JOB SPECIFICATION

1.  KEY PURPOSE OF THE POSITION

The Team Supervisor is responsible for managing workloads, quality assurance and continuous improvement processes and for ensuring the provision of a high quality case management service to offenders which complies with Enhanced Community Corrections Service Standards. The incumbent is responsible for providing leadership and workplace supervision to all staff within a Community Correctional Centre and promoting training, performance development and service excellence. The Team Supervisor will provide high quality services to stakeholders and promote Community Corrections positively and professionally to all staff. The Team Supervisor will contribute to operational planning and ensure that all services are integrated with other key areas across Community Corrections.

2.  KEY STAKEHOLDER INTERACTION

The Team Supervisor:

•  Reports to the Area Manager.

•  Supervises and manages a team of multi-disciplinary staff within a Community Correctional Centre.

•  Liaises closely with other Team Supervisors and may be a member of other local groups or committees.

•  Consults with other managers, community groups and government and non-government agencies concerning departmental issues.

•  Liaises with stakeholders involved with the case management of offenders including SAPOL, Sentence Management Unit, Parole Board and Courts Administration Authority.

3.  BRANCH PROFILE

Community Corrections is responsible for the case management of adult offenders placed on community based orders and the provision of services to Courts, Sentence Management Unit and the Parole Board in order to assist offenders to adopt a non-offending lifestyle.

4.  SPECIAL CONDITIONS

•  Section 47 of the Public Sector Act 2009 applies in accordance with other provisions of the Act and other applicable industrial entitlements.

•  The incumbent is required to satisfactorily complete a National Criminal History Check.

•  A current South Australian Driver's Licence is essential.

•  The incumbent will be required to work between the hours of 8.45 am - 5.00 pm Monday to Friday.

•  It is expected that some out of hours work may be necessary for which time-off in lieu is available.

•  Some interstate and intrastate travel may be required which may necessitate overnight absences.

5.  HIGHLIGHTED EMPLOYMENT CONDITIONS

A requirement to understand, observe, conform and adhere to:

•  Legislative requirements that apply to the role. This includes but is not limited to the Public Sector Act; Correctional Services Act, Work Health Safety Act, Equal Employment Opportunity Act, the Workers Rehabilitation Compensation Act and various relevant industrial awards and enterprise agreements.

•  General public sector principles/practices including the SA Public Sector Code of Ethics and DCS Human Resource policies/guidelines including personnel management standards, employee conduct standards and DCS Employee Code of Conduct and DCS values system.

•  Work health and safety and injury management requirements as set out in Departmental policies and procedures, including complying with any reasonable instruction associated with these documents.

6.  KEY AREAS OF ACCOUNTABILITY

Responsible for assisting the Area Manager in the leadership and supervision of a Community Correctional Centre by:

•  Providing expert and operational advice to the Area Manager on emerging concerns or trends in offender management.

•  Actively promoting the role, purpose and value of community based services.

•  Investigating and reporting to the Area Manager on enquiries, complaints and breaches of discipline or security; and other aspects of service delivery.

•  Contributing to regional policy development and review and collaborating with other Team Supervisors in the development, implementation and review of operating procedures.

•  Applying detailed knowledge of agency strategic directions, service delivery and workforce issues, and high level skills to achieve responsibilities of a complex and varied nature.

•  Gathering and interpreting operational data and information on the Operational Compliance Framework.

•  Providing services which are efficient and effective and meet agreed business plan outcomes.

•  Contributing to the location's risk management focus, by exercising responsibility for incident reporting and accident/incident investigation, ensuring all incidents are appropriately reported and recorded in a timely manner.

Ensure that an efficient and effective contemporary professional case management service is provided to offenders by:

•  Ensuring the Department's legal and service obligations are implemented.

•  Taking a leadership role in the timely and effective management and monitoring of case loads, including monitoring the allocation or re-allocation of cases to Community Corrections Officers, consistent with criminogenic needs, risks, and required intensity of supervision.

•  Ensuring case management and offender risk management complies with SOP, Probation and Parole Guidelines and Service Standards and promoting evidence based case management practices.

•  Ensuring the provision of accurate, objective and comprehensive reports on adult offenders as required by stakeholders.

•  Ensuring offenders are referred appropriately to targeted rehabilitation programs and services which are designed and delivered in a manner that is culturally appropriate and relevant.

•  Liaising, negotiating and consulting with providers to facilitate programs and services and promote the development of a wide range of targeted and cost effective services for the benefit of offenders.

•  Promoting multi-disciplinary collaboration and the development of cross-sector partnerships to improve the quality, safety and integration of services.

Responsible and accountable for the supervision and performance development of staff to ensure a quality service to offenders and stakeholders by:

•  Providing direct line management and formal workplace supervision of all staff at the location including administration, intervention, community service and case management staff.

•  Providing workplace supervision to case managers regarding complex cases and issues.

•  Actively developing the skills and competencies in others, by contributing to or facilitating education and training activities, undertaking regular performance development plans and performance reviews and acting as a mentor to less experienced staff.

•  Actively participating in PDP and supervision processes, attending all mandatory training and actively pursuing other development to maintain skills.

•  Ensuring team meetings provide for group contribution towards quality offender management and team building and development.

•  Maintaining a safe work environment by ensuring so far as is reasonably practicable that the employee is, while at work, safe from injury and risks to health.

•  Providing formal support to new staff and students through the development and implementation of induction processes.

•  Providing leadership to a team of staff including discipline, counselling, support, conflict resolution and performance management in line with department policies and work procedures.

Responsible for the timely and quality completion of case management processes by:

•  Ensuring the timely administration of case reviews, case plans and offender assessments; the assignment and transfer of offenders; endorsement of Offender Risk/Need Inventory - Revised; organisation of interstate transfer requests and the management of offender non-compliance in accordance with risk.

•  Overseeing the Senior Case Manager and others in managing offenders in the control tier.

•  Making an effective contribution to the implementation and monitoring of Enhanced Community Corrections Service Standards within the region by identifying and recommending improvements to service delivery.

•  Ensuring high quality case management services by being responsible for staff meeting service standards.

Responsible for taking reasonable care for own and others' health and safety including not adversely affecting the health and safety of others.

Responsible for early notification and reporting of workplace hazards, incidents and injuries.

7.  QUALIFICATIONS

Essential: Nil

Desirable: Appropriate tertiary qualifications in community services, sociology, criminology, justice, correctional practice, social sciences, human services, health or related field.

•  An understanding of criminogenic needs and effective principles of rehabilitation and their implications on an integrated model of service delivery.

•  Experience in implementing departmental management objectives and ensuring the development and training of staff to maintain a skilled and professional team.

•  Commitment to timely and quality service delivery to stakeholders through the provision of advice on complex case management issues, the identification of improvement opportunities through quality management processes and ensuring effective and efficient case management of offenders.

•  Broad knowledge of case management principles, through care and rehabilitation.

•  Experience in managing workplace conflict and complex personnel situations including discipline and performance management processes, ensuring appropriate negotiation, mediation and resolution of issues.

•  Demonstrated knowledge of the concepts and practices relating to risk assessment, risk management, offender planning, case management and intervention with offenders.

•  Understanding of, and ability to manage, the spirit and principles of the Premier's Safety Commitment and the legislative requirements of the Work Health Safety Act, Regulations and associated Codes of Practice, utilising AS/NZS ISO 31000:2009 Risk Management

8.2  Desirable Criteria

•  Detailed knowledge and understanding of the Criminal Justice System, relevant legislation, departmental frameworks, contemporary offender and case management philosophies and community based correctional programs.

•  Strong knowledge of auditing and quality management processes.

•  Experience working with stakeholders and other organisations to ensure the availability of suitable programs and services for offenders.

•  Experience in developing and implementing business plans, policies and procedures.

•  General knowledge of personnel management principles under the Public Sector Act, Work Health & Safety Act, and the Equal Opportunity Act.

•  General knowledge of Correctional Services Department organisational structure and the South Australian Justice portfolio.
