FREEDOM OF INFORMATION REQUEST 307616

Thank you for your recent request received 12 March 2014 and actioned under the Freedom of Information Act 2000 (FOIA) in which you requested the following information:

I should be grateful if you would provide me with a list of road traffic surveys undertaken during the last five years including the following information for each identified survey:-

1)Street name where each survey was undertaken

2)Purpose of survey

3)Date and Duration of survey

RESPONSE:

I can confirm that Liverpool City Council holds some but not all the requested information.

In response to points 1 & 2 please see the tables below for the last 5 years. The tables show the location, date and type of survey undertaken:

2009 / 2010 and 2010/2011:-

Key to Type of Survey:-

• Pv2: This type of survey is carried out when members of the public request crossing facilities. The count is carried out over 12 hours during term time counting vehicles and pedestrians.

• ATC: Traffic survey that counts types of vehicles, speeds and volumes in both directions.

• Registration: This type of survey is carried out to determine if vehicles are rat-running to avoid traffic signals etc.

• Parking Survey:Survey to determine extent of existing parking and length of parking.

• Pedestrian Survey: Counting pedestrians along an identified route

• Posting of Notices: This includes legal notices for Traffic Regulation Orders.

In response to point 3, the information you have requested is not retrievable in an accessible format from our system and would require extensive reconciliation and configuration to provide the information you have requested. In order to provide information as to exact date and duration would require officers to look at every individual request for the previous 5 years that have been undertaken and even then we possibly may not have the information available.Under Section 12 (1) of FOIA it stipulates that we are not obliged as a public authority to comply with a request of information if the authority estimates that the cost of complying with the request would exceed the Act stated appropriate time and cost limit. The FOIA states the appropriate limit is considered 18 hours which this request exceeds.

As we have not provided all of the information you have requested under section 12(1) we are required to serve you with a section 17 notice, please treat this letter as notice.

Section 17:

The City Council will consider appeals, referrals or complaints in respect of your Freedom of Information Act 2000 requests and you must submit these in writing to within 28 days of receiving your response.

The matter will be dealt with by an officer who was not previously involved with the response and we will look to provide a response within 28 working days.

If you remain dissatisfied you may also apply to the Information Commissioner for a decision about whether the request for information has been dealt with in accordance with the Freedom of Information Act 2000.
