HB 150 amends KRS 5.232 and KRS 5.243 to swap precincts E104 and E148 in Jefferson County. It directs the Jefferson County board of elections to change precinct boundaries to conform to representative district boundaries; EMERGENCY.
FISCAL EXPLANATION/BILL PROVISIONS / ESTIMATED COSTThe fiscal impact of HB 150 on local government is indeterminable, but could be minimal to moderate. The bill, if enacted, requires the following major activities to be performed by the Jefferson County Board of Elections:
1). Redrawing of the boundaries of the two affected precincts;
2). Making adjustments to the county precinct maps and reprinting the maps;
3). Writing each affected voter and providing each with the new precinct number and polling location; and
4). Removing old voter names and adding new names in the election books used at each of the two precincts.
The costs incurred in effecting the bill's provisions would include the time of the board of election employees, printing maps and letters, stationary, and postage. Existing staff could spend approximately 102 hours on the activities. Additionally, the costs of printing new maps and letters to voters would be approximately $150; the bulk mailing to 2060 voters would be approximately $500, and the cost of letterhead stationary and pre-printed (return address) envelopes would be approximately $130.
The out-of-pocket expense would total approximately $780. If the costs associated with staff time are absorbed as part of their regular duties then there would be no new cost to the office for staffing.
