ADASS Spring Seminar 2018
All ADASS members should have received a personal invitation to the ADASS Spring Seminar 2018. The seminar is taking place between 11-13 April at Yarnfield Park Conference Centre. The programme is already taking shape and can be found on the ADASS website and we have conifrmed both the Minister for Social Care, Caroline Dinenage MP as well as the Shadow Social Care and Mental Health Minister, Barbara Keeley MP as giving key note addresses, along with key speakers form the sector.

Legal Challenges
We are currently compiling a list of legal challenges, which includes potential and actual legal actions, and Judicial Reviews. The list will include why the actions were taken, by whom, who it was against, the outcome etc. This will be an on-going piece of work, as it will be updated as other actions are taken. We will treat the information as confidential. We would only share (with agreed consent) with other local authorities which are facing a similar issues. If you have any legal challenges locally, could you please forward them to Mark Hill, Policy and Analysis Officer, on email

New Continuing Healthcare Framework published
Message from ADASS Continuing Healthcare co-leads, Barbara Nicholls and Tom Brown:
Colleagues, please find here a link to the newly published CHC Framework.
(Please note that the current framework, published in 2012, remains in place until 1st October at which point the revised framework is fully implemented). ADASS colleagues have been very involved in the revision of the framework alongside colleagues from DHSC and NHSE, and have sought to ensure that this framework supports fair and appropriate access to NHS funded Continuing Healthcare. Training on the revised Framework will be made available in coming months and we would encourage DASS’s to ensure that staff access this.
Deprivation of Liberty Safeguards (DoLS) – Update from Department of Health and Social Care
Please see here for a copy of a letter that the Department of Health and Social Care (DHSC) recently sent to Mental Capacity Act leads and DoLS leads in local authorities. This letter confirms that DHSC endorses the use of the form 3B for DoLS annual reviews. The form can be found on the DHSC website. A new DHSC email address is also provided for DoLS queries.
Letter from Social Care Minister – Community Alarm Services

Use of Payment Cards in Adult Social Care
Please see here for a report from the Independent Living Strategy Group about the use of payment cards for adult social care. Whilst these work well for some, some disabled people have experienced difficulties. This report provides an overview of some of the issues faced.

New ADASS Trustee – Regional Lead
We are delighted to announce that James Bullion, Director of Adult Social Services at Norfolk County Council, has been elected unopposed to the position of ADASS Trustee, Regional Lead. James was nominated by Nick Presmeg (Essex County Council) and seconded by Mike Hennessey (Suffolk County Council). James will take up his position as an ADASS Trustee at the Spring Seminar, taking over from Julie Ogley, as she takes up the role of Vice President.
ADASS Care & Justice Co-Lead
Following James Bullion’s election to the role of ADASS Trustee, we are now seeking a co-lead for the ADASS Care & Justice policy area. This position is open to all ADASS members (DASS, Extended or Associate) and will work alongside James Bullion. Please send nominations and seconds to by Monday 26 March. If you would like further details around what this role entail, please contact he above in the first instance.
Monthly Research in Practice for Adults (RiPfA) Research and Policy Update
The theme of this month’s Research and Policy Update is Recruitment and retention in social care. It provides an overview of the strategic and policy context, and summaries research articles on the following topics:
  • working conditions and well-being
  • values-based recruitment and retention in the adult social care sector
  • workforce readiness, recruitment and career progression in social care
  • how social workers experience the public perception of their profession
