Current Status:

·  Have an agreed upon set of test cases

·  Will be working on a test plan.

·  NIST will bring a splitter with loads. Need to add a column for equipment draws.

·  Next meeting in 2 weeks.

o  GPS Security (Spoofing, Jamming)

o  HSR & PRP in combination with PTP

o  Leap second handling in IEC 61850 ED 2.1 – Move to integrated application testing

o  GPS Repeater may need to be over coax.

·  Equipment – still in need for suppliers for transparent clocks

·  Agreement reached that everybody submits what equipment will brought to IOP – Bernhard to send out questionnaire

·  Key finding: October is closer than one might think

R-GOOSE: Herb

·  Participants: Triangle, SISCO, GE, CISCO, Vizimax, Moxa, Belden, CISCO, Helinks

o  Jean-sebastien to send a notification to when Vizimax’s ICD for Routable testing is posted.

o  SISCO and Triangle need to be in different domains as does GE/Vizimax.


·  Preliminary R-GOOSE test cases posted. Need Firewall vendor input (CISCO, Palo Alto, Beldin will provide).

·  SCL testing will become part of the test campaign.

·  R-GOOSE ICDs due to be posted 2017-09-25.

Security: Herb

·  Added new potential test cases:

o  GOOSE Replay based upon the draft 62351-6 document

o  DOS tests (Dean and Herb still working on this).

·  Two more problem reports:

o  In SCL the Server can declare the type of security it supports. There is no provision for a Client to make such a declaration. It could create an interoperability problem if they are mismatched or the selection of the wrong Client to use (e.g. if security is required).

o  Second one, is IEC 62351-6 is referred to as defining the meaning of the enumerated values for SCL security. The document doesn't have it in it.

Integrated Application and Test CasesFinal Meetings calendared in Sept

o  SEL will be bringing a 751 as Ed 1 and will be used to validate the 61850 ED.2/ED.1 engineering rules. Novatech will check if it can allocate an ED 1 devices.

o  CopaData, SISCO Scada Client,Kalitech,Triangle, OMICRON, OSIsoft are tentatively targeted to be in the control center.

o  Seating will need to take into account devices that use conventional inputs near the sources of the conventional inputs.

o  Devices needing conventional inputs need to provide test blocks/inputs with standard banana plug connections.

o  Seating assignment will need to reflect Bay, Substation, and Bays in the seating chart.

o  If you need I-RIG, bring your own cables/converters (e.g. 1588 to I-RIG suggested).

o  SCT Vendors need to get together to divide responsibilities. Grid Software SSD will be the start.

o  Simulations vendor’s will be meeting this Monday to divide simulation responsibilities.

o  GE has a digital disturbance recorder (transmission level). Jun to help with the placement. Where to put?

o  Herb will start assigning IP addresses.

o  Need more definition from simulation/test group regarding transients and latencies of transformer protection connected to 2 merging units.

o  Discuss remote file access purposes (security related)

o  Settings Group Test cases – Fred (OMICRON) will coordinate with Jun

o  Resiliency of GOOSE publishers (maybe from SCADA publisher)

o  Comments on Integrated Application set-up to Jun by 2017-04-24.

§  1 SCT vendor per bay. SCT vendors will provide a resource to perform the bay/substation engineering task in advance of the IOP and during the IOP.

§  Software has been developed to allow exchange of GOOSE over the Internet. The software has been posted at: http://iec61850.ucaiug.org/2017IOP-NOrleans/IOP%20Documents/GOOSE%20to%20GOOGLE%20Bridge%20(AS-IS%20Software)/XMPPBridge.zip
GoogleTalk was found to have performance problems and OOD packet delivery (non-conformant to XMPP). New software being tested using MQTT. May be looking for somebody to host the MQTT broker. Triangle Microworks has set up hosting but performance issues are still being evaluated. Initial latency measurements are worse than GOOGLETalk, but has no dropped messages.
Decision: Since GOOGLE Talk has service drop outs, the MQTT version should be used. Instructions and revised software is posted. Triangle Microworks has provided a publically available MQTT broker located at: 45.20.211.173
