MINUTES OF MEETING OF THE BOARD OF ADMINISTRATON

A meeting of the Board of Administration was held on May 17, 2014, at 10:00 a.m.

Notice of the Meeting posted on Tuesday, May 13th, by Kathy Olson at the Clubhouse, Mailboxes, and Bath Houses.

Roll

The meeting was called to order by Ted Ferguson, President and roll was taken.

Board members present were, Jim Eubanks, Ted Ferguson, and Bob Gent. Carol Felix and Dani Padovano were present via the telephone. Jim Clark and Mike Madden were absent.

The minutes of the March 15th, 2014 meeting were read and approved by Ted Ferguson, Seconded by Jim Eubanks.

Financial Report

Budget for April: $49,810.91

Income for April: $53,391.46

Expenses for April: $58,636.23

Outcome for April: $-5,244.71

Income over budget for the year: $19,712.10

Year to date Income/Loss: $-124.17

Operating Fund: $ 62,639.00

Reserve Fund: $191,074.72

UNFINISHED BUSINESS

Water Meters for Shut-Off

The price to locate and install the gate valves has been too high.

It was decided that Ted Ferguson with the help of others would try to locate the valves and then contract to have them repaired so they would be usable.

Trash Cans

Letters have gone out and several members still have not complied with getting the trash out of the holes where the trash can should be. This is still an ongoing problem.

Fixing Ramp at Clubhouse

Ted is having some drawings made up to send out for pricing in order to fix the ramp and have a concrete ramp installed that would be in compliance with ADA. His Engineer at his work is drawing them up.

Lot 109 – Tenant Boat

A motion was made to take legal action to remove the boat at this lot. Ted is to get with Jane and have a letter drafted up to send to the owners to get this issue resolved.

Fencing at Lift Station

We are in need of fencing around the Lift Station. The Board approved $1,600 to install the fencing. Signature will work on getting this taken care of.

Fencing for Dumpster at Clubhouse

This was tabled for next meeting.

Clubhouse Boat Storage Fees

It was decided that the fees would remain as they are with no changes.

Condo 1 Introduction of New Manager

Chris Wadsworth is stepping down as the manager of Windmill and a new gentlemen James Hayman will be taking his place.

Condo 1 Manager’s Report

Chris reported that lots left without Dock Insurance on file was now down to 35 lots still remaining.

Chris talked about the Bathhouse plumbing issues. The issues are more than just fixing a fixture here or there. Chris went through the pricing to fix the bath houses. It was recommended a committee be put together to go through the bath houses and figure out what needs to be done and to prioritize. The committee consists of Ted Ferguson, Bob Gent and Jeff Felix. The committee will report back by the September meeting.

Landscaping is back to weekly service.

Chris reported on letters that have gone out to owners who are out of compliance with regards to the new rules of no “For Sale”/”For Rent” signs and the new rule of boats being stored on lots. There are only a few left who haven’t complied.

Rec Center Manager’s Report

Diane reported that the Clubhouse Security System blew a Mother Board and the repair cost was $1,600.

A wedding took place and they damaged a door in the Clubhouse. The cost to repair was $400. The party put a stop pay on their deposit check, so we were left with no monies towards the repairs. We received 3 more memberships from the Windmill Village Estates/Riverwatch subdivision. We now have 6 total.

Diane talked to Sunshine Landscaping about doing some landscaping around the Clubhouse. This includes trimming the Seagrapes down in the front towards the water and also trimming the Seagrapes along the ramp so we can see the water.

Diane got a quote for painting the front of the Clubhouse which would need to be done before we could put up a sign on the front of the building. The quote was $2,300.
