2015 Louis Oosthuizen SA Junior Club Championships.

1.  General Information:

a.  Entries from the Unions must be received by the SAGA no later than 1st September 2015.

b.  Invitation must go out to the club that has fulfilled the qualification criteria as set by the SAGA and the respective Unions.

c.  A Club Team will consist of 4 junior players. (players may not have attained the age of 19 years at the commencement of the Tournament on 28th September 2015.) (Female players will play off ladies tees set for the tournament)

d.  The SA Club Championship will be decided over 54 holes of strokeplay.

e.  In the Club Championship event the best 3 scores relative to par for each round will be added up and the Club with the lowest overall total (relative to par) will be declared the winner.

f.  In the case of scores being tied – the winner will be decided by the addition of the 4th score in the final round. Should a winner still not be determined, a sudden – death play –off between a nominated player of each club on holes to be decided by the tournament organizing committee will determine the winner.

g.  Should this method, due to abnormal conditions (i.e. bad light etc), still not result in an overall winner, the final result will be determined by a count out of the 4th (non-counting score) on the 3rd round, if still tied the 2nd round and if still tied the first round. Should this fail to differentiate the teams the title will be shared.

h.  All costs of the Club playing in the National Championship will be for the expense of the Club.

i.  Players will only be permitted to play for the club where the players are handicapped.

j.  As this is a club event no provincial colours will be awarded.

k.  The finals will be played in a single Division where Unions have the opportunity to enter two teams into the Championship Division and the defending Champions will be permitted to enter a team to defend their title.

2.  Information and Conditions of Competition

a.  The 2015 Louis Oosthuizen SA Junior Club Championship will be played on 28th and 29th September at the Langebaan Golf and Country Estate over 54 Holes stroke play, for all competitors—36 holes on the 28th and 18 holes on the 29th September.

b.  The winning Club shall hold the floating trophy, until the next corresponding tournament, and each member of the team will receive a gold medal;

c.  The runner up and second runner up shall receive silver and bronze medals respectively;

3.  Entry

a.  Entry fee is R2400.00 per team (includes VAT);

b.  A Club, on qualifying through the Union qualifier, must complete an entry form and submit it along with the entry fee to: The Provincial Union office to whom the club is affiliated.
NOTE: Entries close at 12h00 (noon) on the 1st September 2015

c.  Completed entry form must reach Provincial Union Office before entries close.

d.  All information required in the entry form must be provided accurately, legibly and in full;

e.  For payment of entry fee by cheque; please make it payable to applicable Provincial Union

f.  The onus is on the entrant to ensure that their entry has been received by the Provincial Union, in accordance with the Conditions of Competition outlined herein.

g.  The Entrant’s Declaration, on the Entry Form must be signed by the appointed representative of the club and verified by the Secretary or Executive Member of the entrant’s Provincial Union. No telephonic or postal entries will be accepted;

h.  On no account will entry fees be refunded unless an entrant withdraws prior to the closing of entries.

i.  All entries shall be subject to the approval of the SAGA who reserves the right to refuse any entry without giving reason. The decision of the SAGA as to the acceptance or refusal of any entry shall be final.

4  Eligibility

a.  The Affiliated Club that has been appointed by the Union after fulfilling the qualification criteria as set by the SAGA and the respective Union.

b.  The Louis Oosthuizen Academy will be permitted to enter one team in the Championship.

c.  The defending Champions, namely Modderfontein Golf Club are exempt into the finals provided the other entry conditions are met.

5. Rules of Golf

a.  The Tournament will be held in accordance with the Rules of Golf as approved by the R&A Rules Ltd, the SAGA’s Permanent Local Rules (‘Hard Card’) and Additional Local Rules approved by the SAGA. Copies of the Additional Local Rules are available from the SAGA at the tournament venue. All entrants are advised to familiarize themselves with these Additional Local Rules.

b.  The ball the player plays must be named on the Current List of Conforming Golf Balls issued by the R&A. Penalty for breach of condition: Disqualification

c.  Any driver that a player carries must have a clubhead, identified by model and loft that is named on the current List of Conforming Driver Heads issued by the R&A. Exception: A driver with a clubhead manufactured prior to 1999.

d.  *Penalty for carrying but not making stroke with club or clubs in breach of condition: Stroke Play – Two strokes for each hole at which breach occurred; maximum penalty per round, four strokes. In the event of breach occurring between the play of two holes, the penalty applies to the next hole. *Any club or clubs being carried in breach of this condition must be declared out of play by the player to his marker or fellow-competitor in stroke play immediately upon discovery that a breach has occurred. If the player fails to do this, he is disqualified.

6.  Transportation

a.  Players may not ride on any form of transportation during a stipulated round unless authorized by the Committee. Stipulated round refers to each tournament round and official practice round. Penalty for breach of condition: Two strokes on each hole at which breach occurred; maximum penalty four strokes. In Stroke Play – In the event of a breach between the play of two holes, the penalty applies to the next hole. Use of any form of unauthorized transportation must be discontinued immediately upon discovery that a breach has occurred. Otherwise the player is disqualified.

b.  Parent and spectators are not permitted to ride on any form of transportation (no private carts are permitted) during a stipulated round unless authorized by the Committee. Stipulated round refers to each of the Tournament rounds and official practice round. Penalty for breach of condition: Parents will be banned from the course.

7.  Time of Starting (Note to Rule 6-3)

a.  The conditions of Rule 6-3 will apply

8.  Dress Code

a.  Players are required to comply with the prescribed dress code of the SAJG and the host club. Any player not conforming to these dress codes will disqualify themselves from participating and therefore will be told to leave the golf club until such time that they conform to these dress codes.

b.  Short socks are permitted but, NOT hidden or invisible socks.

c.  Polo neck collarless type golf shirts are not permitted.

d.  To avoid any embarrassment to all concerned, please if unclear clarify the matter with the Tournament Director.

9.  Registration

a.  Competitors must register at the designated area within the club at the host club on Sunday the 27th September 2015 between 11h00 and 17h00. Failure to register within the prescribed time period may result in the player being removed from the draw unless mitigating circumstances can be proven.

10.  Practice

a.  For practice prior to Sunday the 27th September, competitors can call the Langebaan Golf and Country Estate and book a round, according to availability, and at rates determined by the club.

b.  The official practice round on Sunday the 27th September for each player is included in the entry fee.

c.  All official practice times will be allocated on a first come first served basis and bookings must be made with the host club. (times will be allocated to clubs and not individuals)

11.  COMPETITION RULES:

a.  The draw will be available from the website www.saga.co.za - and distributed to all Provincial Unions.

b.  Slow play: Please take note that slow play will not be tolerated and will be dealt with strictly in accordance with the rules of golf.

c.  It is the player’s responsibility to ascertain his tee-off time beforehand and to report to the designated tee on time.

d.  Non-arrivals: Players who enter and do not arrive will be dealt with in accordance with the Code of Conduct of the SAJG.

e.  Note: Parents, friends & family to stay at least 40m away from Players and must not interfere with play. No rulings or advice to players must be given, verbally or by hand signals.

f.  Steel spikes are prohibited; soft spikes only!

g.  The use of electronic measuring devices will be permitted provided the device complies with the Rules of Golf.

h.  Please note that this is a NO CADDY EVENT.

12.  Criteria for entry:

No player will be eligible to enter unless the following documentation is completed and in the possession of the Union’s Provincial Union offices.
- Player’s signed code of conduct as attached.

13.  Entry forms:

a.  All entry forms must be collected by the Provincial Union to which the Club is affiliated

b.  The Union office must ensure that it is properly completed. (Incomplete entry forms will be rejected)

c.  The Union must ensure that all documents in point 12 above are received and correctly completed.

d.  Entry fees for the Championship must be paid to the Provincial Union who in turn will pay entry fee to the SAGA.

e.  The Union office is to then send a completed entry form with proof of payment to or fax to 086503 4653 by no later than 12h00 on the 1st September 2015.

14.  Exemption of Liability:

The SAGA, Host Club, the host Union and their management will not be held responsible for any damages, loss, including:

·  Personal loss and or other forms of loss, harm or injury sustained as stipulated below:

·  Physical and/or emotional injuries suffered during the championship, due to any acts of God, suffered as a direct result thereof, including aspects such as being struck by lightning, etc.

·  Physical injuries of any kind suffered by any person, including a player or spectator sustained by own negligence, or otherwise.

·  Emotional injuries sustained due to any loss, including death, suffered as a result of any of the above injuries sustained personally or by a spectator.

·  Damages suffered to any property of a player.

·  The appointed representative of the Club acknowledges the exemption of liability of the Union and its management as listed above when he signs the acknowledgement. He also acknowledges the contents of the above, understands it, and exempts the SAGA, Host Club and Union from any liability as indicated above.

·  The SAGA, Host Club and Union does not warrant or guarantee the safety of any person.

15  Anti-Doping Policy:

All competitors are subject to the provisions of the International Golf Federation’s Anti-Doping Policy. Details of the Policy, and the current Prohibited Substances and Methods, are available from the International Golf Federation’s website (www.internationalgolffederation.org). Competitors who are taking medication and in doubt as to their clinical status should seek advice from the South African Golf Association not later than 30 days before the start of the Championships.

The entry fee will be R2400.00 per team - It will include the following:

·  18 holes Practice round Sunday the 27th September 2015.

·  Memorabilia for each team member.

·  A team photo for each team member, Manager and club.

·  Light dinner at Players meeting on Sunday the 27th September at approximately 18h00.

·  36 Holes of Golf on Monday the 28th September 2015.

·  18 holes of golf on Sunday the 29th September 2015.

·  Lunch on both competition days for the 4 players and one manager.

·  A floating Trophy for the Champions and medals and prizes for all winners.
