Notice of Safety Requirements

Inclusion on NASSCO’s Qualified Suppliers List requires approval by NASSCO Quality Assurance Department, Safety Department, and Environmental Department. This document addresses those requirements established by NASSCO Safety Department. The requirements of the Quality Assurance Department and the Environmental Department are found in separate documents.

Definitions:

a. Production Areas – Access to areas where construction or repair activities are conducted. This includes shops, stages of construction (SOC), ships at NASSCO, Naval Facilities and MRO shipyards.

b. Non-Production Areas – Access to the facility is limited to walkways and office buildings.

Approval Process:

In order to be approved by NASSCO Safety Department, each subcontractor or supplier is required to review this notice and complete the following:

Tier 1

Tier 1 suppliers/subcontractors are those under NASSCO contract who will not enter NASSCO facilities at any time. They may deliver materials using a third party freight agency (e.g. UPS), or provide services off site. Tier 1 excludes laboratories or other entities that require specific safety knowledge and/or qualifications; these suppliers/subcontractors will follow Tier 3 requirements. Those that qualify as Tier 1 have no safety requirements.

Tier 2

Tier 2 suppliers are those under NASSCO contract who perform the following:

1. Delivery. Suppliers / subcontractors who are required to enter the shipyard or any other NASSCO facility and who only deliver materials to NASSCO warehouses or non-production NASSCO facilities.

2. Visitor. Suppliers/Subcontractors who are required to enter the shipyard or any other NASSCO facility but who do not conducting work in production areas.


Those classified as Tier 2 must meet the minimum safety requirements of how to transit the shipyard and minimum PPE requirements. This is accomplished through the acknowledgement of receipt and review of the NASSCO Basic Safety Requirements brochure.

Please have each individual who will enter NASSCO complete the attached Safety Certification of Compliance acknowledging commitment to comply with all safety requirements.


Tier 3

Tier 3 suppliers are those under NASSCO contract who perform the following:

1. Shipyard and Ships. Suppliers/subcontractors who are required to conduct work within productions areas of the shipyard, ships at NASSCO facilities, Naval Facilities, MRO Shipyards or any other NASSCO facility.

2. Service. For contract work consisting of engineering services, consulting, laboratories, construction management or construction services.

In order to be approved by NASSCO Safety, each Tier 3 subcontractor or supplier is required to review this notice and complete the Contractor Safe Practices Survey.

Approval by NASSCO Safety Department is contingent on satisfactory review of the survey, IIPP and any other documents that may be required. Upon review, NASSCO may request additional information or clarification.

For any chemicals transported into the shipyard, NASSCO Safety Department must be provided with a copy of the Safety Data Sheet (SDS) and a SDS review form, which indicates how the chemical will be used. These must be submitted to and approved by the Safety Department and by the Environmental Engineering Department before the chemical enters the shipyard or is used on any NASSCO project. The review process may take up to 10 days. Please submit all documentation to allow ample time for processing.

Compliance Requirements

It is your company’s responsibility to know and comply with the safety requirements of each job, including work specifications, applicable NAVSEA Standard Items, Federal OSHA and Cal-OSHA standards, and other relevant documents. Your company is responsible for providing the necessary training to ensure that your employees adhere to the applicable requirements while working at NASSCO facilities.

Failure to comply with applicable requirements may result in NASSCO issuing a Corrective Action Request in accordance with our Safety or Quality Management System and SWRMC Instruction 4855. You must respond to such requests within 5 working days.
