BASIS OF DESIGN
GSA’s planning and design goals are to provide a safe and secure, cost-effective site/building environment for the residents and staff of the AFRH in Gulfport, Mississippi. This facility has been designated by GSA and the AFRH Security Office as a Low-to-Medium Threat Level installation. The physical security and protective design elements identified below will provide a balanced and layered scheme to meet this level of protection to safeguard residents and protect assets.
MINIMUM PHYSICAL SECURITY REQUIREMENTS
Physical protection systems will include at a minimum:
· Perimeter Fence around the site complex to maintain the conventional standoff distance and control access.
· Access Control and Electronic Security
· Closed-Circuit Television (CCTV) at external building entrances, fence, and specified internal circulation areas.
· Access Control (Proximity detection) at primary external building doors and specified internal control areas.
· Intercom Systems at primary external doors.
· Intrusion Detection System (IDS) at building perimeter and specified internal areas.
· Vehicular Control (at the first floor within the building footprint)
· Card access control facility to permit access by pre-screened vehicles
· CCTV, intercom, and access control,
· Barrier gate arm/ integrated with Electronic Security Systems (ESS)
· Crime Prevention Through Environmental Design (CPTED) methodologies developed to maintain natural sight lines and surveillance
· Progressive Collapse Requirements (Low potential for progressive collapse method with analysis)
· Site Security/Safety lighting – CCTV, perimeter, and pedestrian circulation areas (design to the Low – to - Medium Level of Protection).
· Landscaping (CPTED Principles) to maintain natural sight lines and avoid landscaping that would permit concealment of criminals or obstruct the view of security personnel and CCTV
