William T. (Bill) Clarke

RTO Implementation Manager

Bill Clarke is TEA's RTO Implementation Manager responsible for assuringthat TEA is ready and able to fully participate in the new Midwest ISO andSPP-RTO Day-Two markets that are currently under development. Mr Clarkebrings over 28 years of electric utility experience to TEA in the areas ofresource planning, transmission planning, financial analysis and planning,and system operations. His experience over the years has included bothemployment with electric utilities (investor-owned and municipally-owned)and in the area of management consulting to electric utilities, independent

power producers, and State commissions. In 1997, Bill worked with theMidwest ISO stakeholders as the project manager working towards thedevelopment of the original transmission owners' agreement and the originalFERC filing that formed the basis for the Midwest ISO.

Mr. Clarke earned a Bachelor of Science degree from PurdueUniversity, anda Masters degree in Business Administration from the University of NewMexico. He holds a Professional Engineer's license from New Mexico andIndiana.

Christine Derossett

RTO Settlements Administrator

Christine Derossett has lead The Energy Authority’s preparations for MISO Settlement and Invoicing operations for the past two-and-a-half years. She previously served as Chairperson of the MISO Joint Issues Task Force and currently participates on several other taskforces and working groups including the Market Settlements Audit Task Force and Market Settlements Working Group.

In addition to her involvement with MISO, Ms. Derossett tracks developments in the Southwest Power Pool RTO to help The Energy Authority and its members prepare to operate in SPP.

Prior to joining The Energy Authority in March of 1999, Ms. Derossett worked as an auditor for KPMG Peat Marwick.

Ms. Derossett holds a Bachelor of Science degree in Accounting from FloridaStateUniversity, and she is a Certified Public Accountant.

Robert W. Moye

Vice President—Energy Trading

As Vice President of Trading at The Energy Authority, Robert Moye is responsible for all short- and long-term energy marketing and trading. Mr. Moye has 29 years of experience in public power with proficiencies in Energy Risk Management, Power Supply Planning and Strategic Planning.

Prior to joining The Energy Authority, Mr. Moye managed marketing activities in the southeastern United States for Cinergy Services, Inc. Previous to that, Mr. Moye was part of an international utility consulting company where he designed and implemented business development and marketing strategies for electric and natural gas utilities.

Mr. Moye also served as the strategic planning director at Gainesville Regional Utilities after beginning his career in the system planning department at JEA.

Mr. Moye holds Bachelor’s and Master’s degrees in Electrical Engineering and a Master of Business Administration from the University of Florida.

Rob Patrylak

Rob Patrylak has more than 16 years of utility management experience. During that time, Mr. Patrylak has developed an expertise in ISO markets. Notably, his last two years has been assisting The Energy Authority (TEA) in its preparation to trade power in the new RTO markets, focusing mainly on the Midwest ISO (MISO) and Southwest Power Pool (SPP).

In this role, Mr. Patrylak has been responsible to monitor the development of the RTO/ISO markets, to oversee the set-up of a MISO trading desk, as well as the development of the front office processes, procedures and trading strategies.

Prior to his tenure at TEA, Mr. Patrylak spent five years at a management consulting firm, managing consulting engagements for senior utility executives regarding RTO/ISO market development, long term power solicitation and negotiation, resource planning, strategic outsourcing and merchant project implementation.

Prior to consulting, Mr. Patrylak had ten plus years of results-oriented management at a major northeastern utility, where he had developed a strong aptitude in running and managing operations in areas including Electric Operations, Gas Operations and Generation.
