Whereas the area known as Patiala House Court Complex, New Delhi in the area of Police Station Tilak Marg, together with its surrounding roads including court complex, Judicial lockup, Prosecution Branch Offices, Lawyers chambers are busy places due to functioning of the various Courts, movements of litigants and Advocates.

2.And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the above area is likely to cause obstruction and inconvenience in the smooth functioning of the Hon’ble Courts and disturbance to the litigants and Advocates.

3And whereas it is necessary to take speedy measures in the safety and smooth functioning of courts.

Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi`s Notification No.U-11036/3/1978 (i)-UTL, 1.7.1978. I, Yudhbir Singh Dadwal, Commissioner of Police, Delhi do hereby make this written order prohibiting:-

i)the holding of any public meeting;

ii)assembly of five or more persons;

iii)carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.;

iv)shouting of slogans;

v)making of speeches etc.;

vi)processions and demonstrations; and

vii)picketing or dharnas in any public place

within the area specified in the schedule and site plan appended to this order without a written permission.

5.This order shall come into force with effect from 20-112008 and shall remain in force for a period of 60 days i.e. upto 18.1.2008 (both days inclusive) unless withdrawn earlier.

6.Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

7.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations concerned and the offices of the NDMC and MCD.

PRESS RELEASE

With the arrest of six robbers/ burglars/ snatchers namely Punit @ Rohit, Naveen Dogra, Sandeep @ Kale, Ajay, Lal Babu and Avinash, the South-west district police has solved 15 cases of attempt to murder, snatching, burglary and theft.

INCIDENT

On 18/11/2008 after getting information regarding the planning of committing dacoity by the notorious criminals, a raiding party was formed under supervision of Inspector K P Malik SHO PS Delhi Cantt. Raiding party conducted the raid near Palam flyover stairs, while they were planning to commit dacoity at village Prahlad Pur. On seeing the police party they tried to escape from the spot. Punit @ Rohit fired one round on the police party from a country made pistol. After a minor scuffling police party apprehended all the six accused on the spot. One country made pistol, one knife along with house breaking equipment recovered from their possession. On this a case FIR No 378/08 u/s 399/402/307/186/353 IPC and 25/27 Arms Act registered at PS Delhi Cantt.

INVESTIGATION

During interrogation they disclosed to be involved in 15 cases of attempt to murder, snatching, burglary and theft cases of various police stations of south-west district. About Rs 1.30 lac cash was recovered from their possession. They are so deeply involved in crime that they commit crime almost every day. They have formed gang and started living in a rented room near ganda nala in kachi colony at Nangli dairy Najafgarh. They are so desperate that they had even fired to kill their rival Ravinder @ Sadhu who was their associate earlier, for which a case FIR No. dated u/s 307/34 IPC was registered at PS Palam Village. They always carry deadly weapon while committing crime.

RECOVERY

One country made pistol along with one fired and two live cartridges, one twin blade sharp edge knife, two iron rod, one plair and one screw driver used in house breaking recovered from their possession. Recovery of cash about Rs 1.30 lac has also been effected from their possession. One motor cycle purchased from their share of theft also recovered.

PROFILE

Punit @ Rohit has studied up to standard IX. He has been previously involved in heinous crimes like robbery, burglary and snatching. Naveen Dogra is a also matriculate and he has been involved in 6 cases of burglary and snatching. Both Punit @ Rohit and Naveen Dogra are the gang leader. They spent huge amount for their high standard living.

210 HALVES AND 1035 QUARTERS OF ILLEGAL LIQUOR SEIZED.
On 18.11.08 at about 12.40pm a police party comprising of HC Tek Singh and Ct. Ram Raj of PS-Saraswati Vihar got secret information that a young boy carrying illegal liquor would come from Mangol Puri side on Road No. 43 in a Maruti Car No. DL-4CB-2579. On this information a raiding party was constituted. During checking on Road No. 43 at about 1.15pm Maruti Car No. DL-4CB-2579 was caught and the driver Budh S/o Mahender Singh R/o H. No. 215, Vill. Bankner, PS-Narela, Delhi was apprehended. On search illegal liquor in 9 plastics bags containing 210 halves and 1035 Quarters of Haryana Excise NV Distilleries Ltd. Badli, “Santra Masaledar Desi” were recovered from the said car. The accused was arrested and interrogation revealed that he was involved in 3 cases of Excise Act. A case vide FIR No. 721/08 u/s 78/61/1/14 Excise Act PS-Saraswati Vihar has been registered in this regard.

•30 CARTONS CONTAINING TOTAL 1440 BOTTLES OF I.M.F.L. (ILLICIT) AND
•6 CARTONS CONTAINING 300 QUARTERS OF COUNTRY MADE LIQUOR RECOVERRED IN NORTH-WEST DISTRICT, DELHI.

1.On 18.11.08 acting upon a secret information regarding transportation of illicit liquor by a Innova No.DL-4C-AE-8908, which will come from Bharat Nagar, Ashok Vihar and would go to Shastri Nagar, Delhi, was received to ASI Pruduman Kumar of PS-Ashok Vihar, Delhi. On this information ASI Praduman Kumar alongwith Ct. Sudhir Kumar started checking of vehicles using Barricades at Nepali Basti, Bharat Nagar, Delhi. In the meantime, HC Tejbir from Excise department also came at that spot with the same information. At about 12.10pm one Innova vehicles No. DL-4C-AE-8908 coming from Bharat Nagar, Delhi was intercepted. On checking the said vehicle, 30 cardboard boxes each containing 48 bottles (total 1440 bottles) of illicit liquor bearing the label of ‘ BONNIE SPECIAL WHISKY & FOR SALE IN HARYANA ONLY’ was recovered from the dicki of the vehicle. One driver along with three other persons boarding in that vehicle was later on arrested. A case vide FIR No. 496/08 u/s 61/1/14 Excise Act PS-Ashok Vihar was registered in this regard.
2.On 18.11.08, Ct. Ajeet Pal posted at Police Station Keshav Puram apprehended Saroj W/o Dharmender R/o Jhuggi No. N-86/139, Industrial Area Lawrence Road, Delhi at about 7.00pm from a MCD Park near Attar Sen Eye Hospital, Lawrence Road and recovered 6 cartons containing 300 Quarters of “Murthal No.1” Country Made Liquor from Frost Falcon Distilleries Ltd., Sonipat (Delhi Excise). Interrogation revealed that the accused had brought the liquor with the intention of selling it at a premium during the Dry Days of Assembly Election. A case vide FIR No. 305/08 u/s 61 Punjab Excise Act 1914 was registered at PS-Keshav Puram and accused arrested. The accused is previously involved in 52 case of Excise Act and is a B.C. of Bundle ‘B’ of PS-Keshav Puram, Delhi.

gang involved IN EMBEZZLEMENT OF MONEY OF APPAREL EXPORT PROMOTION COUNCIL BUSTED : TWO ACCUSED arrested

The South District police has arrested two accused namely i) Satpal Singh, aged 49 years s/o Late Badri Prasad r/o 118/15 FF Gautam Nagar, New Delhi ii) Ramphool Kaushik, aged 48 years s/o Late. Surat Singh r/o H. No. 74 A, Nangloi Extn. Part-II, New Delhi and busted a gang which indulged in cheating a government agency. Third accused, namely Devender R/o Rohtak has also been detained.

INCIDENT &TEAM:

On 18.11.08, the branch Manager of Kotak Mahendra Bank, Gulmohar Park Branch made a complaint that one Satpal Singh, proprietor M/s. AEPC ( Airy Engineering Project Consultant ) made a request for opening a current account and subsequently account no.01842090001090 was opened on 9.04.08. It was further stated that this account was credited with bank drafts of heavy amount and the same were withdrawn immediately after encashment. The transactions seemed to be suspicious. Realising the gravity of the matter, a case vide FIR no.385/08 U/s. 380/420/408/411/120 B IPC was registered at PS Defence Colony and a team under the supervision of Sh. Vikramjit Singh, ACP, Defence Colony headed by Inspr. Om Prakash, SHO/Defence Colony assisted by SI Sunjay Sharma I/c PP Gulmohar Park, ASI Sri Krishan, HCs. Hashim & Randhir, Cts. Gurdeep, Dharmander, Sajjan and Rama Kant was constituted to bust this gang of cheats and apprehend the accused.

INVESTIGATION:

The address mentioned in the account was checked and it was found that account holder is neither residing nor running the said company from the given address. Sources were deployed and continuous raids were conducted at the possible address of the accused namely Satpal Singh.

On 18.11.08, a secret information was received that one of the accused namely Satpal Singh shall come to deposit more drafts for encashment and withdraw money. Following the information the team members were deployed in plain clothes around the bank. At about 1.00 PM the accused came to the bank enquiring about his draft and he was apprehended after a signal from the bank officials.

During interrogation he disclosed that the main accused was one Ramphool Kaushik whohad been working in APPAREL EXPORT PROMOTION COUNCIL (AEPC) Sector 44, Gurgaon, a semi government organisation since last 22 years as an Assistant. He was also responsible for collecting the drafts/Cheques issued in favour of AEPC. Ramphool had been stealing the drafts and delivering it to Satpal Singh who deposited it in the account opened with fake address at Gulmohar Park Branch. Immediately after realisation of the draft/cheques he used to withdraw the money and handover it to Ramphool Kaushik after remitting his commission. Following the disclosure, the team members raided and apprehended Ramphool Kaushik from his office at Gurgaon. During interrogation it came to light that one more accused namely Devender r/o Rohtak, Haryana is also involved in this embezzlement. Without wasting time, a team was sent to Rohtak to apprehend the third accused who has been detained. All the accounts under suspicion have been freezed and Rs. 50 Lacs (approx.) out of the total embezzled money (approx.. Rs. One crore) have been recovered.

Further investigation is in progress and members of the police team are being suitably rewarded.

Credit Card racket busted

A MCD Primary School Chowkidaar among others arrested with 173 Credit Cards, 13 PAN cards and 18 Driving Licenses

Credit Cards on fake IDs used for ‘shopping’ and ‘never paying’

The Crime Branch of Delhi Police has busted a credit card racket. Three persons including a MCD Primary School Chowkidaar have been arrested arrested. 173 Credit/Debit Cards, 13 PAN cards and 18 Driving Licenses all on fake IDs have been recovered. The gang was using these Credit/Debit Cards to ‘shop’ and ‘never pay’. The arrested persons are:-

1.Amit Shukla (31) r/o Roshanara Road, Delhi – He is the mastermind behind the racket. He is employed as a Chowkidaar at a MCD Primary School in Delhi since 2001 and draws a meagre salary of Rs. 3,800/- per month. But he seldom goes to his school. Instead he runs a huge Credit card Racket. 173 Credit cards most of them on his name but different addresses have been recovered from him and his associates.
