1.OLD AGENDA ITEMS OF CIRCLE COUNCIL MEETING HELD ON 17-09-2008
The following staff grievances were discussed in the meeting held on 5th May 2009 but the action on the decisions has not been implemented so for.
2.WASTAGE OF LORRY DRIVERS DUE TO NON-AVAILABILITY OF VEHICLE(item NO. 2 of Circle Council meeting Dated 17-09-2008) .
A large number of BSNL vehicles have been scrapped and no new vehicle is being purchased, resulting in the wastage of this cadre. Many drivers in Punjab Circle are having no work. New vehicles be purchased and the available vehicles should be got repaired. We are paying heavy amount to the contractors.
3. DISPOSAL OF UNSERVICABLE STORES IN PUNJAB CIRCLE (item NO. 7 of Circle Council meeting Dated 17-09-2008).
Unserviceable material to the tune of Crore of rupees is lying all over the Punjab, the same should be dispose off. MARR system’s towers in around 12000 villages were installed at a heavy expenditure. Later on same were converted to landline and the towers are now not useable. The same should be used for some other purpose or be disposed off.

4.TRANFERS UNDER PARA - 8 (item NO. 3 of Circle Council meeting Dated 02-05-2009)
Several cases under Para-8 are pending in Circle office since a very long time. The same should be expedited without further delay.
5.HOLDING OF EXAMINATION FOR THE PROMOTION OF SR. T.O.A FROM T.O.A (item NO. 5 of Circle Council meeting Dated 02-05-2009)
Number of T.O.A is waiting for the promotion of Sr. T.O.A .An other examination
In Chandigarh SSA examination could not be held due to wrong calculation of the available posts .So Chandigarh SSA should be allowed to hold the exam as a special case till the orders of said exam are not issued.
6.REVIEW OF MEDICAL BILLS REJECTED AT CIRCLE LEVEL.(Item NO. 6 of Circle Council meeting Dated 02-05-2009)
Several medical bills of staff have been rejected at Circle Level on minor objections. The staff is facing difficulties. The rejected cases should be reviewed.
7.DISPOSAL OF UNSERVICEABLE VEHICLES IN PUNJAB IN CIRCLE (item NO. 13 of Circle Council meeting Dated 02-05-2009)
A number of Unserviceable Departmental vehicles are lying all over Punjab. It is desired that immediate N/A be taken to dispose off the same.
NEW AGENDA ITEMS
1. PROVISION OF GSM MOBILE CONNECTION IN PLACE OF WLL MOBILE.
Service WLL mobile connectionswere provided to the line staff for smooth and quick service to the customers. The line staff is complaining that the quality of network and connectivity of WLL is very poor. So GSM Mobile connection be provided to the line staff who are already in possession of WLL service connections.
2.CONVEYANCE CHARGES TO RETAIL MANAGER POSTED IN BUSINESS DEVELOPMENT SECTIONS.
A good number of non executives have been posted in the business development sections all over Punjab. They all are using their own conveyance to perform the duties. A heavy amount on petrol etc are being spent. So conveyance charges should be paid to the retail managers.
3. HOLDING OF EXAMINATION FOR THE PROMOTION OF RM TO TTA AND TM TO TTA.
Orders for holding of the above said examinations have already been issued by the BSNL Corporate office. The examinations should be held at the earliest.
4. DELAY IN GRANTING PERMISSION FOR TAKING INDOOR MEDICAL TREATMENT IN OTHER SSA, S.
Some of the SSA,s are having empanelled hospitals without Super specialty for medical treatment facilities. In some of the cases the patients are referred to the Hospitals in other SSA,s. Permission for the same is to be granted by the Circle office/ CGMT. In some of the cases the permission is granted very late resulting in starting of treatment late as well as at time of discharge of the patient. Suitable arrangement should be made for granting of permission in time.
5. SUPPLY OF UNIFORM TO THE ELIGIBLE STAFF.
Uniform to the eligible staff is not being supplied in time. The same should be supplied in time.
6. PROVISION OF GSM MOBILE TO THE RETAIL MANAGERS.
Retail Mangers have been posted for the marketing of BSNL services and to contact the retailers of other companies. They have to give their own mobile number to the retailers. They are using their own mobiles to contact the retailers. There fore they should be provided service mobile connections.
7. PROVISION OF FLEXIES AT CASH COUNTERS.
Difficulties are being faced by the staff working in customer’s service centers due to non availability of the flexies. A uniform policy to provide flexies alongwith mobile set at customer’s service centers be chalked out for all SSA,s.
8. SUPPLY OF CALENDARS AND DAIRIES TO THE ALL STAFF.
BSNL is spending a good amount for marketing and visibility of BSNL. Calendars and diaries are a very effective media of advertisement. So all the staff should be supplied at least four diaries and Calendars so that they may distribute to their knowns. The action should be taken well in advance as it will be difficult to procure once the season is over.
9. NON AVAILABILITY OF FIVE PAIR CABLE.
Net work of land line has been made pole less by using the multy pair cables as per the corporate office instruction. Difficulties are being experienced by the field staff due to non-availability of five pair cable. Sufficient supply of five pair cable should be insured.
10. PROMOTION FROM GROUP –D TO GROUP –C IN SPORTS QOUTA.
Some of the out standing sports persons are waiting for the promotion to the cadre of group-C as decided by the corporate office. For example Shri Neraj Sahni of Patiala SSA has not been promoted. Immediate action in this regard is required.
11. PROVISION OF SERVICE GSM MOBILE TO THE CASH HANDLING STAFF.
Incidents of cash looting are a routine matter almost in every Districts of Punjab. The staff handling the cash should be provided with mobile service connection to handle such incidents.
12. ISSUE OF EPF STATEMENT TO THE BSNL DIRECT RECRUITED STAFF
It has been reported that EPF statements to the direct recruited BSNL staff are not issued and they generally complaint to know their balance at their credit. It is therefore desired that the concerned authority maintaining the EPF accounts may be asked to issue the EPF Balance slips well in time to all the BSNL recruited staff.
13.PROVISION OF WLL TO FIELDSTAFF-CASE OF HOSHIARPUR SSA
GSMs to the field staff in Hoshiarpur SSA have not been provided. This facility has been provided keeping in view the public interest. It is desired that the GMT Hoshiarpur may be asked to ensure the supply of GSM connections to the field staff.
14.COUNTING OF ONE EXTRA INCREMENT GRANTED IN LIEU OF GRADE-IV PROMOTION FOR GRANT OF PENSONERY BENEFITS.
The DOT Cell Punjab Circle did not grant pensionery benefit by counting one extra increment granted in lieu of Grade-IV to the pensioners. Now the DOT New Delhi has issued clarification and asked to grant pensionery benefits by counting one extra increment granted in lieu of Grade-IV. It is desired that the retired officials who have been denied pensionery benefits by counting one extra increment may be given pensionery benefits as per clarification issued by the DOT New Delhi.
15.LESS PAYMENT OF KIT MONEY TO THE SPORTS PERSONS IN THE EVENTS ORGAIZED IN 2009-2010.
It is pointed by some sportsman of Punjab Circle that the Kit Money paid to them Rs.1500 instead of Rs.2000 as the rates revised from Rs. 1500 to Rs. 2000. It desired that the case may be reviewed and balance payment be made to the sportspersons.
16. PROVSION OF GSM MOBILE ALONG WITH HANDSETS TO THE STAFF ENGAGED IN INSTALLATION OF BROADBAND.
The staff engaged for installation is facing difficulty in contacting the customers before and after the installation of broadband so they should be provided GSM Mobile connections in the interest of service.
17. POWERS FOR SANCTION OF WLL TO FIELD STAFF AT SSA LEVEL.
Previously WLL service connection to the eligible staff was sanctioned by the SSA heads. It has come to the notice that the powers of SSA heads have been withdrawn and the sanction is being given by the CGMT Punjab. The powers of GMs to sanction the WLL should restore.
