Job Purpose
To work in the areas of prevention, protection and response to minimise and actively reduce the risk to life and damage to property in the community.
To protect life and property and to serve the community by utilising operational resources and providing solutions to unforeseen events through safe and effective means, identified through Risk Assessment and delivered in a professional and considerate manner in accordance with the Integrated Risk Management Plan (IRMP).
To undertake the duties and responsibilities of a Group Manager by effectively supporting the management and organisation of Hampshire Fire and Rescue Service.
To champion and actively promote the Core Values of Hampshire Fire and Rescue Service ensuring that these are central to all aspects and activities of the Service.

Principal Accountabilities
1Resolving Operational Incidents
By responding to operational incidents as a Flexible Duty Officer you will command incidents up to Level 3 or undertake a command support role at any size of incident and conduct incident debriefs. You will also take responsibility for mentoring Station Managers attending Level 2 incidents. In addition, you will be required to undertake Command or Support duties as part of the National resilience plan when required. This will include a responsibility to operate regionally or nationally if required i.e. Mobile Convoy duties.
2Implementing Organisational Strategy
Through the allocation of roles and responsibilities, delegating and providing support and by maintaining effective working relationships with key stakeholders, implement organisational strategy in accordance with Hampshire Fire and Rescue Service IRMP. You will be required to prepare a detailed breakdown of strategic plans and resource requirements and match the roles and responsibilities to each component.
3Implementing and Managing Change
By identifying opportunities for improvement and agreeing these with stakeholders, implement and manage change in accordance with Hampshire Fire and Rescue Service policies and procedures. This will include evaluating the benefits and disadvantages of change and the agreement with key stakeholders for the introduction of the identified changes, as well as monitoring and evaluating the outcomes in accordance with our core values.
4Physical and Financial Resource Management
By making recommendations for expenditure, allocating resources and controlling expenditure against a budget, you will determine the effective use of physical and financial resources in line with Hampshire Fire and Rescue Service IRMP and the Corporate Aims.
5Managing Activities
To plan and implement activities to meet service delivery needs in line with Corporate Aims, agree and monitor budgets for work activities where necessary, evaluate work plans and make recommendations for improvements to work activities.
6Selecting Personnel
To identify personnel requirements and select personnel to meet those requirements in line with Hampshire Fire and Rescue Service Policies. This will include consulting with colleagues and specialists to ascertain the requirements and using objective information gathering about candidates whilst seeking to promote a more diverse workforce.
7Human Resource Management
By allocating and delegating work to teams and individuals, agreeing objectives, assessing performance and providing feedback through the Personal Development Review (PDR) Process, you will support people towards achieving the organisation’s aims and objectives. In addition you will be required to resolve performance issues of teams and individuals in line with Hampshire Fire and Rescue Service policies.
8Human Resource Development
By allowing all team members to identify their own development needs, planning those needs, supporting the development of teams and individuals by selecting and organising activities, providing learning and support and evaluate success, you will ensure that personnel are developed in order to achieve the corporate aims.
9Personal Development
By identifying personal development needs and implementing a personal development plan, continuously improving working relationships and structuring your work, you will be able to meet the organisation’s objectives.
10Physical Fitness
By maintaining the required level of physical fitness you will maintain the capacity to meet the physical demands placed upon the role as determined by the Service Policy in force at that time.
11Quality Systems and Policies
By developing, advising, supporting and/or implementing quality systems and policies you will ensure that the organisation has robust systems and processes that support the Corporate Aims and Core Values. This may also include monitoring compliance and making recommendations for improvements to such systems and policies.
12Information Management and Communications
Through the identification, selection and implementation of information management and communication systems you will support service delivery needs. This will also include monitoring the effectiveness of any such system and recommending improvements.
13Project Management
Through agreeing a project scope and definition, establishing the resources and controls, you will develop plans to achieve the project goals in accordance with Hampshire Fire and Rescue Service Corporate Aims. This will include identifying and communicating with key stakeholders (either internal or external), identifying team members and co-ordinating activities and identifying resources and plans.

You will develop an organisational culture that positively reflects best practice on equality and diversity issues and that meets the Service’s legal and ethical obligations and our Core Values.

15Health and Safety
You must promote a positive attitude towards the development and maintenance of a Health and Safety culture through all aspects of the organisation. Ensure employees within your area of responsibility and that your personnel are aware of their responsibilities; that they comply with Health and Safety Legislation and HFRS Policies and Procedures. You must be aware of welfare issues that may affect your personnel and be proactive in assisting and supporting them.
Specialist Accountabilities
1.Responsible for the development an provision of Training Delivery options to support the Services IRMP.
2.Responsible for ensuring that objectives within the Training Function Medium Term Plan are resourced sufficiently to deliver the Service’s requirements.

The performance of the postholder will be assessed through the objectives that are agreed by the PDR process and in recognition of the accountabilities contained within the Job Description and Role Map.
