1  POSITION OBJECTIVE

Development Control

·  To deliver Council’s development assessment functions in accordance with the provisions of the Environmental Planning and Assessment Act 1979, Environmental Planning and Assessment Regulation 2000, the Building Code of Australia and other relevant Acts and Regulations.

·  To implement the provisions of all Local Environmental Plans, Section 94 Plans and Development Control Plan’s relevant to the Yass Valley Local Government area.

·  To meet regularly with all members of the Planning and Environmental Services team to discuss Development Assessment issues.

·  To facilitate the exchange of information that may impact on future development.

·  To develop, implement and monitor Council policies that will assist in achieving positive medium and longer-term Development Assessment outcomes for the Yass Valley.

·  To deliver Council’s Building Certification functions in accordance with the provisions of the Building Professionals Act 2005, Building Code of Australia, Environmental Planning and Assessment Regulation 2000 and other relevant Acts and Regulations.

·  To facilitate the use of Complying Development as an alternative to the traditional development assessment process.

·  To project and promote the image of Council as an efficient, effective and courteous organisation maintaining a high level of communication, public relations and service.

·  To consistently monitor and review both new and existing legislation and best practice standards affecting development control.

·  To ensure that appropriate documentation is provided for all consultancies and contracts detailing appointment and tender processes, payments, performance, penalties and the delivery of outcomes.

·  To monitor and review the performance of all consultants and contractors.

·  Ensure the ongoing evaluation and review of work practices and processes within all areas of responsibility to ensure that they are effective and efficient and implement improvements where appropriate.

·  Identify and propose additional business or service opportunities that enhance Council’s existing capabilities.

Work Health and Safety

·  Ensure all work is performed in accordance with requirements of Health and Safety policies, procedures and legislation.

·  Report all incidents, hazards and risks to the immediate supervisor.

·  Maintain and use personal protective and safety equipment as applicable to the role.

·  Actively participate in health and safety activities.

·  Monitor work practices to ensure proper employee health and safety and respond to identified risks in a timely manner.

·  Acquire and maintain knowledge of work health and safety matters.

·  Ensure that all staff are properly trained in all relevant aspects of health and safety applicable to their role.

·  Ensure that contractor meet all requirements for Health and Safety and monitor for ongoing compliance.

3  PEOPLE MANAGEMENT

4  MANAGEMENT PLAN AND BUDGET

To develop and implement the Management Plan and Budget in accordance with set target dates

·  A Management Plan and Budget for the section are to be prepared on an annual basis.

·  The Management Plan and Budget are to be actively monitored.

5  POLICY AND PROCEDURE

To advise and assist the Director on the development and review of policy and procedures

·  Review, develop and recommend policy and procedures.

·  Develop and implement policy and procedures to ensure that efficient and effective development assessment and building certification outcomes are reached.

6  OPERATION OF THE SECTION

Council’s development assessment and building certification services are delivered in accordance with legislative requirements

·  Develop and implement strategies to ensure that all development assessment and building certification services are provided to a high standard.

·  Ensure the Section’s work practices and procedures are appropriate and current.

·  Provide timely management reports on the operations of the Section.

·  Councils’ development assessment and building certification services are effective and contemporary.

·  Provide input to Council’s Annual Report on the Section’s achievements.

·  Develop and implement Operational Service Plans.

·  Attend and contribute to Council and Committees as required.

·  Ensure all regulatory requirements related of the Section are fulfilled.

7  CUSTOMER SERVICE

Council provides customer-focused products and services to the community.

·  A customer-focused Council is promoted.

·  All customer issues are responded to in accordance with Council’s Customer Service Standards.

·  Sound customer relations with internal and external customers, including Councillors, are developed.

·  Stakeholders are engaged in the Section’s activities.

·  All customer requests are recorded and attended to.

8  REPORTING RELATIONSHIPS

This position reports directly to:

·  The Director of Planning and Environmental Services

The positions that report directly to this position are:

·  Building Certification Coordinator

·  Senior Development Planner

·  Development Planners (2)

·  Trainee Development Planner

·  Customer Service Officers - Planning (3)

The position is required to liaise with:

·  Internal – General Manager, Directors, Managers and other staff.

·  Externally with – Community, Businesses, Consultants, Government Departments, Authorities and Councillors within the scope of Councils “Code of Conduct”.

·  A thorough knowledge of the policies, procedures and guidelines applicable to Local Government.

·  Extensive knowledge of best and emerging practices in development assessment and building certification.

·  An extensive knowledge of the provisions of the Environmental Planning and Assessment Act 1979, Environmental Planning and Assessment Regulation 2000, Building Code of Australia, Local Government Act 1993 and other relevant Acts and Regulations.

·  The ability to clearly understand and adhere to all Council policies associated with Equal Employment Opportunity, Discrimination and Harassment and Occupational Health and Safety.

·  A sound knowledge of the relevant modules of the Civica computer system.

Education and Qualifications

·  Degree qualifications in town planning, building surveying or a related field.

·  At least 5 years relevant work experience in development assessment and/or building certification in a local government context.

Licences

· A current class “C” driver’s licence.

10  KEY SELECTION CRITERIA

Essential

·  Degree qualifications in Town Planning, Building Surveying or a related field.

·  At least 5 years relevant work experience in development assessment and/or building certification.

·  Experience in leading, managing and developing multi-disciplinary teams with the proven ability to forge team spirit and maintain motivation.

·  Computer literacy, including competence in geographic information systems and business systems with the experience in use of computerised technology for service delivery.

·  Proven conflict resolution skills.

·  Awareness of current major directions in development assessment and building certification theory and practice in NSW.

·  Ability to manage multiple projects, meet strict deadlines and deliver identified outcomes.

·  Highly developed written communication skills with the ability to prepare complex correspondence and reports, conduct meetings and lead group discussions.

· A current class “C” driver’s licence.

Desirable

·  Qualifications or experience in management, including control of Management Plans and Budget or demonstrated management potential.

·  Demonstrated ability to introduce effective change management.

·  Relevant post-graduate qualifications.

·  A strong commitment to quality customer service.

·  A2 Accreditation or higher under the Building Professionals Act 2005

·  Previous work in Local Government.
