JOINING INSTRUCTIONS

DATES

1.Cadet participation at the Royal Nova Scotia International Tattoo (RNSIT) will take place in Halifax, NS between the dates of 19 June to 8 July 2014.

TRAVEL INSTRUCTIONS

2. Transportation instructions for Atlantic Region cadets proceeding to and from the RNSIT can

be found at Annex B.

BAND/EXTRA ASSIGNMENT

3.Upon arrival, cadets will be required to review RNSIT music with staff, at which point the staff will assign the cadetmusician to a specific band. Due required instrumentation and/or “real” playing ability of participants, auditions, formal or practical, will be carried out on site to confirm participation in a given group. Those unassigned to a band group to due audition result will participate in the RNSIT as an extra.

4.All cadet participants in the RNSIT must be committed to their assigned group for the duration the RNSIT, regardless of band/extra assignment.

CADET UNIFORM AND CLOTHING REQUIREMENTS

5.Cadets chosen to participate at the RNSIT are among the highest calibre of Cadet the program has to offer and will serve as ambassadors of the program to all other participants at the RNSIT. As such, dress and deportment standards are held at the highest level.

6. Cadets attending the RNSIT are required to bring with them all clothing, kit and personal items they will require during their duration at the RNSIT and ensuing CSTC training. Cadets are permitted to wear appropriate civilian attire during non-training hours. During RNSIT training, Cadets will wear the following, which they are required to bring:

a. plain white polo (golf) shirt (2 minimum)

b. black/navy pants

c. khaki short (optional)

7. Cadets are to ensure that all uniform and clothing items fit properly and are in serviceable

condition. RNSIT performance uniforms will be issued to cadets upon arrival and must be returned prior to leaving the RNSIT.

8. All items of kit and personal belongings must be clearly labelled, with a permanent marker with the cadets name and the cadet corp/squadron number Cadets are reminded that they are solely responsible for any valuable items brought to the RNSIT as the Canadian Forces, under normal circumstances, will not be held liable for the loss or damage of valuables brought to the RNSIT by cadets. To eliminate the risk of loss, it is recommended that the cadets not bring jewellery, expensive clothing, etc. to the RNSIT.

FORBIDDEN ITEMS

9. The following items are absolutely forbidden and shall not be brought to RNSIT under any

circumstances:

a. weapons of any kind (rifles, handguns, knives, etc);

b. pornographic materials;

c. non-prescription drugs

d. stereos,

e. laser pointers;

f. alcohol or tobacco products;

CELLULAR TELEPHONES AND COMMUNICATIONS DEVICES

10. Cadets will be authorized to bring cellular telephones to the RNSIT. It must be advised that strict controls will be imposed in the use of these devices. RCSU(A) does not take any responsibility for the loss or cost of inappropriate use of a cellular telephone. Personal communication devices such as cellular phones are considered valuable items. RNSIT staff will advise Cadets on the policy for use of cellular telephones. Cadets will be required to follow this policy as cellular telephones have the potential to be disruptive when it undermines an individual’s right to privacy, or interferes with the efficient operation of the RNSIT. While cadets are permitted to bring personal communications devices with them to a RNSIT, they do so with the understanding that:

a. The communications device can only be used at designated times within a designated area, as

directed by the RNSIT staff - the device must be turned offat all other times. Cadets expecting urgent messages during the day must have the message relayed through

the RNSIT staff.

b. Communications devices shall not be used at any time where individual privacy must be

protected, such as, in washrooms or accommodations because of still photo or video

recording features found in these devices. Furthermore, text messaging features shall not

be used in such a way as to harass an individual or group of individuals or undermine the

efficient operation of the RNSIT.

c. Phones found in use at times when not permitted, or are used to harass or violate the privacy of others, may be confiscated and returned to the cadet upon completion of training day. Disciplinary action may be considered depending on the severity of the infraction; and

d. RCSU(A) will not accept any responsibility for the security of any device or any costs incurred due unauthorized use or loss.

CONDUCT AND DISCIPLINE

11. Cadets are expected to adhere to the rules of conduct of our program, which are designed to teach responsibility and self-worth, ensure safety, promote fairness, and foster acceptance. Details to the required while at the RNSIT are found in Annex A. A signed copy of Annex A must be brought to the RNSIT by participating Cadets.

12. All cadets, regardless of age, are prohibited from purchasing, possessing or consuming alcoholic beverages. The use or possession of alcohol or mood altering drugs is absolutely forbidden. These substances will result in an automatic return home and could involve charges under the criminal or juvenile laws of Canada.

13. A course cadet may be returned home if he or she:

a. is declared physically or medically unfit;

b. has requested to leave for compassionate reasons;

c. is a disciplinary or administrative burden which interferes with the smooth operation of the RNSIT; or

d. have a parent/guardian who submits a written request for a Return to Unit (RTU).

14. Parents will be notified in advance if a cadet is to be returned home early. Parents are encouraged to contact either the Regional Cadet Music Training Officer or Assistant Regional Cadet Music Training Officer if their child contacts them wishing to return home, so the situation can be discussed and every effort made to resolve the issue prior to sending the cadet home and/or the parent coming to pick the cadet up. When an RTU is requested by the parent/guardian(s), the parent will be required to bear the cost of return transportation.

15. Inappropriate relationships between officers, staff cadets, and course cadets will not be tolerated. An inappropriate personal relationship shall be deemed to mean a relationship of an emotional, romantic, or sexual nature between a staff member and cadets and a relationship of a sexual nature between cadets. In all cases, such relationships are strictly forbidden and administrative and or disciplinary action will be taken as deemed necessary in cases where these policies are violated.

OUT OF BOUNDS

16. The following areas are out of bounds:

a. female quarters to all male personnel

b. male quarters to all female personnel,

c. staff quarters to all cadets and

d. any other area as designated by the RNSIT staff.

SMOKING

17. Persons under the age of 19 are prohibited from smoking at the RNSIT. Personnel will not sell, supply or allow cadets to possess tobacco products in accordance with federal and provincial legislation.

HAIRCUTS

18. Opportunities to visit a barber may be limited; therefore, cadets must have their hair cut prior to proceeding to the RNSIT. The staff will attempt to arrange visits to a barber with the cost of the haircut being the responsibility of the cadet. It is also the responsibility of the Cadet to know required cadet dress and grooming regulations.

LEAVE PASSES

19. The RNSIT staff may authorize course cadets to leave the confines of the RNSIT

under the supervision of family or friends over the age of 19. Cadets that would like to take advantage of this opportunity are required to obtain permission from staff 48 hours in advance to ensure it does not interfere with the RNSIT training schedule. Authorization is based on the training requirements of the RNSIT and only with consent by the parent/guardian whom is indicated in Fortress.

RATIONS AND QUARTERS

20. Rations will be provided at no cost to the cadet. Meals will be designed to provide a well balanced diet. Cadets that have special dietary needs are to advise the staff upon arrival at the RNSIT. Cadets will be housed in Warrior Block, 12 Wing Shearwater, NS.

21. Washers and dryers or laundry services are available at no charge for cadet use. Cadets are to

provide their own laundry soap and starch.

MEDICAL. AND DENTAL CARE

22. The RNSIT staff should be aware of medical conditions that may affect the cadet’s participation upon arrival.

23.All cadets are entitled to emergency medical and dental treatment at anytime while at the RNSIT. If applicable, arrangements and cost associated with orthodontic follow-up appointments while the cadet is at the RNSIT will be the responsibility of the parent as these services are not offered at the RNSIT and any related expenses are not covered by DND.

24. Cadets who wear glasses are required to bring a copy of their eyeglass prescription and, if

available, an extra pair of glasses. The wearing of contact lenses is prohibited for any type of training. Cadets will assume all related expenses arising from the loss, accident, damage or illness due to contact lens wear.

MEDICATION

25. The RNSIT staff must be made aware of medication required by cadets upon arrival. If a cadet requires prescribed medication for a chronic condition, sufficient quantity of the prescription must be brought by the cadet to last the duration of their stay. All Cadets participating at the RNSIT must be able to safely secure, control and administer his/her own medication.

PERSONAL BELONGINGS

26. Cadets are responsible for all personal belongings brought to the RNSIT. DND is not responsible for loss or damage to personal property brought to the RNSIT.

Annex A - CODE OF CONDUCT 2014 ROYAL NOVA SCOTIA INTERNATIONAL TATTOO

1. Cadets serving as participants in the RNSIT will conduct themselves as youth ambassadors to Canada, while in Halifax.

2. Cadets will maintain a high standard of drill, dress and deportment both in uniform and civilian clothing.

3. I understand that the Tattoo is a professional production and therefore agree to maintain a high standard of musicianship by ensuring I know all of the performance material and by keeping my personal instrument in exceptional working order.

4. I agree to follow the guidance of the staff and production crew of the RNSIT.

5. I agree not to solicit for money or any such related, or perform on the streets of Halifax for money while at the RNSIT. I understand that if I do I will be returned home at once.

6. I agree to follow the fire and safety regulations as set out by the Halifax Regional Municipality, while at the University or Government residence.

7. Cadets will not be permitted to travel in the Downtown area of Halifax unsupervised by an Adult Cadet Staff member.

8. In accordance with policy for the Atlantic Region, Cadets will not be permitted to smoke at anytime.

9. The use of Alcohol by minors in Nova Scotia is illegal. Cadets will not be permitted to consume alcoholic beverages, or use illegal drugs while at the Tattoo. Any such attempt or use will result in immediate return to home unit.

10. Cadets will not be permitted to use roller blades, scooters, skateboards or other such recreation equipment in the streets or on the sidewalks of Halifax. Such equipment may only be used in designated areas or municipal parks. It should be noted that theses activities would only be conducted under supervision and with proper protective clothing.

11. Cadets will not be permitted to play loud music while at the University/Government residence.

12. While at the Halifax Metro Center, Cadets will not be permitted to roam about backstage or on the concourse unsupervised by an adult Cadet Staff member. Cadets will wait in the designated waiting/change area only, while not performing.

13. I agree to inform a staff member, if I encounter a negative confrontation with a member of another military unit or person from a foreign Country. I understand that I am not to aggravate the situation by argument or physical altercation.

14. Cadets will not be permitted to sell complimentary tickets. Any such sales are illegal and are punishable under the criminal Code of Canada.

15. Cadets are not permitted to fraternize while serving at the RNSIT.

16. Cadets are not permitted to have friends or relatives stay overnight at the University or Government residence, under no circumstances.

18. Cadets will not be permitted to leave the University/Government residence, with out prior consent of a parent or legal guardian. Cadets will be required to sign in and out each time they leave the University/Government residence.

19. Cadets will not be permitted to keep pets in the University/Government residence.

20. Cadets will be expected to maintain a neat and tidy quarters, while at the Tattoo. The staff at the Tattoo will carry out periodic inspections. All quarters will be inspected prior to Cadets departure at the end of the RNSIT and may be held accountable for any damages incurred.

21. The use of profanity and obscene gestures is strictly prohibited.

22. The use of discriminatory slurs and jokes are strictly prohibited. Cadets will be expected to conduct themselves accordingly and respect cultural and ethic differences. ZERO TOLERANCE.

23. The use of sexually oriented slurs and jokes are strictly prohibited. ZERO TOLERANCE.

24. I agree to conduct myself in accordance with the guidelines and set by the Canadian Cadet Organization. I understand that if I violate any rules and regulations I may face disciplinary action, or be returned to my home unit.

  1. I must adhere to any further rules or regulations assigned by RNSIT staff.
  1. I have read and understand all the items within the joining instructions(27 items) and the code of conduct(25 items) and understand what is expected of me while serving as a Cadet musician at the RNSIT.

ANNEX B - TRANSPORTATION INSTRUCTIONS

1. GENERAL

a. These instructions apply to all Atlantic Region cadets and staff proceeding to and

from CSTCs, herein referred to as Pers (personnel), unless otherwise stated. All

personnel should print a copy and carry on person while travelling. For the

purpose of this document, the term parent refers to parent/legal guardian and the

term cadet refers to course and staff cadets.

b. The responsible Region or Detachment Movements Officer (Mov 0) will arrange

all travel for Pers. Pers are NOT authorized to amend arranged travel; any

requests for amendments are to be made to the responsible Mov 0 in a timely

manner, however, changes are not normally authorized.

c. DND is not responsible to transport cadets to any location other than their

primary residence. Any expense incurred to transport a cadet to a location other

than primary residence will have to be borne by the parent / guardian. In the

event of a cadets’ primary residence change prior to return from the CSTC,

amendments to original travel arrangements will be considered. Parent /

Guardians are to ensure that the Mov 0 is contacted ASAP regarding a change

in residence.

d. Cadet Pick Up: Parents are advised that if someone other than themselves will

be picking up their child from the training centre, home area upon return, or other

location, they must complete the Parent Pick Up form at Annex I. Parents

should also be advised that when picking up cadets, they would be required to

show photo ID. Additionally, parents are requested to contact local Mov Staff

ASAP if they choose to transport their son / daughter to or from the CSTC in lieu

of the provided transportation.

e. Cancellations: Pers originally scheduled to attend a CSTC and who are unable

to attend for any reason are to contact their unit Commanding Officer who will

contact the Area Cadet Office, or in an emergency / short notice, please contact

the closest Mov 0 to your area directly (numbers listed below.)

f. Dress and Deportment While Travelling: Cadets must travel in uniform at all

times; however, tunics are to be packed in your luggage for cadets travelling to a

CSTC within the Maritime Provinces. Cadets travelling to CSTC’s outside the

Maritime Provinces are to wear their tunics. Additionally, staff travelling with

cadets must travel in uniform. All personnel travelling on DND charters will travel

in uniform. Cadets are to be at their best behaviour while travelling on all modes of

transport.

g. Assistance While Travelling: Movements Staff meet and assist cadets as required

at major centres while making travel connections and on final destination.

Movements’ staff frequently provide meals at this time.

h. Emergency contact numbers: For Transportation enquires only, are provided at

the end of this document for Pers travelling who may otherwise require

assistance.

i. Travel from destination MOT to CSTC: Travel from the destination MOT (mode of

transport) will be by DND or commercial means. Pers will be met by movements’

/ CSTC staff who will assist with, or otherwise provide, onward transportation as

required. If you are not met within 15 mm of arrival at your destination, contact

the local Movements staff (area you are in at the time) as indicated on the

emergency contact list below.

j. Overnight Transient Accommodation: Some pers will require overnight

accommodation while travelling to a CSTC. If accommodation is required in a

location which has a Canadian Forces base I Wing, rations and quarters must be

taken on base where available. No reimbursement will be made for
