1.  Purpose of Document

The purpose of this document is to capture the requirements and design specification for a SaMC Charge Code in one document.

2.  Introduction

2.1  Background

Grid Management Charge Codes are monthly charges assessed on participating Scheduling Coordinators for the purpose of recovering all of the CAISO’s administrative and operating costs. These costs include, but are not limited to, startup, development and financing as well as the costs of ongoing operation and maintenance associated with the CAISO’s Control Area operator responsibilities. Grid Management Charges also include costs associated with administering the scheduling, bidding, dispatch, and settlement of all Energy and Ancillary Services.

GMC rates are calculated as set forth in Section 11 of the CAISO Tariff. The formula rate methodology provides Market Participants with the financial security of predictable GMC pricing while ensuring that the CAISO is able to recover its actual costs in a timely manner. The charges are shown as a monthly charge on the Settlements Statements for the last day of each month, with billable quantities being published on daily statements where applicable. GMC charges are one-sided and do not offset with any other Charge Code for neutrality.

2.2  Description

This charge is based on the absolute value of net uninstructed deviations over the month to reflect Participating Intermittent Resources (PIR) resources’ impact on the grid. Based on the CAISO tariff, the CAISO will provide PIRs with an independent third party, AWS True Wind Company, forecast. PIRS are required to schedule in accordance with the provided forecast in order to receive monthly netting treatment. By netting uninstructed deviations over the Settlement interval, CAISO is attempting to minimize PIRs exposure to imbalance energy charges. However, these uninstructed deviations place a burden on the transmission grid and Market Usage activities. This Charge Code is one of the Grid Management Charges CAISO uses to recover the costs of associated with managing the Control Area as well as the costs associated with Market Usage. This Charge Code is calculated based on the absolute value of net Uninstructed Deviations for a trading Month. The absolute value of net Uninstructed Deviations over the billing month is calculated as the difference between actual metered or Deemed Delivered energy and real-time dispatch instructions. Allowing netting permits SCs to load follow (match changes in load with changes in generation), which reduces inadvertent flows and imbalances on the transmission grid.

3.  Charge Code Requirements

4.0 / Activity in this Charge Code is specific to Eligible PIRP resources.
5.0 / Settlements system shall be able to identify specific registered resources as exempted resources from this Charge Code.
