THE IHSAA
Leading the Way Since 1925
In 1925 the Idaho High School Activities Association was formed to provide educational experience not otherwise provided in the school curriculum. Since that time, the IHSAA has sought to provide a safe rewarding environment for competitions, and consistency in all rules of athletics, speech arts, music, and drill team activities.
Prior to 1925 regulations were sorely needed: many athletes were over-age, others were freely recruited, and some were not even enrolled in school. When disputes developed, the problems were often "solved" by brawls between the communities. As the schools began to sponsor activities, the programs began to flourish and the problems diminished. During the dynamic growth years of 1970-1980, the IHSAA saw participation in high school activities double to the point where over 60% of Idaho's high school boys and girls now participate in extracurricular activities.
Few Idahoans realize that the IHSAA, the chief administrative body of interscholastic activities, is an independent association of Idaho's schools that has been carefully structured to provide needed services to the youth of the state without placing unfair burdens on the education system. In fact, the activity program in most schools requires less than 2% of the educational budget allotted for that school. With the continued cooperation and dedication of school superintendents, principals, athletic directors, coaches, and teachers, as well as the keen interest of the Idaho public, high school activities will remain strong. The IHSAA welcomes you to this championship event, a showcase of some of the finest of our Idaho Athletes.
PURPOSE AND PHILOSOPHY
A. PURPOSE OF MANUAL: This manual has been prepared to provide a better understanding of the administration of IHSAA sponsored events. It will serve as a guide to the participating schools and will provide greater consistency. All information will be included in this manual except such supplementary or incidental information as may be included in the coach’s packet. The regulations in this manual shall be considered official unless the schools are notified in a special bulletin of any changes.
B. PHILOSOPHY OF INTERSCHOLASTIC ACTIVITIES: Interscholastic activities are intended to supplement the secondary curricular program. These activities can provide the student with educational experiences and learning outcomes that contribute toward the development of good citizenship. This can be accomplished only when the emphasis is placed upon teaching “through school activities”. Interscholastic activities can be justified only when this is its primary philosophy and purpose.
C. PURPOSE OF DISTRICT AND STATE CONTESTS: It is the desire of the IHSAA Board of Directors that district and state contests be both fun and educational. It is extremely important that athletes, coaches, and the school community make every effort to enhance and keep in proper perspective the educational values of these events. Only when competition contributes toward worthwhile educational goals can it be considered sufficiently important to be included in the school program.
D. SUPERVISION OF ATHLETES AND FANS: The IHSAA By-Laws hold a school responsible, both at home and away, for the conduct of its athletes, students and coaches. Coaches are required to supervise their athletes. A coach’s respect for others and school property is necessary in order to instill in their athletes a respect for others and school property. Students staying overnight in hotels or motels in conjunction with any interscholastic athletic contest should be well chaperoned. The good conduct of students will leave a good impression for the entire school and community.
A school also should inform its athletes, students, coaches and fans of the value contest officials play in education through ahtletics. When informing these people of this, the difference in the purpose of high school and professional sports should be emphasized. Lack of respect for officials should not be tolerated. Booing of officials leads to booing of coaches and athletes and this has no place in high school athletics. Athletic administrators are urged to develop a program through any and all communication techniques available to insure that spectators understand that high school athletics are an educational endeavor as opposed to the games being an end in themselves.

ADMISSION OF PARTICIPATING WRESTLERS
In your coaches’ packet you will find a pass for each of your wrestlers. Please emphasize to your wrestlers not to lose their passes. All wrestlers will be admitted only a designated entrance. Only coaches with a floor pass and wrestlers in uniform will be admitted into the mat area.
ADMISSION OF COACHES
Tournament passes will be issued to coaches who have an IHSAA activity card. The passes will be enclosed in the coach’s packet. The coach receiving a tournament pass will have only one admission remaining on his activity card (it will be so noted at the pass door). Only authorized individuals will be allowed on the floor area.
ADMISSION OF MANAGERS
One manager per five qualified wrestlers will be admitted free.
ADMISSION OF MAT MAIDS, CHEERLEADERS, BANDS, ETC.
No mat maids, cheerleaders, drill teams, or bands will be admitted free. A form has been enclosed with this booklet to order and purchase tournament passes in advance. All tickets will be in the coach’s packet.

(Students in grades 1-6 and students in grades 7-12 with an activity card may purchase a discount ticket. Children under 6 admitted free. Senior Citizens may purchase tickets at discount prices.)
AWARDS CEREMONY
The coach of each champion will make the presentation of medals. The awards will be given 2A/4A first, followed by 3A, and 5A. Medals will be given to the first six places in each weight class in each division. Team trophies will be awarded to the Champion, runner-up, third place and fourth place in each classification.
CERTIFICATION OF WRESTLERS FOR THE DIST. TOURNAMENT
The three scratch weigh-in requirement for entry into the district tournament has been reinstated for the 2004-05 wrestling season.
TWO POUND GROWTH ALLOWANCE
The IHSAA will be using the two-pound growth allowance for the 2004-05 season. The growth allowance will go into effect on January 15, 2005. A two-pound growth allowance will be added to each weight class for all wrestlers, but this may not be used to qualify for a lower weight class. Example: Wrestler A’s minimum certified wrestling weight is 114 pounds, which puts him in the 119 weight class. After January 15, the 112 weight class becomes 114, but Wrestler A is still only eligible for the 119 class.
DRESSING ROOMS
Wrestlers should dress at home or in their motel rooms. There will be limited dressing rooms available at the tournament site.

MOTEL CONDUCT
Each year we have a few athletes who create a bad image for the rest by their uncontrolled behavior in motels. All coaches are encouraged to check their rooms closely upon arrival and departure to avoid unneeded misunderstandings. Please make sure athletes are properly supervised.
NUMBER OF MATS AND OFFICIALS
Ten mats will be used during most of the tournament. Eight mats will be used for the semi-finals on Friday night. Only four mats will be used in the finals on Saturday night. An assistant referee will be used only during consolation and championship semifinals and consolation and championship finals.
COACHES MEETING
There will be a State Wrestling Coaches Association meeting on Saturday February 26, 7:00 a.m. at The Idaho Center. If you have concerns that you would like to have addressed at this meeting, please contact Kelly Bartlett at Mountain View High School in Meridian: 855-4050.
PACKETS
Coaches’ packets will be available Wednesday evening and Thursday prior to weigh-in.
PARADE OF CHAMPIONS
The finalists in each weight class are to be dressed in uniform and meet at the designated area by 2:15 p.m. on Saturday, February 26.. Further instructions will be given at that time. Steve Demers of Eagle, Wade Palmer of Kuna, Matt Cobb of Weiser, and Mike Leck of North Fremont, coaches of last year’s team champions, have been invited to lead the grand entry.

SCORER’S TABLE PROCEDURE
Towel throwers will be instructed to stand and move to the edge of the mat when 15 seconds remain in the period. With 10 seconds remaining, the thrower will go onto the mat to a position facing the timer. When time expires, the official will be touched or the towel dropped into the wrestlers.
SEEDING INFORMATION
Idaho is one of the few states in the nation that attempts to seed all wrestlers into the state tournament. IMPORTANT: Every coach should complete a sheet on each wrestler who is entered in the district tournament and file the seeding information with the IHSAA office.
Important items:
1. Complete all information on the forms.
2. Mail forms to the IHSAA office as early as possible - they
must be in the IHSAA office by Feb. 19.
3. Opponent’s name.
4. Score of a decision.
SEEDING CRITERIA
For 3A/2A 1st through 8th seeds:
1. Head-to-head competition
2. Record against common opponents
3. District champions
4. Returning state champions
A champion or runner-up at a weight class will have a higher seeding than one moving up or down from another weight class. Example: A state champion at 112 lbs. and a 2nd place wrestler at 125 lbs. when seeding for the 125 lb. class.
5. Returning state runner-up at the same weight class
6. Returning state placer (3 through 6)
7. Exceptional or best overall record
8. When a school has two wrestlers in the same weight class, if possible, they should be placed in opposite half brackets.
9. If possible, the district champion and runner-up will be put in opposite half brackets.
For 5A/4A 1st through 6th seeds:
1. At-large selection is done at district level and by the seeding committee in each classification for the state tournament.
2. When schools have two wrestlers in the same weight class, they will be placed in opposite half brackets. If possible, the district champ shall be separated from his district runner-up by being drawn into the opposite half bracket, if it does not change the seeding criteria.

5. Record against common opponent in different weight class.
6. Best varsity record (minimum of 15) at that weight class.
7. Returning state champ or runner-up in the same weight class.

Souvenir tee shirts will be sold at the tournament site by McU Sports.
TOWELS
Towels will not be furnished.
WEIGH-INS
Official weigh-ins will be conducted in the locker rooms at the Idaho Center.
WEIGHT CLASSIFCATION
103, 112, 119, 125, 130, 135, 140, 145, 152, 160, 171, 189, 215, 275. A contestant shall not wrestle more than one weight class above that class of his actual stripped weight at the time of weigh-ins. In accordance with the National Federation rules, one additional pound will be allowed for each consecutive day of competition.
The following recommendations have been adopted by the IHSAA Board of Directors and will be observed during the state wrestling tournament in regard to blood and bleeding wrestlers on the mat. The Board encourages schools to observe the recommendations in non-state competitions.
1. Provide disposable towels on the mat to be used by wrestlers and officials in case of bleeding.
2. A container in the mat area for the soiled towels.
3. A container of disinfectant or bleach solution at each mat for removal of blood from the mat.
