohio BoSCoC Board At-Large Members

The Ohio BoSCoC Governance Charter requires that representatives from various relevant public and/or private organizations within the CoC serve as members of the Ohio BoSCoC Board. Examples of public or private organizations may include Veterans Services Commissions, publicly or privately funded homeless services organizations, victim services organizations, county Department of Job and Family Services offices, etc.

In 2017, the Ohio BoSCoC Board is seeking two new at-large members to represent the interests of relevant public and private organizations, as well as relevant populations and sub-populations, within the Ohio BoSCoC. Interested persons must submit an application for CoC Board membership using the Ohio BoSCoC: CoC Board, Committee, and Workgroup Membership Application found at the end of this document. Those applications must be sent to the CoC Director () by Friday, October 27, 2017.

The Ohio BoSCoC is particularly interested in at-large membership representing the following organization types and populations:

·  Veteran serving organizations (VA, VSO’s, other projects for homeless vets)

·  Homeless youth serving organizations

·  County or state Department of Job and Family Services offices

·  Employment Assistance/Workforce Development Organizations, such as OhioMeansJobs Centers, Vocational Rehabilitation Offices, or other employment focused organizations

Homeless/Formerly Homeless Members

In 2017, the Ohio BoSCoC Board is seeking membership of at least one homeless or formerly homeless person. Interested persons must submit an application for CoC Board membership using the Ohio BoSCoC: CoC Board, Committee, and Workgroup Membership Application found at the end of this document Those applications must be sent to the CoC Director () by Friday, October 27, 2017.

Ohio BoSCoC Committee and Workgroup Members

People interested in seeking membership on an Ohio BoSCoC committee or workgroup must submit an application for membership using the Ohio BoSCoC: CoC Board, Committee, and Workgroup Membership Application found at the end of this document. Those applications must be sent to the CoC Director () by Friday, October 27, 2017. Individuals who are currently members of one of the committees/workgroups seeking new membership must reapply through this process if they wish to continue to serve on their respective committee/workgroup.

The Ohio BoSCoC is seeking membership on the following committees/workgroups:

·  Ohio BoSCoC Performance and Outcomes Committee

o  This committee is responsible for developing and implementing plans for the monitoring and improvement of performance of Ohio BoSCoC homeless programs and the Ohio BoSCoC system

·  Ohio BoSCoC Project Evaluation Workgroup

o  This workgroup develops the annual project evaluation process that is used to evaluate, score, and rank renewal CoC projects and facilitate funding recommendations for projects included in the annual CoC consolidated application

OHIO BoSCoC BOARD/COMMITTEE/WORKGROUP MEMBERSHIP RESPONSIBILITIES

Member Criteria

Persons applying for Ohio BoSCoC Board membership must be located within the state of Ohio; membership preference will be given to people residing/working in a county within the BoSCoC. Although potential members are not required to work for a homeless services provider, they must at minimum be able to demonstrate knowledge of the homeless services landscape and/or the issues that impact persons experiencing homelessness.

Member Responsibilities

All Ohio BoSCoC Board members are expected to serve two-year terms. Additionally, members are expected to attend and participate in the majority of relevant meetings, to be prepared for meetings, and to complete any assigned tasks in a timely fashion. Board members may be removed from their seat for repeated absence, misconduct, or violation of the CoC’s conflict of interest policy.

Conflicts of Interest

The Ohio BoSCoC Governance Charter requires all CoC Board members annually complete and sign a Conflict of Interest Form that identifies any potential conflicts of interest that may arise, including association with organizations that may have a financial interest in business items coming before The Board.

Additionally, before any item is put to a vote at a Board meeting all members will be asked to disclose any real or perceived conflicts of interest related to the business item at hand. These members will refrain from voting on items where a conflict exists.

Meeting Frequency and Location

Ohio BoSCoC Board

The Ohio BoSCoC Board meets every other month via Webinar (a web-based meeting) and conference call; required travel is minimal. An annual planning meeting typically occurs in February of each year in Columbus.

Ohio BoSCoC Committees and Workgroups

The Ohio BoSCoC Performance and Outcomes Committee generally meets quarterly via GoToMeeting and conference call, with monthly meetings occurring during the last quarter of each calendar year.

The Ohio BoSCoC Project Evaluation Workgroup generally meets twice monthly between September and June of each year. The Workgroup meets rarely, if at all between July and September.

OHIO BoSCoC BOARD/COMMITTEE/WORKGROUP MEMBER SELECTION

Submission of New Member Application

As described above, persons intending to seek positions on the Ohio BoSCoC Board or a committee/workgroup must complete the Ohio BoSCoC: CoC Board, Committee, and Workgroup Membership Application found at the end of this document and submit to the CoC Director () by Friday, October 27, 2017. Remember, people selected to be their Homeless Planning Region’s representative to the CoC Board do NOT need to complete a membership application; that decision can simply be communicated to the CoC Director via email.

New Member Recommendations

The Ohio BoSCoC Steering Committee will review submitted applications and will develop a slate of candidates for consideration by the BoSCoC Board. Upon approval by the Ohio BoSCoC Board, applicants will be notified of new board/committee/workgroup member decisions.

New BoSCoC Board and Committee/workgroup members will begin their terms of office on January 1, 2018.
