Wednesday AM1
The TG2 Chair, Winston Caldwell, called the meeting to order at 8:15am.
The Chair reviewed the agenda of the week (22-09-0121-00-00020). The agenda was approved by unanimous consent.
The Chair reviewed the minutes from the previous May 2009 Interim session (22-09-0103-00-0002). The minutes was approved by unanimous consent.
All attendees are aware of the IEEE patent policy.
Review of the recommended practice (22-06-242-34-0002) takes place. Discussion took place and the main points are summarized as follows.
˗ James Yu asked if the draft recommended practice has taken into account FCC’s consideration on one device’s support on multiple providers. The Chair welcomed contributions in addressing this issue.
˗ Charles Einolf, Jr., wondered if the word “harmful” should be removed from Recommendation 1-1-1. As a follow-up comment, there are constructive discussions on the definition of “harmful interference”, and some other related issues on Recommendation 1-1-2, such as the definition of sensitivity considered by FCC. In particular, Steve Kuffner asked if the sensitivity has taken into account any blocking effect. Boyd Murray asked if it is related to (uncoded/coded) BER. Charles Einolf, Jr., commented that the sensitivity is related to a threshold (which is a function of BER).
˗ For Recommendations 1-1-2 to 1-1-4, the key parameter is the threshold value -105dBm. Steve Kuffner asked how an installer knows if the receiver power from a WRAN device transmission exceeds -105 dBm at the input of a DTV receiver on a UHF TV channel. Furthermore, Steve Kuffner said it may require information, such as the maps of your [CPE] own signal levels, TV signal levels, incumbent signal levels. Boyd Murray said the antenna loss should be included for consideration as well.
˗ Regarding the selection of deployment location in Section 2, Ivan Reede suggested deriving a set of D/U ratios to account for even intermodulation. He further suggested recommending the field strength causd at a certain distance does not violate the D/U with the protected counter field strength as a reference.
˗ Ivan Reede commented that Recommendation 1-1-3 is not actionable. Winston Caldwell commented that it is not for manufacturers of the systems. Instead, it is for system operators, including the installers.
˗ Ivan Reede questioned the meaning of “protection margin” in Recommendation 2-2.
In summary, we reviewed and/or approved the following sections of the recommended practice:

- Section 2
All of the edits are embodied in the updated revision of the document, enumbered revision 35.
Action items for further discussion are listed as follows.
- [Editorial] For the sake of the draft organization, the Chair will move the texts of Recommendations 1-1-2 to 1-1-4 5 from Section 1 to Section 2.2.
- [Technical] Derive a set of D/U ratios for even intermodulation.
- [Technical] Discussion on Recommendation 1-3-3.
Move the appropriate recommendation (1-1-2 to 1-1-5) from interference section to a new section here. (2.2)
