Workforce Investment Board Goals

John Chamberlain facilitated the PY 2012/13 WIB Strategic Planning Session which was held on January 25, 2012. A total of 12 individuals attended providing representation from a broad sector of members; Community Based Organizations, Economic Development, Educational Entity, Employment Development, Housing, Local Government, Private Sector Employers, and Workforce Investment Act Programs.

The goals developed may not change too much over time although each year the WIB will validate and update the initiatives and review ways to continue to achieve these goals.

Goal #1

Job Seeker Services: Ensure Yolo County jobseekers (adult, dislocated workers, and youth) are aware of the education, skills upgrade, and occupational skills services available locally via the Yolo County Workforce Investment Board through the One-Stop System.

PY 2012 - 15 Initiatives / Resources / Outcome
Provide Yolo County adults access to local resources that can assist with training and/or employment related services:
  • Resume building
  • Interview skills
  • Job searching
  • Job referrals
  • Career pathways
  • Short term training
  • Sector strategies that promote regional partnerships
/ WIB, Regional WIB, One-Stop Partners, Community Based Organizations / Achieve better results for job- seekers which can be measured by
  • An increase of jobseekers utilizing the One-Stop System
  • Achieving successful outcomes in Adult & Dislocated Worker WIA Performance; entered employment, employment retention, average earnings

Provide Yolo County youth access to local resources that can assist with education, training, and/or employment related services:
  • Recommend eligible providers to youth activities by awarding grants or contracts on a competitive basis
  • Re-engage High School Dropouts
  • Organize industry tours for youth
  • Expand the use of the Work Ready Certificate
  • Sector strategies that promote regional partnerships
/ WIB,
Youth Council, Regional Youth Council, One-Stop Partners, Community Based Organizations / Achieve better results for youth which can be measured by
  • Achieving successful outcomes in Youth WIA Performance; placement in employment or education, attainment of a Degree or Certificate, and basic literacy or numeracy gains

Goal #2

Employer Services: Ensure Yolo County employers are aware of the business services offered locally via the Yolo County Workforce Investment Board through the One-Stop System.

Continuously improve and market the One-Stop System as a premier employer service/product:
  • Chamber of Commerce marketing campaigns
  • Outreach to employers
  • Develop relationships with employers
  • Conduct follow-up with employers
  • Address the skills needs of critical industries
  • Sector strategies that promote regional partnerships
/ One-Stop Partners (DESS, EDD, Economic Development) workgroup, and Regional Employer Outreach Committee / Achieve better results for employers which can be measured by the increased number of
  • Employers utilizing the One-Stop System to promote job leads
  • Employers participating on the WIB
