WinTec Arrowmaker, Inc, established in 1991, has a long standing tradition of utilizing quality personnel to carry out its mission and successfully perform the obligations under its contracts. We provide staff that are experienced and committed to the client’s objectives. We strive to provide a single, reliable source for a broad range of talent utilization including project management and systems engineering support to assessment and analysis.

We have assigned the following labor categories in order to provide service and execution of our Professional Services Schedule (PSS):

1.1  Program Manager

Functional Responsibilities: Responsible for the overall direction and management of contract efforts, including technical and managerial guidance over a broad range of software modification, implementation, and maintenance. Evaluates and proposes solutions to complex organizational, technical, and analytical problems. Organizes research into coherent tasks and monitors staff work to ensure the quality and timeliness of the product.

Minimum Education: Master’s Degree in the specific field or discipline in which work is to be performed

Minimum Experience: 12 years’ relevant experience in engineering, technical management, and project management with at least five (5) years’ experience in government contract administration

Substitution Allowed: A Bachelor’s Degree and 16 years’ relevant experience may be substituted for the minimum education and experience requirements listed above.

Special Requirement: Individuals must be able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, if required by the client.

1.2  Senior Program Analyst

Functional Responsibilities: Responsible for the overall management of technical staff. Organizes research into coherent tasks. Performs analyses of projects and programs. Prepares analytical reports, periodic status reports, and program reviews. Responsible for conducting personnel evaluations.

Minimum Education: Master’s Degree in the specific field or discipline in which work is to be performed

Minimum Experience: Eight (8) years’ experience in the specific career field or relevant discipline

Substitution Allowed: A Bachelor’s Degree with 12 years’ relevant experience may be substituted for the minimum education and experience requirements listed above.

Special Requirement: Individuals must be able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, if required by the client.

1.3 Program Analyst

Functional Responsibilities: Performs analyses of projects and programs. Prepares analytical reports, periodic status reports, and program reviews. Organizes research into coherent tasks. Serves as the principle investigator on specific portions of a project. Provides status of work assignments, identifies problem areas, and recommends appropriate solutions.

Minimum Education: Bachelor’s Degree in the specific field or discipline in which work is to be performed

Minimum Experience: Six (6) years’ experience in the specific career field or relevant discipline

Substitution Allowed: An Associate’s Degree with 10 years’ relevant experience may be substituted for the minimum education and experience requirements listed above.

Special Requirement: Individuals must be able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, if required by the client.

1.4 Technical Engineer

Functional Responsibilities: Utilizes knowledgeable of the specific disciplines required (e.g., satellite systems, safety, test and evaluation, quality assurance, systems acquisition, manufacturing and reproduction, fiber optics, data communications, design engineering, etc.) as well as related government regulations, manuals, technical orders, standards, and industry publications to perform a variety of engineering tasks.

Minimum Education: Bachelor’s Degree in an engineering discipline

Minimum Experience: Four (4) years’ experience in the technical discipline required for task performance

Substitution Allowed: An Associate’s Degree in an engineering discipline with eight (8) years’ relevant experience may be substituted for the minimum education and experience requirements listed above.

Special Requirement: Individuals must be able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, if required by the client.

1.5  Senior Project Manager

Functional Responsibilities: Responsible for providing fiscal and production control as well as administrative and technical direction to both technical and support task managers and individual project personnel. Skilled in performing requirements, acquisition, programming, and budgeting activities and using both manual and automated tools required to support effective program management. Functions as a senior analyst or key member of a group assigned to a specific problem. Works largely without supervision.

Minimum Education: Master’s Degree in a management discipline

Minimum Experience: Eight (8) years’ experience in government planning, programming, or budgeting activities

Substitution Allowed: A Bachelor’s Degree in a management discipline with 12 years’ relevant experience may be substituted for the minimum education and experience requirements listed above.

Special Requirement: Individuals must be able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, if required by the client.

1.6  Project Manager

Functional Responsibilities: Responsible for providing fiscal and production control as well as administrative and technical direction to both technical and support task managers and individual project personnel. Understands both manual and automated tools required to support effective program management. Functions as a key member of a group assigned to a specific problem. Works largely without supervision.

1.7  Program Security Analyst

Functional Responsibilities: Provides support to the Security Officer and Program Managers with DCI, DoD, and DON security procedures and requirements in the following areas: (1) physical security, to include new facility accreditation; (2) personnel security administration; (3) security training; and (4) classification and markings. Assists with the safeguarding of classified information to include control and accountability, storage and storage equipment, transmission, disclosure, reproduction, disposition and retention, review construction requirements, and review intrusion detection systems. Helps ensure automated information system security. Assists with drafting international security requirements.

Minimum Education: Associate’s Degree

Minimum Experience: Three (3) years’ experience performing program security specialist duties

Substitution Allowed: Five (5) years’ relevant experience may be substituted for the minimum education and experience requirements listed above.

Special Requirement: Individuals must be able to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, if required by the client.

1.8  Senior Administrative Assistant

Functional Responsibilities: Handles a variety of administrative, personnel, and financial functions at the senior level. Provides administrative support to executive staff with office management responsibilities to include budgeting, personnel records, and payroll. Coordinates schedules for senior executives and plans overseas travel for individuals and groups. Schedules and plans conferences to include developing invitation packages, arranging for catering services, and developing and producing conference materials. Works independently on projects requiring research and preparation of briefing charts and other presentation materials. Able to interact with senior executive level personnel from across the government and private sectors. May be required to deal with sensitive issues.

Minimum Education: High school diploma

Minimum Experience: Five (5) years’ related experience

1.9  Subject Matter Expert

Functional Responsibilities: Applies hands-on knowledge of the processes and organizations responsible for executing National level program reviews as well as policy relating to and execution of systems analyses, operations research, and program management. Uses analysis tools and techniques, such as modeling and simulation, operations research techniques, business process reengineering, and surveys to provide recommendations in specific area of expertise. Participates in planning activities, conducts research, provides technical assistance, and prepares reports.

Minimum Education: Master’s Degree in the specific field or discipline in which work is to be performed

Minimum Experience: 15 years’ experience in an engineering, strategy, operations, information systems, business, or management discipline as well as specialized expertise related government, military, or commercial applications; successful completion of Defense or Federal senior staff professional training in policy, management or a scientific field

1.10 Graphic Artist/Illustrator

Functional Responsibilities: Responsible for the creation, review, revision, and quality control of all aspects of graphics development. Uses specialized hardware and software for video/audio capture and editing of multimedia presentations. Incorporates principles of layout design throughout the courseware production process. Operates and maintains advanced automated graphics production systems. May also produce freehand lettering and sketches as well as geometric representations, orthographic and isometric drawings, auxiliaries (normal and edge views), and conventional drawings, blows-ups and paste-ups.

Minimum Education: High school diploma

Minimum Experience: Five (5) years’ relevant experience

The prices for the indicated labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in the area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
