Procurement Plan – May31, 2016

The procurement plan will cover the whole period of the project implementation. The Project Implementation Agency shall update the procurement plan throughout the duration of the project at least annually by including contracts previously awarded. All procurement plans, their updates or modifications shall be subject to Bank’s prior review and no objection before implementation.

Note:

A. Suggestion will the road subprojects LYRC03 inLingYuan with its line of small iron bridge as the boundary,the project can be divided into the southern section of BinHe east road and the northern section of BinHe east road, and the southern section of BinHe east road into the road subprojectsLYRC01, mainly based on the following reasons:

a)It’s better to promote the whole project process;

b)Reduce the land demolition and resettlementof the requisition of the capital;

c)The influence of rural land transfer rules.

B.Suggestion will the road subprojects LYRC01 in LingYuan is divided into two parts, the roads and Bridges (means LYRC04) by adding a fourth package, mainly based on the following reasons:

A) It’s better to promote the whole project process;

B) It can be made more professional construction team for the bridge construction of this project;

C) The bridge construction of this project does not involve the land demolition and resettlement;

D) The project total cost too much.

If WB will agreetothe proposal, including the bridge project (total cost $13.1 million)will plan in the tender of the public in December 2016,the road engineering including the southern section of BinHe east road (total cost $7.85 million)will plan in the tender of the public in June 2017.
