Business Development: Directed business development efforts for start-up division, marketing unmanned maritime systems to hydrographic survey, military and homeland defense markets around the globe. Identified and qualified potential clients, delivered sales presentations, managed conference and trade show presentations. P&L responsibility. Directed development efforts for newly created department focused on training support for U.S. Navy. Direct liaison with prime contractor to identify, compete and close new contract opportunities. Managed $8.5M 5-year contract bid. Grew division from zero to 16 personnel in 5 months. P&L responsibility. Created client seminar for federal R&D Tax Credit, resulting in eight sales leads after two hour presentation. Identified value-add opportunities for tax compliance clients, particularly in focusing international operations and maximizing U.S. federal tax credits. Established liaison and working relationships between numerous international organizations across NATO, expanded service offerings to client organizations in 14 different nations.

Operations: Shipboard Operations Officer in USS CHAMPION (MCM 4) and USS AVENGER (MCM 1). Coordinated all aspects of ships’ schedules and operations during two training cycles, two extended shipyard availabilities, and a six month Mediterranean deployment. Supervised 25 department personnel responsible for the operation and maintenance of communications, cryptographic, navigation, radar, sonar and mine disposal equipment. Served as staff operations officer on multiple NATO level maritime staffs, responsible for establishing and coordinating ship schedules and taskings for as many as 17 ships at a time.

Project Management: 25+ years initiating, planning and executing wide variety of projects, supervising project teams up to 150 personnel. Assigned as Ship's Repair Officer during extensive shipyard availability, directly responsible to commanding officer for status and progress of ship repairs. Extensive use of Gantt charts and Plans of Action and Milestones (POA&Ms) with daily, weekly and monthly reporting requirements. Responsible for organization and progress of multi-national project teams working across national borders. Basic familiarity with Microsoft Project.

International: Responsible for supervising and coordinating technical and business activities of division with activities in Lafayette, LA and Portsmouth, UK with customer sites in US, UK, Singapore, India and China. Frequent technical presenter and trade shows and conferences around the globe. Limited experience in international tax planning, including entity structuring for tax efficient worldwide operations. Served 6-year secondment to Belgian Navy, highly autonomous role involving diplomatic representation, extensive travel, limited contact with U.S. chain of command.

Risk Analysis: Assisted in development of NATO risk assessment tool for naval mine warfare operations. Created and implemented graduate-level coursework for NATO officer students, employing statistical techniques to assess risk in a tactical environment. Provided risk-assessments related to naval mine warfare to NATO operational staffs and national commands. Conducted job-site/project risk analysis focused on identifying and mitigating/eliminating risks to personnel safety and risk of damage to equipment. Conducted project risk analysis to identify potential budget, logistics and technical risks to project delivery.

Administration: 20+ years experience supervising work centers of 12-25 personnel, responsible for personnel and training records, travel expense tracking and reporting, disciplinary procedures, security investigations, ammunition accounting, classified material and similar functions.

Management: 25+ years experience managing work centers and project teams from 5 - 150 personnel. Responsible for all aspects of planning, organizing and executing wide variety of requirements including assignment and training of personnel, budgeting, safety risk assessment, coordination of logistics requirements, coordination of security and diplomatic clearances and other requirements. Extensive experience working with and leading multi-national functional teams, with up to 14 different nations being represented at a time.

Consulting: Provided consulting services for international clients in the areas of operational planning, training, international tax entity structuring, domestic tax planning, R&D Tax Credit documentation and general business administration services. Identified $1.2M tax benefit for industrial manufacturing client. Researched and documented tax efficient multi-national entity structure for software client, researched and documented effective tax planning strategy for bio-pharma start-up. Provided on-site planning and training services for foreign and NATO operational staffs in a variety of nations.

R&D Tax Credit: Conducted federal and state R&D Tax Credit studies for medium- and large national clients, providing qualitative and quantitative documentation and support. Provided direct tax benefits of $50,000 - $1.2M per client.

CPE Development: Developed continuing professional education in the area of federal R&D Tax Credit, providing two hours of CPE credit to 14 accounting professionals.

Tax: Compliance and consulting services for small, medium and large national clients. Experience includes pass-through entities, C-corporations, publicly and closely held clients. Client base included technology, software, manufacturing, apparel, real estate, professional services, non-profits and food products.

Technical Presenter: 20+ years experience giving technical presentations covering electronics operations and repaid, tactical scenario development, naval mine warfare and autonomous underwater vehicles. Frequent author/speaker at international conferences dealing with unmanned and autonomous marine vehicles. Presented briefs for major NATO organizations including NATO Headquarters, authored white papers and presented associated briefs to U.S. Navy Chief of Naval Operations (CNO) and staff. Additional experience presenting continuing professional education (CPE) to certified public accountants in a seminar setting. Guest lecturer for baccalaureate level course in non-profit development and management, guest lecturer for high school advanced placement (AP) history course on the history and function of NATO.

Training: Seven years experience as classroom instructor. Presented over 6,000 hours of instructor-led training in topics ranging from electronic maintenance to statistical risk analysis. Additional 5 years creating and delivering hands-on training in a shipboard environment. Created graduate-level operational planning and risk analysis course for NATO naval mine warfare officers. Delivered instructor-led and seminar training in nine different nations. Served as Ship’s Training Officer for two U.S. Navy ships, creating and coordinating in-port and at-sea training protocols in support of fleet directives.

Personnel Development and Training: 25+ years experience in developing subordinate personnel, including identifying formal and informal training needs, completing periodic performance reviews, developing personnel for promotion, initiating disciplinary action as required, identifying individuals for extra promotion opportunities, selecting individuals for specific assignments.

Non-Profit: Limited experience with tax compliance for non-profit organizations. Served on Board of Directors as Vice President of Development for Music Works Northwest (non-profit organization). Guest lecturer for baccalaureate level course in the development and management of non-profit organizations.

Personnel Management: Led groups from 3 to 150 personnel, responsible for all aspects of daily work planning, personnel administration, training, evaluation and promotion. 25+ years experience evaluating personnel performance for promotion as well as for disciplinary reasons. Led culturally diverse groups of professionals from up to 14 different nations.

Recruiting: Identified three talented subordinates and provided guidance resulting in their eventual selection for university programs (U.S. Navy). Frequent participant in recruiting events at Moss Adams, maintained ongoing correspondence with recruits at two different universities.

Retail: UPC clerk for Wal-Mart Corporation (Moscow ID). Maintained perpetual inventory system, entered price adjustments, investigated inventory discrepancies, assisted in department operations as necessary.

October 2011 - November 2012: Owner, Acadiana Floor Services. Responsible for all aspects of creating and operating locally owned small business, including administration, book-keeping, business development, maintenance, operations and customer service.

May 2010 - August 2011: Director, Unmanned Systems, C&C Technologies, Inc. (Lafayette, LA). Responsible for global business development efforts for autonomous/unmanned marine systems, including semi-submersible survey vehicle, target drones, mobile buoys and autonomous catamaran. Oversaw technical and business development of systems including design, payload selection and integration of platform, sensor payload and computer control systems. Authored white papers and technical papers and presented at conferences world-wide. Supervised team of 12 engineers/technicians. P&L responsibility.

November 2009 - May 2010: Director, Training and Doctrine Development, Triton Services, Inc. (Bowie, MD). Responsible for business development and P&L results for Training Services division; grew division from zero to 15 personnel in 5 months. Responsible for hiring/firing, setting compensation, personnel evaluations; also direct liaison with customer with to negotiate contract rates and develop new contract opportunities. Managed $8.2M 5 year contract bid Also deployed as instructor in Littoral Combat Ship (LCS) Mine Countermeasures program to develop individual and team training for Remote Minehunting Vehicle (RMV), AN/AQS-20 sonar and unmanned minesweeping systems.

January 2008 – May 2009: Tax Staff, Moss Adams, LLP (Seattle, WA). Focused on compliance services for C-corporations, pass-through entities, non-profits, and individuals. Limited experience in international compliance and consulting, including entity structure analysis for tax efficient international operations. Responsible for all aspects of client relationship management. Client base included software, technology, manufacturing, real estate, wholesale, professional services and high net worth individuals.

February 2006 – December 2007: Senior Associate, R&D Tax Credit Consulting Group, Grant Thornton, LLP (Seattle, WA). Practice focused entirely on consulting with clients to identify qualified research and development activities, and providing quantitative support for appropriate federal and state tax credits. Highly autonomous role as sole member of group working from Seattle office. Responsible for all phases of project planning and execution, including budget planning, work-plan design, coordinating field work and information requirements with clients, producing supporting documentation and analysis. Conducted substantial field work with nationally recognized clients across the country; client base included software, computer and electronic design and manufacturing, pharmaceutical and medical products, food products, apparel, industrial and manufacturing concerns. Developed and conducted R&D Tax Credit seminar for clients, including CPE credit.

April 1984 – February 2006: United States Navy

Wide variety of assignments over the course of a 22 year career. Submarine sonar technician and sonar division leading petty officer, deep-sea diver/diving and salvage officer, shipboard Operations Officer, ship's training officer, naval mine warfare expert. Served six year secondment to Belgian Navy, representing that nation in a variety of national and NATO level projects. Created three international war-games and live training exercises. Led groups from five to 150 personnel, including multi-national groups representing up to 14 nations. Presented over 6,000 hours of classroom and seminar training in the topics of electronic operations and maintenance, naval mine warfare planning, operations and post-operational risk analysis. Presented numerous briefs to senior C-level officials as NATO headquarters and major NATO commands.
