Local School Council Minutes

September 5, 2006 (Special Meeting)

Commencement

The meeting was called to order at 7:06 p.m. by Mary Lou Schmidt.

Present: Lois Basil, John Ceisel, Tim Devine, Chuck Killman, Dr. Jay Lalley, Martha Mulligan, Mary Lou Schmidt, Pat Sharkey, Bob Solomon

Absent: Olivia Henry

Guests: Eric Ohlman, Aida Montijo, Ana Kaufman, Juvenal Gomez

Approval of Agenda

To approve the Agenda for the meeting (see Motion #1).

Approval of Minutes

To approve Minutes from the previous meeting (see Motion #2).

Old Business

Ø  It came to the LSC’s attention from the LSC Liaison that the boundaries for the community representative is north of Belmont. These boundaries were established on or prior to April 26, 2000 in a memo signed by then-CEO, Paul Vallas and General Counsel, Marilyn Johnson. The memo was entitled: Establish Local School Council Voting District for the Northside College Preparatory High School. Aida Montijo indicated that these are the current boundaries. The LSC discussed whether the community representative vacancy should be filled tonight or wait until the next LSC meeting, to give the LSC Liaison time to ensure that the boundaries (north of Belmont) are indeed the correct boundaries. The LSC decided to wait until the next LSC meeting to fill the community representative vacancy.

Ø  Discussed various parameters of the Open Meetings Act:

o  E-mail communication amongst LSC members should be limited to dissemination of informational materials.

o  The principal can be a member of the Principal Selection Committee.

o  The LSC has discretion over who joins the Closed Sessions. Inviting someone into Closed Session must be made as a motion in Open Session and be approved by a simple majority.

o  Changing of the dates of the LSC’s regular meetings for its annual calendar must be posted in a newspaper.

Ø  The Principal Selection Committee is to be comprised of all parent, community, and teacher LSC representatives (see Motion #3).

Ø  To make Dr. Lalley a member of the Principal Selection Committee (see Motion #4).

Ø  Discussion centered around how to ensure that people are on the principal eligibility list and communications with candidates and the CPS Department of Human Resources.

Ø  Discussed advertising the position at www.agentK-12.org, Education Week, The New York Times, www.principals.org, and www.nage.org. To authorize Tim Devine to place ads with appropriate organizations, not to exceed $3,000 (Motion #5).

Ø  Discussed how to conduct a survey of students, faculty, parents, and alumni. To approve the survey questions (What are the school’s greatest strengths and weaknesses? What character traits would you like to see in a new principal? Is there anything else you can think of to help us select the best possible principal for our school?) and have them due October 1st (Motion #6)

The next meeting of the LSC will be on September 14th at 7:00 p.m. Public participation is welcome.
