2. Describe your experience in land use and transportation planning.

Buckley, WA:

Land Use:

I re-zoned the City to be in concurrence with the Comprehensive Plan update that I completed, map here:

This re-zone was a result of extensive public input (including having to continue the meeting and move to a larger venue due to the number of attendees).

In addition, all current planning land use site plan review in the city was performed by me – both residential and non-residential.

Transportation:

I served on the Transportation Coordinating Committee for the Pierce County section of the Puget Sound Regional Council. This committee scored transportation funding grant requests (including the grants for Buckley).

In addition, the upcoming Parks and Recreation Plan update will contain plans that I initiated for non-motorized transportation, including paved and soft-surface trails as an amenity and ‘safe routes’, designated local access streets with alternate configurations to ensure pedestrian and non-motorized safety (draft regulations due to the public end of May for review).

Castle Rock, CO:

Land Use:

Current Planning: I was the project manager for Crystal Valley Ranch, a 2200-acre subdivision as well the planner for annexations, Land Use Intergovernmental Agreement amendments, and other routine current planning duties.

Long-range Planning: I was the project manager for the Southwest Quadrant, a 3400-acre greenfield mostly inside the boundaries of Castle Rock, web page here:

This plan includes transects, is based on form-based code, has a heavy transportation focus, and includes copious amenities such as open space and parks. 3. Describe your experience in the development of citywide and small area plans that included public involvement and project implementation.

As described in 2. above, I have considerable experience in implementing such plans.

In Buckley, I was part of a student team that updated the Comprehensive Plan for the city, which required extensive public participation and input. This input and participation informed the zoning regulation update and additional plan updates such as the Parks and Recreation plan. The development of these plans was not without public concern, and our first zoning hearing had to be continued to the auditorium at the junior high school to accommodate the number of attendees. Our answers and supplemental work was sufficient, as the second hearing had only a handful of attendees and the new zoning was adopted without incident.

The experience gained by the Planning Commission allowed three members of that group to eventually get elected to City Council.

In Castle Rock, my work on the Southwest Quadrant Plan involved numerous stakeholders, and this resulted in many of them testifying to the Planning Commission and Town Council regarding my work with them (Resolution 2008-52). Lastly, all my current planning plan review experience is in the context of adhering to existing urban design guidelines and standards.

5. Describe any experience you have utilizing GIS and data analysis (demographics, market analysis/economic trends).

I am a skilled GIS user, having learned on v. 3.4, and I have v 8.3 at home and am current through v. 9.2. The maps and map analysis previously mentioned for Buckley are located here:

I performed map analysis in Castle Rock’s Southwest Quadrant Plan for the purposes of determining population, building, square footage, student and road capacities.

As a Business Systems Analyst for CalFed Bank, I routinely performed economic and market analyses on our consumer loan (generally 2nd mortgages) portfolio. I was the data owner of our mainframe system, which housed over 70,000 loans valued at over US $2B.

6. Have you had experience working on a multidisciplinary team; and if so please describe.

I worked in Palmer, AK with a multidisciplinary team of Landscape Architecture and Planning students.

In Buckley, WA I routinely worked with Public Health staff (Tacoma-Pierce County Health Department) to ensure our plans reflected County public health assessments and goals.

In Castle Rock, I won a Town Manager’s Choice Award for my work on a team comprised of staff from Public Works, Police, and Fire departments. The Southwest Quadrant Plan team consisted of staff from Utilities, Public Works, Douglas County School District, and Parks and Recreation. I was a key member of the Water Conservation Landscape Regulations team that consisted of Utilities Department staff, as well as representatives of many disciplines from outside companies such as CoCal and Norris Design.

For CalFed Bank, I routinely worked with hardware and software engineers from the Information Technology Department to meet departmental, division, and company-wide targets, goals, and policies, as well as to be compliant with state and federal banking regulations.

7. Describe your familiarity and experience with computer software, specifically Arcgis 9.2, Sketchup, Excel, In Design, Photoshop. Give examples of how you have used these software programs related to urban planning and urban design.

The Southwest Quadrant Plan was created in InDesign using Photoshop as a supplementary tool mainly to format .jpg or .bmp files; the entire document was collaboration between me and my assistant, where I generally gave concept and direction for the initial layouts, and then we collaborated on design and content from there. I have used Excel since ~1995 and Lotus 1-2-3 prior to that; I use this utility mostly for tracking personal time, contacts, tasks. Occasionally I’ll use it to analyze demographic or land use data (average, standard deviation, sum, mean, median). If the Department uses it for other things I will have no problem using Excel for those tasks.

Although Castle Rock has used SketchUp for projects for which I was lead planner, I have limited experience with the utility, as my assistant was skilled in its use.
