EXTENDED SERVICES WITH SCHOOLS:

A MULTI-AGENCY APPROACH AND

TRAINING STRATEGY

EXTENDED SCHOOLS MULTI-AGENCY TRAINING

AIMS

  • To engage delegates from partnerships of schools and multi-agency partners to participate in training that will develop extended schools plans for their partnership;
  • To provide a co-ordinated programme of extended schools training;
  • To maintain capacity to provide consultant support to partnerships to develop and deliver their extended schools plan;
  • To meet the requirements of the Standards Fund Grant associated with Extended Schools;
  • To monitor and evaluate the impact of extended schools training and processes in schools;
  • To advise and support trainers and consultants on aspects of the developing extended schools agenda;
  • To ensure that 50% of all primary schools and 30% of all secondary schools meet the extended schools core offer by 2008 and that all schools meet the core offer by 2010;
  • To provide guidance to schools on issues related to extended schools (including community facilities powers; collaboration; and change processes); and
  • To co-ordinate the extended schools training programme in collaboration with other relevant Local Authority strategies such as Childrens’ Centres and the Children and Young People’s Plan.

OBJECTIVES

  • To develop the capacity to deliver extended schools training to all schools in the financial years 2006/08;
  • To provide training at appropriate venues to delegates nominated from partnerships of schools and their partners;
  • To provide information and advice to Partnership/Link Advisers on extended schools and determine any monitoring requirements appropriate to their role;
  • To provide monitoring information to the National Remodelling Team (NRT) as is required and attend NRT national and regional events.
  • To ensure that sufficient consultants (ESRCs) are trained to support the extended schools training programme.

PARTNERSHIPS OF SCHOOLS

Oxfordshire has maintained well-established partnerships of schools over a number of years. These partnerships have been based on a secondary school, its feeder primary schools and any special school located in geographical areas. This training programme will support the 26 partnerships of schools to develop the extended schools’ core offer in each of the partnership areas.

PARTNERSHIP ENTITLEMENT

By participating in the extended schools training programme, partnerships of schools will be entitled to the support identified below.

  1. One full day and three ½ day training events free of charge with a minimum of 4 weeks between each session;
  2. One consultant visit (three in total) between each training event, to support and monitor the extended schools process in each school/partnership.

Additional support for partnerships will be provided upon request by Consultants (subject to their availability) at an additional cost to the partnership.

SERVICE REQUIREMENTS

  1. Training Programme

All partnerships of schools will be entitled to receive one full day and three ½ day training events. Training will be tailored to the individual needs of schools/partnerships and their multi-agency partners. This will be achieved by providing 1 day of trainer’s time per partnership to negotiate the programme of training (4 events) with them and to provide the materials that will be used over the 4 events.

Each school partnership will be allocated 15 places at each training event. The partnership will be asked to nominate up to 15 delegates for the training. Guidance will be provided on the appropriate choice of delegates that will include multi-agency partners. The 15 delegates from each partnership will be expected to act as a steering group or change team for their own partnership to drive the extended schools agenda forward and to ensure the engagement of their communities and any necessary partners.

Partnerships have been grouped into three tranches with the more enthusiastic and ready to engage partnerships in the 1st tranche and those partnerships less ready to engage in the 3rd tranche. This judgment has been reached on the quality of the expressions of interest that were required by partnerships to be eligible for delegated funding in 2005/06 and contacts made by the Extended Schools Co-ordinator. It is anticipated that the work of the tranche 1 partnerships will be shared with partnerships in the later tranches. The detailed allocation of schools to tranches is given in Appendix A. A summary is provided in table 1 below.

  1. A Tailored Programme of Training

A core group of three trainers will be engaged to deliver the training across the period of this plan. The training programme will utilise the tools suggested by the National Remodelling Team where appropriate.

Each partnership will be asked to nominate a person or group of people to negotiate their training programme. A trainer will meet with the nominated individuals to agree a training programme to be delivered over the one full day and three half days. The training programme will take account of:

  • how advanced the partnership is in developing and implementing their extended schools plan;
  • the membership and background of the 15 delegates; and
  • any specific outcomes that the partnership would like to achieve from the training.
  1. Extended Schools Remodelling Consultants

The LA will operate a bank of extended schools remodelling consultants (ESRCs) who will be linked to partnerships of schools. At present, 9 consultants have undertaken the NRT ESRC training some of whom have already been involved in delivering workforce remodelling training to schools. We hope to increase this capacity by offering local training to build the number of available ESRCs. The target is to ensure that each partnership has an individual who has attended either national or local ESRC training.

The LA supports schools through the allocation of Partnership/Link Advisers,

some of who are undertaking the national training programme.

All Partnership/Link Advisers will receive a briefing session on Extended Schools training in Spring 2006.

As part of the extended schools training programme, partnerships of schools will receive one day equivalent of consultant time after training events 1,2 and 3. One day equivalent could be three 2 hour consultant visits. The requirement and proposed costs for consultants over the financial years 2005-08 are given in the table below.

Consultants will be required to negotiate with the local Extended Schools Area Programme Manager/nominated Extended Schools contact for each partnership of schools on how their time will be used. Consultants will be asked to complete a monitoring report prior to training events 2,3 and 4 to evaluate progress and to identify issues requiring further support and guidance. The number of consultant days required for each financial year over the timescale of this plan is given in table 2 below. Each consultant will be paid £300 per day, to include mileage and expenses.

3. Administration

25hrs (0.67) of administrator time will be used to administer the programme. This will include:

  • Managing correspondence with schools with regard to training;
  • Booking venues;
  • Maintaining registration lists for each training event;
  • Co-ordinating consultant visits;
  • Ensuring training materials are available for each delegate and for the training days;
  • Ensuring that invoices are valid and paid in good time;
  • Maintaining financial records;
  • Maintaining a database of school support; and
  • Inputting data to the NRT extended schools website and updating it following consultant visits.

4. Management and Co-ordination

The Senior Adviser for Partnership Development & Extended Learning is the nominated Extended Schools Remodelling Adviser (ESRA) and undertook ESRA training together with the Extended Schools Co-ordinator (ESC) and Workforce Remodelling Adviser (WRA). The ESC and WRA have responsibility for implementing the extended schools training programme in Oxfordshire.

The Extended Schools Co-ordinator:

  • Is the point of contact for all schools who require guidance and support on extended schools issues;
  • Manages the administration of the training programme;
  • Ensures there is sufficient consultant capacity to support the work of partnerships
  • Co-ordinates the work of the consultants (ESRCs) and provides opportunities for them to meet and share their expertise;
  • Monitors the work of the ESRCs and takes action as necessary to ensure that the programme of support meets the needs of schools;
  • Brokers and commissions guidance and support from partner agencies and services both within and outside the LEA;
  • Works with all services within the Directorate as required to ensure comprehensive understanding of the extended schools agenda;
  • Attends regional and national NRT events and represents the County Council on extended schools matters;
  • Ensures that the monitoring arrangements as required by NRT and the Standards Fund are satisfactorily completed; and
  • Works with the Senior Adviser, Partnership Development & Extended Learning and the Extended Schools Strategy Group to ensure that extended schools matters are integrated into the County Council’s School Improvement Strategy.

The Workforce Remodelling Adviser:

  • Has the lead role in implementing the training strategy;
  • Provides consultant training;
  • Takes part in briefing meetings for consultants and partnership/Link Advisers;
  • Liaises with NRT on remodelling issues and related Extended Schools issues;
  • Works with Human Resources and other County Council services to provide guidance to schools on staffing structure and employment related issues;
  • Attends regional and national NRT events and represents the County Council on remodelling issues;

5. Sustaining Development

Should there be no Standards Fund allocation for extended schools after 07/08 it is anticipated that Partnership/Link Advisers will support the change processes in schools. Each school partnership has a named Partnership Adviser.

Partnership Advisers will:

  • be briefed on Extended School developments;
  • where appropriate, be trained as ESRCs;
  • where appropriate contribute to the work of their partnership.
