25. MINUTES OF MEETING HELD 15THMAY 2015

RESOLVED: That the Minutes of the meeting held 15thMay 2015 be approved as a correct record and signed by the Chairman subject to the amendment of Minute Number 18(b) to request a letter to Cheshire East Council regarding the lack of notification to residents of this application.

26. ELECTION OF NEW MEMBERS

The Clerk reported that it was possible to fill the 2 vacant seats on the Parish Council by co-option.3 expressions of interest had been received.

RESOLVED That a Special Meeting of the Parish Council be held on Thursday 25th June 2015 at 6.30pm to interview and, if appropriate, co-opt 2 new Members.

27. POLICE MATTERS

Councillor C Pywell presented the SID (Speed Indication Device) report indicated that there had been no increase in traffic levels but vehicles were still travelling at excessive speed.

Cheshire East had offered to provide a non-data collecting SID and Members considered where it may be best located. It was felt that both the Council’s device (collecting data) and the new device could be located on the same pole pointing in opposite directions.The pole on Newcastle Road was also considered with the device pointing towards Nantwich.

Councillor Pywell undertook to write to Councillor J Clowes to pursue the matter.

Members also expressed concern at the lack of speed control on Pit Lane which presented a danger to both vehicles and pedestrians. This matter was also to be raised with Cheshire East.

There was no further information regarding the camera currently located on Newcastle Road.

28.TREES

It was reported that all work on the treeson the Village Green had been completed. The Clerk had spoken to a resident who had expressed his appreciation of the work of the Parish Council in dealing with this matter.

29. WATER METER 93 COBBS LANE HOUGH

Further to Minute Number 155 the Clerk reported receipt of a letter from United Utilities and Councillor M Johnston reported that representatives were to visit the site on 18th June.

30. WORLD WAR 1 COMMEMORATIONS

Councillor D Hewitt reported that arrangements were progressing with 6 stalls having confirmed attendance, organised by Councillor V McFarlane. The main area requiring progress was the sourcing of musical entertainment and ideally bands similar to the one who played at the last fete. Councillors were asked to make suggestions to Councillors McFarlane and Hewitt.

It was agreed that a poster would be produced during July and this flyer delivered to all houses in the village to remind residents to save the date. Councillor Hewitt would be in touch with local residents to ask for volunteers to help with delivery.

Councillor McFarlane had been in touch with CE Council to organise the relevant road closures for the day and the Clerk had supplied a copy of the PC Insurance to be submitted alongside the application.

31. ENVIRONMENTAL MATTERS

(a) Dog Bins/Stickers

Councillor G Bennion reported that the 3 new dog bins had been delivered and that at this stage it would be appropriate to replace 2 of the existing bins.

The stickers had been requested from Cheshire East but not yet received.

(b) Summer Bedding and Baskets

Councillor G Bennion reported that the work had been carried out but some difficulties were being experienced with watering which was being done by Mr W Newton. A sprinkler was required and the soil in the baskets needed to be enriched. The plants were all Geraniums and the bush at the White Hart had not been cut back. Members considered the employment of a local contractor to carry out the watering and the Clerk was asked to write to Ansa regarding the quality of the work with particular reference to the choice of plants and thepoor condition of the soil.

32. CHORLTON LANE FIELD

It was reportedthat Cheshire East Council was continuing to address the situation at Chorlton Lane field.

A public meeting had been held on 19th March. Enforcement action had been taken and the matter would come to Court on 17th July.

33. NEIGHBOURHOOD PLAN

A meeting of the Steering Group established to consider a combined Neighbourhood Plan would be held on 22nd June 2015. The Chairman and Councillor Hewitt indicated that they were able to attend on behalf of the Parish Council

34. VILLAGE HALL

The Chairman reported that a meeting of the Village Hall Management Committee would be held on 25th June 2015.

35. PLANNING MATTERS

(a) 15/2403N 416 Newcastle Road Shavington-Construction of two single-storey buildings to be used for B1 (office/light industrial) and B8 (storage and distribution) purposes together with car parking (renewal of application 12/4391N)

(b) 15/2323N-12 Abbeydale Close Weston- Demolition of Existing Family Room and Erection of New Replacement Orangery.

(c) 15/2124N 24 Springwater Drive, Weston Crewe CW2 5FW –Proposed domestic garage extension and balcony to dwelling

RESOLVED That no objection be raised to these applications.

(d) 15/1860N 5 Ridley Close

Members requested an up-date on this application

37. PARISH COUNCILLORS’ REPORTS

Members reported that a substantial cavity had opened up in Woolston Drive presenting a danger to road users. This matter had been raised with the Highway Authority.

Councillor M Johnston requested that a working Party be arranged for 20th June to clear the Himalayan Balsam from the Common. Councillor D Hewitt undertook to publicise this and request volunteers.

Members had received complaints at the increasing number of A boards on display at the White Hart and the Clerk was asked to write to the licensee to request a reduction.

Nettles were presenting a problem in Back lane and Councillor G Bennion undertook to raise this with Mr J Rance.

There had been some dumping on the Common and Mr W Newton was to remove the items.

38. RESIGNATION

The Chairman reported that the Clerk had resigned and it was agreed that appropriate steps be taken to advertise the vacancy.
