Prior to the Public Forum the Chairman reiterated that the public forum is not part of the formal meeting and therefore should not be recorded in any form.

17/113 PUBLIC FORUM:-

A member of the public read out a statement regarding the Hall for Hemingbrough.

Another member of the public requested that the public footpath between Hagg Lane and the Memorial Garden (which has recently been cleared again) is sprayed in winter to prevent the overgrowth coming back.

Members of the public also raised questions about the planning conditions for the Church Farm barn conversion and grass cutting at Chapelfields which were both answered by the Chairman.

17/114 POLICE REPORT:-

A report listing the recent Ringmaster notifications received by the clerk was distributed.

17/115 LISTEN TO REPORTS FROM COUNTY AND DISTRICT COUNCILLORS:-

County Councillor M Jordan spoke about the previous PLAN Selby site allocations and advised that 160 preferred sites are to be announced soon.

County Councillor M Jordan also advised that NYCC are introducing a new permit system for contractors due to concerns raised regarding repairs not being carried out to the required standard and the lengthy timescales involved.

District Councillor K Arthur spoke about the changes to Selby District Council Democratic Services and the Electoral Roll Review.

District Councillor J Deans advised that the Selby District Council Development Management service has now been split into three area teams to ensure a consistent approach to decision making and to create a stronger working relationship between Officers, Ward Councillors and Parish Councils.

It was noted that the principal contact for the Selby team is Louise Milnes.

Councillor Deans also spoke about the annual review of the Five Year Housing Land Supply which is due to be completed by the end of July.

17/117 DECLARATION OF INTEREST/DISPENSATION REQUESTS:-

a) Councillor G Harrison declared a Non-Registerable Interest in Item(17/121a) Registration and License Update / Village Greens and Item (17/125a) Finance due to being a member of Hemingbrough Hagg Lane Green Conservation Group.

b) Councillor J Strelczenie declared an Other Interest in Item (17/122a) Update on Transfer of Ownership of Memorial Gardendue to being a member of the Parish of Hemingbrough Historical/Heritage Society.

c) Councillor L Stebbings also declared an Other Interest in Item (17/122a) due to being a member of the Parish of Hemingbrough Historical/Heritage Society.

17/118 CHAIRMAN’S OPENING REMARKS:-

The Chairman welcomed Mark Allitt to the Parish Council and advised of the resignation of Councillor Robert Procter with immediate effect.

The clerk read out an update from Selby District Council regarding the new mobile CCTV equipment being used to catch fly tippers.

17/120 CONFIRMATION OF MINUTES:-

The Minutes of the Meeting held on Thursday 15th June 2017 were proposed by Councillor R Drew, seconded by Councillor F Davidsonand agreed with a show of hands. RESOLVED

17/121 TO RECEIVE INFORMATION ON THE FOLLOWING ON-GOING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY:-

a) Registration and License Update/Village Greens – No further update.

b) Water Lane Pond

It was noted that some of the posts around the pond have been removed and the trees on the island are growing tall.

RESOLVED to put tree management on the August agenda for further discussion.

c) Oldways

It was noted that the Parish of Hemingbrough Historical Heritage Society (PHHHS) have cut down nettles and overgrowth to allow the small trees recently planted to grow and that wildflowers are also in abundance.

d) Landing Lane Footpath – Item withdrawn by Councillor R Chilvers

e) Speeding on School Road/Update on 20’s Plenty Campaign

The Chairman advised that Sheffield City Council have now joined the 20’s Plenty campaign and that North Duffield Parish Council have also expressed an interest.

The Chairman reported that he would be putting forward a resolution to the YLCA concerning the campaign.

f) Land on St Marys Avenue registered to the Parish Council

Councillor F Davidson gave an overview of the advice received from Henleys Nurseries and the Parish Council discussed the pros and cons of planting fruit trees.

It was proposed by Councillor K Terry, seconded by Councillor L Carstairs and agreed with one abstention to purchase 5 fruit trees at £14 each and 10 tree stakes (2 per tree) at £2.25 each + VAT to be planted in consultation with local residents.

Councillor Davidson also expressed concern regarding trees and shrubs overgrowing from properties in Nursery Close.

a) UPDATE ON TRANSFER OF OWNERSHIP OF MEMORIAL GARDEN: -No further update

b) DISCUSS AND CONSIDER REPORT/QUOTE RECEIVED FROM J.W.HINCHLIFFE (TANKS) LTD:-

The Chairman gave an overview of the site meeting with J.W Hinchliffe (Tanks) Ltd which was attended by Councillors F Davidson, R Drew, R Procter, J Strelczenie and the clerk.

The quotation received totalling £3327.50 + VAT for the safe opening, emptying and decommissioning by foam fill of 1 x 13,000 litre underground diesel tank was discussed and it was noted that 2 further 4,500 litre diesel tanks are under the Memorial Garden but the exact location is unknown.

It was agreed to defer any decision until the Parish Council are in receipt of the documentation requested from North Yorkshire County Council.

17/123 DISCUSS MAIN STREET RESURFACING:-

Councillor F Davidson raised concern regarding the state of Main Street which has not been resurfaced in over 35 years and suggested that this requires full re-surfacing before the yellow lines are put in place.

It was proposed by Councillor F Davidson, seconded by Councillor L Stebbings and unanimously agreed to write to Highways about the work required and County Councillor M Jordan offered his assistance.

17/124 PLANNING:-

a) Applications Received ex Selby District Council:

1. (2017/0322/HPA) Proposed erection of a lean-to garage extension following demolition of existing pantry at Thornberry House, 9 Finkle Street, Hemingbrough. Object

2. (2017/0323/FUL) Proposed demolition of existing outbuilding and erection of dwelling served from existing drive at Thornberry House, 9 Finkle Street, Hemingbrough. Object

1) Insufficient parking space for the additional dwelling

2) The footprint is too small for the additional dwelling

3) Concern regarding vehicles parking on Back Lane and close to a very busy junction

b) Note planning permission refused for:

1. (2016/1513/OUTM) Outline application with all matters reserved for the erection of up to 25 dwellings at Street Record, Mill Lane, Hemingbrough.

c) Note planning permission granted for:

1. (2017/0484/HPA) Erection of a detached garage at 8 Orchard End, Hemingbrough.

d) Note planning permission withdrawn for: NIL

It was proposed by Councillor L Stebbings, seconded by Councillor F Davidson and unanimously agreed that the detailed search fee hourly rate should be increased from £10 per hour or any part thereof to £20 per hour or any part thereof.

d) Receipt of correspondence received from PKF Littlejohn regarding 2016/17 accounts (circulated to members) was noted.

17/126 HEAR REPORTS FROM COMMITTEE REPRESENTATIVES: -No reports were given.

17/127CORRESPONDENCE:-

a) Resident – Receipt of correspondence (circulated to members) was noted. The Chairman advised that the YLCA had advised the Parish Council to seek permission from the internal auditor to give out her contact details. Clerk to contact the internal auditor and the Chairman to reply to resident accordingly.

17/128 RECEIVE REPORTS FROM COUNCILLORS REGARDING PARISH ISSUES:-

Hedge overgrowing the footpath on St Marys Avenue – clerk to send further letter to occupier.

Nettles overgrowing the footpath on Main Street – clerk to send letter to occupier.

17/129 ITEMS FOR NEXT MONTHS AGENDA:-

Hagg Lane dyke and deterioration of highway.
