Minutes of the meeting held in the Memorial Hall, Woodchurch

on Monday 28 January 2008 at 7.30 pm

MEMBERS OF THE PUBLIC: There were 7 Members of the Public present.

1.  APOLOGIES FOR ABSENCE

Apologies for absence were received from Miss R Dewar, Mr A Mobbs and

Borough Councillors Hicks, all due to illness

2. DECLARATIONS OF INTEREST

There were no Declarations of Interest.

i)  Updating of Declarations of Interest for the Code of Conduct

The Clerk reminded Councillors that they should update their Declarations of Interest

with the Monitoring Officer if necessary.

3. ACCEPTANCE OF MINUTES

The Minutes of the previous meeting were accepted and it was unanimously agreed that

Mr Robinson should sign them.

The meeting was adjourned and opened to Members of the Public from 7.36 to 7.59 for questions and comments.

5.  PLANNING

Please see attached list.

We have received notification that an Enforcement Notice has been served on the owner and other interested parties of Orange Farm Barn, Brook Street, re application no 07/00135.

6.  MATTERS ARISING

The Village Clock failed during the month due to battery failure.

7.  COUNTY COUNCILLORS REPORT

Councillor Mike Angell reported that the KCC are in the process of setting their budget. A provisional figure has been put forward of 3.9% which equates to £38 per year on a Band D

property. The budget will be officially set on 20 February.

The KCC are in the middle of an inspection by the Audit Commission. Councillor Angell’s Department, Adult Social Services, has been awarded 3*** out of 3 for the 6th year.

The Education Department have been awarded 3*** out of 4. It is hoped that the KCC will retain their Excellent Status, as this allows them greater flexibility.

Councillor Angell has been discussing the provision of sex education in secondary schools as some of the students do not feel that enough time is allow for this subject on the curriculum.

The Highways Department are to be allocated more money for repairs next year. They are trying very hard to improve the state of the roads in Kent but this issue remains a serious problem.

8.  BOROUGH COUNCILLORS REPORT

Lorry parking in the Borough remains a problem and it is beginning to spread to the rural areas. Lorries are often seen parked in the lay-bys between Woodchurch and Ashford.

There are continuing problems on the byways with 4 x 4 vehicles.

Although some of the repairs to the roads do not last very long, it was noted that those that

are professionally repaired appear to be well done.

9.  RISK ASSESSMENT

Mr Robinson took a copy of the fixed asset register and last year’s risk assessment and will

complete an assessment before the end of this financial year.

Councillors unanimously resolved to pass the above for payment.

Charity Commission

Mr Robinson and Mr Leigh will look at recent correspondence from M & G Investments

and report back at the next meeting.

New Bank Mandates for both charities are being circulated.

Bus Shelter

Mr McGrath reported back to the Council on his recent discussions with Shepherd Neame

and Garrick Outdoor Shelters. After discussion Mr Robinson proposed the following, seconded by Mr Leigh and it was resolved that:-

The members of Woodchurch Parish Council unanimously agreed to order the following bus shelter to be erected on land outside the Bonny Cravat Public House, Woodchurch, to the following specifications and price.

Price includes delivery and installation but excludes VAT

We will apply for a grant from KCC for half the cost.

Neighbourhood Watch

Mr Saunders reported that he had finally received a supply of leaflets from the Police which

have been delivered to houses in the Parish. He said the scheme was receiving a lot of

support from residents. The Clerk asked whether he receives the Ringmaster messages

from the Police and he confirmed that he does.

Village Clean Up Day – 15 March 2008

Mr Brymer is organising the Village Clean Up Day again and Mr Robinson asked as many

people as possible to help on the day. Anyone who is able to help should meet at 9.30 am. Refreshments will be served from 11.00 am until 1.00 pm.

12. WOODCHURCH WINDMILL TRUST

Request from Scouts for donation towards the cost of planting trees around the new Scout Hut

Mr West reported that he was hoping to obtain a grant from Councillor Angell’s Members

Fund towards the cost and so he asked for this item to `be deferred until a future meeting.

13. COMMITTEE REPORTS

Memorial Hall

This year sees the 50th anniversary of the Memorial Hall. It has been agreed to hold a fun fund raising event on the weekend of 18th October. The details will be discussed at the next

Village Hall Committee Meeting. All ideas will be welcomed.

14. ANY OTHER BUSINESS

Mrs Haynes said she had received complaints about the hedge at the top of Place Lane.

The Clerk will contact the County Lengthsmen and ask for it to be cut back. She will

also ask for the gravel on the short length of pavement opposite the Butchers Shop to be

replaced with tarmac and the pothole outside the Post Office to be filled in.

The Clerk was asked to contact the PRoW Officer and ask him to replace the stile on the

Footpath between the Glebelands and Cameron’s Field to be replaced with a kissing gate.

Mr West said he felt that there are various areas of land, within the Parish, which are not

registered to anyone and he suggested that the Parish Council should register them. The

Clerk asked him to compile a list for the next meeting.

Mr Leigh asked whether it would be possible to have some allotments in Woodchurch.

The Clerk informed him that 6 people need to send an official request to her and it can

then be included on an agenda for a future meeting.

There being no further business the meeting closed at 9.45 pm.
