4 Matters Arising

a) Car Park – Further to minute 366/10(a) Cllr Moore to report

b) Film Show – Cllr Spurr to report upon film show and activity event held during the half term break.

c) Fenland Film Group – Further to minute 324/09 Cllr Spurr top report.

d) Mobile gym – The Clerk to report that a number of posters regarding the scheme have been displayed around the village.

The Clerk to report that income to February 2010 is £48,728.22, allotments £915, burials £4,002.00, insurance claims £5,005.44.donation and grant £5,624.00 verges £2,202.29 and hall £5,237.96 whilst expenditure is £38,514.83, administration £12,303.73. Street lighting £3,549.17, verges £3,035.00, hall £7,536.21, recreation grounds £5,142.15 and cemetery and churchyard £5,375.55.

b) Risk Management & Health & Safety

i) Adoption of Grievance and Disciplinary policy

ii) The Clerk to report that Dawn Saddler Senior Environmental Health Officer inspected the Health & Safety arrangements at the hall and commented that the H & S records ( Fire Safety, COSHH, Safety Policy, Electrical and Gas service records) were very good

iii) Following on from the approval of the Health & Safety policy in January, the Council need to appoint a nominated person to oversee the implementation of the policy and to decide upon a routine system of undertaking the appropriate risk assessment checks. The Clerk has undertaken a venue Health & Safety checklist for the hall, playing fields and office.

iv) New Standing Orders – To consider the new Standing Orders that have been circulated and whether to purchase Part 1 at a cost of £25 – includes constitution of Local Councils, local council employees, effective governance, council meetings, and delegation arrangements.

6 Allotments .

a) Access Road – Roddens had received a complaint about water logging of the front garden to 8 Doddington Road Wimblington. An investigation highlighted problem with the piped section from the highway that had collapsed. Repairs were undertaken and the situation resolved but concerns are still evident as other sections may be collapsed and the dia of pipe insufficient to deal with volume of water from the highway. Roddens are awaiting details of a survey and suggest a meeting with them, FDC and CCC be arranged when the survey is available.

b) Access road from cemetery gates to allotment gates – concerns have been raised over the condition and use of the section and an agreement over its use needs to be ratified.

c) Management lease

7 Planning Observations on the following applications:-

8 Highway Matters/Street Lighting/Transport

a) New lights

i) An order for the two columns with MHB Services Ltd has been placed and should be in position by 8th March ready for edf to connect supply.

ii) The column at FPC3 Norfolk Street is slanted and stands in earth, Council to decide what cause of action to take.

iii) The Clerk to report upon a letter from Cambs CC regarding a request from Mrs Bryant for additional lighting between FPC3 and FPC2 on Doddington Road.

b) Footpaths and highway issues

i) Leaflets regarding development of village walks.

ii) The Clerk to report that a PP3 application has been submitted and a meeting is to be arranged to discuss the Bridle Way alongside Fengrain along with other issues.

9 Recreation Grounds

a) War Memorial Playing Field

i) The new fence has been erected but the corner of the field is still under water.

ii) Pavilion – Cllr Spurr to report upon talks with Hetty Thornton regarding the grants available for refurbishment of the pavilion. The Council to decide upon a programme of works.

b) Parkfield – Cllr Gowler to report

10 New Cemetery and Churchyard

a) New Cemetery – to consider burial fees

b) Wimblington St Peters Churchyard

11 Parish hall

a) As reported FDC have undertaken an H & S inspection along with a Food Safety inspection at the Parish Hall. Dawn Saddler was impressed with the overall cleanliness of the hall and an overall rating of 4 stars was given. The use of an Anti bacterial soap was recommended and having a thermometer in the fridge.

b) The Clerk to report that he has spoken to Louise Smith regarding the risk assessment for the hall and mentioned that lighting was being reviewed. CATs had been approached but had not replied so a local electrician has been approached by Mrs Moulton to look at the repair and improvement to the exterior lighting at the hall.

c) An estimate in the region of £650 to make good the surface of the car park has been discussed with a local builder.

d) Decoration – The Clerk to report that Mr Dent had been approached regarding the decoration of the lower section of the hall.

12 Correspondence & Other matters

a) Volunteer Centre Fenland – Request for a donation and invitation for members to attend their outreach events throughout 2010.

b) FACT – letter of thanks for donation made last month.

c) Cambs CC – Cambridgeshire .net – over 4000 people supplied information and the parish council reference: - Wimblington Parish Hall CAM3205

d) Cambridgeshire celebrates Age – Cllr Wright to report.

e) Cambridgeshire Horizons – have your say on Cambridgeshire’s green vision.
