JOB DESCRIPTION FOR THE POST OF STEPS EMPLOYMENT OFFICER
Main purpose of the Job:
The post is for Employment Officer, working 30 hours per week on a fixed term contract until 31st August 2015. On the basis of success the contract is likely to be annually renewed. You will be required to work flexible hours which will include some evening and weekend work.
Project Overview
You will be working on the Manchester Education and Employment Programme Stepsin partnership with Manchester Adult Education and Manchester City Council to enable young disabled students to access real work opportunities. You must be passionate, committed, creative and able to work within guidelines of getting young people into paid employment.
The project operates across 2 locations - Abraham Moss Centre in North Manchester and Wythenshaw Forum in South Manchester. Each site has 8 learners with learning disabilities who are studying an Entry level 3 qualification 2 days a week and have expressed Employment/Work experience as an outcome on their single plan/Educational Health Care Plan (EHC plan).
You will work as part of a team and provide support across both sites as required. Your base of work will be Abraham Moss or Wythenshaw Forum to be agreed.
Working closely with a Senior Employment Officer, Tutor and Learning support Assistant your personal targets will be:-

  • 8 young people to complete the course and receive individually tailored employment experiences.
  • 3 students will achieve sustainable outcomes of
  • On-going Voluntary work
  • Entry onto a Supported Internship.
  • Enrolment onto an appropriate education course
  • 2 students commence sustainable paid employment.
  • Demonstrate that all 8 young people have moved closer to employment through independent travel training, accessing work tasters, work experience, long-term voluntary placements and where possible paid employment.
Key Areas of responsibility
Project Management
  • To work in Partnership with the Manchester Steps Programme and Manchester City Council.
  • Work alongside the Steps Tutor and Senior Employment Officer to plan and prioritise individual activities to achieve contractual specifications.
  • To attend various conferences/meetings in order to promote Pure Innovations and, in particular, the transition projects.
  • Follow Pure Innovations quality standards checks.
  • Identify and liaise with other agencies that may be able to provide additional support or services
  • To meet regularly with employers and college staff to review the progress of each individual.
  • To ensure supported employment tools/techniques are embedded within the projectand relevant staff are mentored to use them.
  • To devise and present sessions for groups of young people on various aspects of work and employability.
  • To attend and contribute to regular Employment team meetings and any other meeting relevant at Pure Innovations or partner organisations.
Students and Case Load
  • Target driven role in which you will be expected to achieve specific results by work placements and securing paid jobs for your students.
  • Work and communicate effectively with people with complex disabilities.
  • To use Pure Innovations Assessment/training Tools to assess each student’s skills and evaluate their learning.
  • To create a person centred training programme for each student. This may include developing accessible resources for working with each student based on their individual needs e.g. use of photographs, worksheets.
  • Where necessary meet with students’ family to review their progress.
  • Use training in systematic instruction methods to maximise students independence
Employer Engagement
  • Develop existing and new links with employers to ensure high quality work experience/placements and paid opportunities are secured across a breadth of opportunity
  • Engage with employers using a wide range of sales and marketing techniques.
  • Offer students a variety of experiences which may include taster days, long term placements, careers days and “A day in the life of…” etc.
  • Challenge traditional methods of recruitment and selection by using creative initiatives
  • Work with HR and Managers to create an inclusive recruitment process.
Administration
  • Ensure that project records are accurate and relevant i.e. weekly reports, risk assessments, individual and employer records etc, this will be done either manually or on computer
  • Work to the Pure Employment Quality Standards
  • Ensure effective remote working and adhering to the relevant guidelines based on lone working, outlook calendar and duty cover
  • Make presentations using all mediums and to various audiences and actively develop these skills in other team members
  • Ensure client confidentially is maintained at all times
  • Adhere to Data Protection regulations and company policy and procedures to ensure that sensitive information and data is stored and disposed of in an appropriate manner
  • Ensure reports, paperwork and other correspondence are completed accurately and to deadlines
  • As a remote worker you will be expected to transport a laptop and printer
to a variety of premises. This may involve lifting the equipment into and
out of a car or public transport and/or carrying it around
Teamwork
  • Chair meetings and training events which develop the service or improve team/individual performance
  • Project lead and/or facilitate departmental projects using recognised project management strategies and tools
  • Act as a role model for other staff, promoting best practice and sharing ideas
  • Actively encourage feedback from team members and service users to develop and improve the service
  • Provide cover for team members as required
  • Attend and participate in any meetings and training events, which develop the service or improve team/individual performance.
