33.SE-3 CFIT/ AP 1.03 - Precision-Like Approach Implementation (“21st Century Instrument Approaches”) (Vertical Angles – PAI 1-7, 11),
33.7 COSCAP-NA with the assistance of experts from North Asia States to determine the need to review instrument approaches in North Asia to ensure they have been developed to facilitate CDFA(CANPA).
33.7A Related to 33.7, CTA with the support of FAA to provide background information to memberStates and request feedback from their procedural specialist.
33.8 The 4th NARAST Meeting to examine the issues related to implementation of RNP/RNAV and eventually develop a Work Plan that States could utilize. Agenda for the 4thMeeting
33.8A Recognizing the important of developing a Work Plan that is full intergrated with the ICAO SARPs and Guidance material being developed by ICAO, the meeting requested ICAO to kindly review and comment on the Work Plan prior to it being presented to the 5th COSCAP-NA SC Meeting.
33.8BMember States who have yet to do so to conduct a review on needs for RNP/RNAV implementation.
33.8DCOSCAP-NA concurrent with the 5th NARAST Meeting to organize an RNP/RNAV Workshop to review in detail the ICAO Guidance Material.
33.8EIn coordination with ICAO, prior to the next meeting COSCAP-NA to conduct a review of ICAO, Eurocontrol and FAA Guidance material and provide a briefing to the next NARAST Meeting.

9 – 1 CAST SE-9 Controlled Flight Into Terrain -“Minimum Safe Altitude Warning (MSAW)”
9.1.2 COSCAP-NA to organize an MSAW Workshop. The Workshop to review the aspects of MSAW certification and inspection, nuisance warnings as well as Air Traffic Controller MSAW procedures and training.
9-1.3 FAA kindly requested to assist COSCAP-NA in providing such a workshop. To the greatest extent possible such a programme should be generic in nature to assist Member States efforts with development of their own programme. FAA to Update the Meeting
9-1.3A FAA to provide a course syllabus and course material to COSCAP-NA by 10 October 2005.
9.3.5B Xiamen airlines kindly offer to provide a venue for the Workshop
9-1.3C CTA to finalize dates with CAAC – ATMB and to advise Member States two months prior to the programme dates. Tentative dates, 5 day period 9th – 20th January 2006.

9 – 2 SE-13 ATC Training - CFIT Prevention
9.2.1 FAA kindly requested to review the Safety Enhancement and assist COSCAP-NA in review of the required information. Completed
9.2.2 COSCAP-NA to examine information that is available to develop a draft checklist that could be used to ensure that these CFIT aspects are addressed in ATM procedures. Completed
9.2.3 CTA to provide copies of FAA 57908 – Radar Separation & Safety Alerts to Member States. Member States to review the CD and provide comments to COSCAP-NA and utilize the material as appropriate.
9.2.3 CTA to develop a draft Advisory Bulletin concerning Issuance of Safety Alert/Warning and provide it to Member States for their review.
9-3 SE 46,47 Runway Incursion - Air Traffic Control Training
9.3.1 Recognizing that ICAO has established a working group related to runway incursion, COSCAP-NA to provide a briefing to the next NARAST meeting on the status of developments of the working group.ICAO to provide Tool kit briefing
9.3.1A ICAO ATM to provide a copy of the Final Draft of the Runway Incursion Manual – Prevention Manual when it is completed.
9.3.2 As work was still ongoing concerning research related to memory development, FAA requested to provide an update to the NARAST at the next meeting. FAA to Update the Meeting
9.3.2AIf possible FAA to provide NATPRO (memory development) material to COSCAP-NA who will provide copies to North Asia States for their review.
9.3.2 Member States to provide feedback to the 5th NARAST Meetings.
9.3.3 Concerning aspects related to strengthening situational awareness, FAA to provide feedback to NARAST concerning action taken (bulletin 99-3,etc.). FAA to Update the Meeting
9.3.3A CTA COSCAP-NA to develop guidance material on Enhancing Situational Awareness in the Control Tower.
9.3.3B COSCAP-NA to provide FAA 57052 Situational Awareness Enroute & Tracon, FAA 57052 Situational Awareness – Tower to Member States for their review.
9.3.3C States to review this material and provide feedback to the next meeting.
9.3.4 Recognizing the importance of Human Factors training for Air Traffic Controllers, COSCAP-NA requested to organize such a programme in North Asia.FAA to provide
9.3.5 FAA kindly requested to assist COSCAP-NA in providing such a programme to Member States. To the greatest extent possible such a programme should be generic in nature to assist Member States efforts with development of their own programme.

9 – 4 SE49, 50, 51 ,52 Runway Incursion Standard Operating Procedures – Runway Incursion Prevention
9.4.1 COSCAP-NA to review ICAO, FAA, JAA/EUROCONTROL information related to SOPs for ground operations and to develop guidance material related to development of SOPs and required training (SE49).
9.4.1A Member States to request review and comments from appropriate aerodrome functional authorities and/or service providers.
9.4.1B NARAST members to review Advisory Circular – Ground Vehicle Operations at Aerodromes – COSCAP-NA 010 and provide comments to COSCAP-NA by 1 December 2005 after which COSCAP will finalize the document.
9.4.2 AAPA to advise/provide Flight Safety Foundation material related to safety of ground vehicle operations at airports (SE49, 51,52).
9.4.3 COSCAP-NA to examine the feasibility of conducting a Ground Operations Safety Workshop in coordination with the other COSCAP programmes.
9.4.4 AAPA kindly offered to provide support to COSCAP-NA efforts with respect to 9.4.3.
9.4.3 Concerning SE-50 (General Aviation – Single Pilot Operations), in light of the limited general aviation activity in the North Asia region and the higher priority of other safety issues, it was decided to defer any further review of this Safety Enhancement until later meetings.No action required at this time
9.4.3A COSCAP-NA to provide to Member States copies of the FAA Training Material (CD) concerning Runway Incursion.
9.4.3B COSCAP-NA to prepare draft Advisory Circular concerning information for General Aviation – related to runway incursion, for the next meeting.
9.4.4 COSCAP-NA to review ICAO, FAA, JAA/EUROCONTROL information related to best practices for ground operations and to develop guidance material in combination with the development of SOPs and required training as outlined in 9.4.1(SE49, 51,52).
9 - 5 SE-55, 59 Runway Incursion – SOPs for Controllers Situational Awareness
9.5.1 Aspects of situational awareness have been included in the ATTE (human factors) programme outline in 9.3.4 and should be included in any COSCAP-NA programme.
9.5.2 FAA to provide information to NARAST concerning procedures/guidance that may have been developed for Operational Supervisors Workshop related to avoiding distractions for ATC.
9.5.3 All Member States are compliant with ICAO Annex 11 (3.7.3) concerning mandatory read back of ATC instructions. – SE-59 Completed.
9 - 6 SE-60 Runway Incursion - Pilot Training
9-6.1 COSCAP-NA to review FAA Advisory Circular 120-74, European Action Plan, and AC 150/5340-H and develop guidance material / advisory material on the inclusion of Runway Incursion training into flight crew qualification, approved training, and other pilot training programmes.
9.6.2 COSCAP-NA to review FSAT 00-09 to determine what information should be included in advisory material to be developed under 9-6.1 above.
9.4.1B NARAST members to review Advisory Circular – Ground Vehicle Operations at Aerodromes – COSCAP-NA 010 and provide comments to COSCAP-NA by 1 December 2005.
9-6.3 Concerning including Runway Incursion aspects into LOFT, COSCAP-NA with the assistance of FAA to procure the latest 120-35C – Line Operations Simulations: Completed
9-6.4 COSCAP-NA to provide the AC120-35C to CASA ROK NARAST representatives who will review the AC and brief the next NARAST meeting on aspects of LOFT and inclusion of runway incursion aspects. Completed and ROK to provide
9-6.5 AAPA to examine what information may be provided to COSCAP-NA to assist with the review of LOFT programmes from an Asian perspective.
9.6.5A COSCAP-NA to incorporate aspects of LOFT, and Runway incursion training into an Advisory Circular COSCAP-NA 009, Flight Crew Procedures During Taxi Operations (to be revised to Flight Crew Procedures and Training for Taxi Operations.
9.6.5B ROK kindly agreed to establish a working group to lead this initiative.
9-6.6 COSCAP-NA to review AC 120-51E, Crew Resource Management and JAA material and adapt the material for use in North Asia (SE11).
9.6.7 AAPA to examine what information may be provided to COSCAP-NA to assist with the development of CRM AC (SE11).
9-6.8 Airbus China and Boeing China to work with COSCAP-NA staff in the development of draft CRM AC better suited to use in North Asia for review at the next SC Meeting (SE11).
9-6.9 COSCAP-NA to ensure that the AC (to be developed in 9-6.6 – SE11) includes aspects related to the prevention of runway incursion (SE60).
9.6.9A Agenda item related to CRM to be moved to SE11.
9.6.9B 9.4.1B NARAST members to review Advisory Circular 011 – Crew Resource Management Training – COSCAP-NA 010 and provide comments to COSCAP-NA by 1 December 2005.
9-6.10 FAA to review aspects of runway incursion related to ab-initio training and license issue, and brief the 4th NARAST Meeting.
9.6.10A COSCAP-NA to review the information provided by FAA and develop a Advisory Bulletin to Member States that they can use to ensure that abinitio training incorporate aspects related to prevention of runway incursion.
37.6(i) The availability of manual status for other aircraft types in North Asia to be reviewed by COSCAP-NA.
(ii) Mr. Kyle Olsen, FAA to provide assistance in procuring information on Embraer aircraft.
37.6A – NARAST Member to review draft Advisory Bulletin – Access to Information on Airplane Manufacturesand provide comments to COSCAP-NA by 1 December 2005.
37.6B COSCAP-NA to provide feedback to FAA on additional information required to include Embraer in the Advisory Bulliten.
