REQUEST FOR PROPOSALforDesign, Development and Maintenance of Official Page of WBSAP&CS on FACEBOOK AND TWITTER.

Section I: Notice Inviting Request for Proposal

Reference: Expression of Interest (EOI) no. WBSAPCS/EOI/ACS/3D-02-09/IEC/A- 01 /2014-15 Date: 29.04.15

1.The Joint Secretary, Department of Health and Family Welfare and Additional Project Director, West Bengal State AIDS Prevention and Control Society (WBSAP&CS), a Society under the Department of Health and Family Welfare, Government of West Bengal invites bids for ‘design, development and maintenance of official page of WBSAP&CS on FACEBOOK AND TWITTER and Twitter’ (hereinafter referred to as the “Project”) through limited limited manual tender among the following firms selected through inviting Expression of Interest vide notice under reference:

2.Through this Request for Proposal (RFP), bids are being invited from the vendorsshortlisted amongst the vendors who submitted Expression of Interest (EOI) for ‘design and development of Official Page for WBSAP&CS on FACEBOOK and Twitter’held earlier by this Society vide e-EOI no. WBSAPCS/EOI/ACS/3D-02-09/IEC/A- 01 /2014-15 Date: 29.04.15.

3.Bids received through this tender shall be evaluated under the two-bid system, i.e., through evaluation of technical and financial bids submitted by the biddersfor this tender. Along with submitting requisite documents in the technical bid, the bidder shall also have to make a presentation on their Technical Proposals for the project to be considered eligible for opening of their financial bids.

1. Intheeventthe date(s) for pre-bid meeting or presentation by bidders or the last date for physical submission of EMD are declaredasholidayforthe WBSAP&CS, such events shall be scheduled for the same time ofthenextworkingday for WBSAP&CS.

3.Proposals must be received as per the time, date, manner and venue mentioned in the Fact Sheet. Proposals submitted any otherwise shall be rejected.

The page should be created in such a way that it should be attractive and reachable to most of the users on Face book and Twitter.

Social Customer Relationship Management (S-CRM)

Provide accurate, complete, polite and prompt feedback to user interactions on the social media sites.

The bidder shall seek input from department where the feedback requires such information.

User interactions shall be replied in the originating language of the user (limited to Bengali and English languages only); in all other cases, replyin English language shall be provided.

SECTION III: SCOPE OF WORK

1.Scope of work shall comprise the following:

1. Development of an official webpage pertaining to WBSAP&CS activities with special emphasis on youth. The page should be created in such a way that it should be attractive and reachable to most of the users on Face book and Twitter.
2. Maintenance of the same by engaging professionals to increase membership,time to time posting of new activities, programme etc.
3. Enhance audience engagement on social media channel through designing and implementing contents, campaigns and promotions etc.
4. Prior approval has to be taken from the WBSAP&CS regarding admin post.
5. WBSAP&CS has to be given an admin id for maintenance and posting purpose.
6. Development of catchy massages with prior approval from WBSAP&CS.
7. An option is to be kept open to post their artwork, posters, slogan, poems, songs, ideas and quarries on HIV/AIDS issues on the web page followed by competition. At least two competitionsare to be promoted in every quarter. Three prizes are proposed to be offered in financial boundary of 2000/- ( rupees two thousand only).
8. Create, update and publish content that is photo rich & video rich, original, engaging and factually& grammatically correct. The content may be derived from the existing portal and associated sites.

However, the Implementing Agency (IA) shall be responsible for the delivery of overall content, including any new content that may be desired.

• Content is medium agnostic and thus may be text, photo, video, audio, diagram, scanned document etc.
• The ownership of and right to all content shall be of the Purchaser.
• The bidder must provide original creative writing along with original/innovative photo and video coverage, on the social media.

1. Integration:Integrate social media with the official portal (web based and mobile based) and vice versa; as well as integrate with each other wherever possible. The Implementing Agency ( IA) shall ensure that the content & activities could be accessed in low bandwidth settings as well including through mobile phones.
2. Privacy and Security: Apply suitable privacy and security controls for a given social media site and regularly monitor the same.
3. Face book SEO: Additionally, the scope of work consists of Face book SEO for ranking high in the search results for relevant searches within the Face book platform.
4. Face bookEvents: It also includes event creation, management and promotion using Face book for key events in connection with the activities of the WBSAP&CS and generate awareness about AIDS removing the misconceptions and distorted facts and figures about the said disease.
5. Facebook Apps: The Implementing Agency (IA) shall develop and publish new Apps on the Facebook platform to increase the popularity of WBSAP&CS and its activities, proactively or as requested by the department, for example, an app that allows photo/video submissions per week/month, where users can vote/select the best submission, thereby choosing a winner who is then acknowledged on the official Facebook site.
6. Exclusively handle the facebook and twitter accountof WBSAP&CS and its activities for a period of one year from the date of notification of award.
7. At least 1 post per Day, generated by the BID approved agency (minimum 3 post per week) especially incorporating the latest issues/ news. The material of the content may be verified by WBSAP&CS or it may be collected by the agency of their own but the same should be ratified by the WBSAP&CS.
8. The Creative Part of the content has to be submitted 7 days beforethe date of post, for approval of concerned authority.
9. Prompt response on the questions/queries to the respondent will have to be delivered within 24 hrs based on backup support/ FAQ of WBSAPCS/NACO provided in advance. Some enquiry may be supported by WBSAPCS in case of unavailability of support materials.
10. A profile report should be generated on a monthly basis based on the people who ‘like’ our webpage.
11. There should be dedicated team members well conversant with the work in line with the RFP.
12. The successful bidder shall have to provide round the clock customer care and service support in the localized territory. This will help in smooth performance in overall continuation of the programme in Social Media all over the state.
13. The IA must achieve the target of reachingout to one lakh youth in the age group of 18-35 yrs to boost up andto increase the popularity of WBSAP&CS and its activities, to generate awareness about AIDS removing the misconceptions and distorted facts and figures about the said disease to increase membership, time to time posting of new activities, programme etc. within one year from the date of notification of award. Repeat within one year from the date of notification of award.
14. The IA should be responsible for adding up new features developed by Face book and Twitter from time to time. There should an option in this regard.

Standards of Work:

The work shall be in accordance with the details in the RFP, Contract document and subsequent amendments issued, if any. To the extent that the standard of the work has not been specified in these aforementioned documents, the agency shall use good quality materials, techniques and standards and execute the work with care, skill and diligence required in accordance with industry best practice. Unless otherwise stated in these aforesaid documents, the agency shall be responsible for providing all latest software and associated documentation necessary for the satisfactory operation of the Development of an official webpage pertaining to WBSAP&CS activities. The agency shall also provide free of cost any software upgrades and updates available during contract period. Any software upgrades or updates in future shall not necessitate replacement of hardware utilized against this limited manual tender .

Section IV: Timeline

Time: The web page should be fully operational within 21 days from the date of award of contract. Time limit for other deliverables has been mentioned in the Scope of work and the BOQ.

The IA must achieve the target of reaching out to one lakh youth in the age group of 18-35 yrs to boost up and to increase the popularity of WBSAP&CS and its activities,togenerate awareness about AIDS removing the misconceptions and distorted facts and figures about the said diseaseto increase membership,time to time posting of new activities, programme etc.within one year from the date of notification of award. Repeat within one year from the date of notification of award

Section V: Preparation of Bids for limited manual tender

1.Registration of Bidder: A bidder willing to take part in the process of limited manual tender ing will have to be enrolled and registered with the Government e-Procurement System, by logging on to website wbsapcs.wbhealth.gov.in. The bidder is to click on the link for limited manual tender ing site as given on the web portal.

2.The bidder can search and download Request for Proposal (RFP) electronically from computer once he logs on to the wbsapcs.wbhealth.gov.in.

3.Submission of Bids

Bids are to be submitted physically to the office of the WBSAPCS in a sealed box in the following format in two separate envelopes marked as stated below:

i. Technical Proposal: containing Statutory Cover and Non-statutory cover

ii. Financial Proposal: containing Bill of Quantity and Additional Rate Schedule

4.Technical Proposal: Statutory Cover

Statutory Cover shall contain the following documents:

i) Duly filled up and signed application to participate in this limited manual tender as per format laid down in Annexure III: limited manual tender Application Form of this RFP document

ii) This RFP document as token of bidder’s acceptance of all terms and conditions under this limited manual tender

iii) Scanned copy of EMD or documents in support of exemption/relaxation claimed for EMD (kindly refer clause for Earnest Money Deposit under this RFP for details)

5.Technical Proposal: Non-Statutory Cover

Non Statutory Cover will contain following documents

1. Income Tax PAN under the name of the company
2. Service Tax Registration
3. Updated ISO or CMM Certification of bidder relating to the services to be rendered under this RFP
4. Audited Balance sheet for the last 3 years. 2012-13, 2013-14,

1. Certificate of Incorporation
2. Letter of Authority in favour of signatory of bid, as and where applicable

1. Name, address, email, mobile phone number of contact person of bidder

6.PROFORMAFOR PERFORMANCE STATEMENT

[List at least three application software development projects of equivalent nature and scale, valued minimum Rs.5(five) lakhs only, in the three financial years of 2012-13, 2013-14 and 2014-15. Submit with documentary evidence, in the form of a certificate or bill paid or TDS certificate issued by the purchaser/end user with cross-referenceof order number and date.]

7. Financial Proposal: Bill of Quantity and Additional Rate Schedule

(i)The financial proposal (cover) shall contain the Bill of Quantity and the Additional Rate Schedule.

(ii)The Bill of Quantity (BOQ): The bidder should quote all- inclusive prices for all items listed in the Bill of Quantity. The WBSAP&CS shall pay only Service Tax extra on these quoted prices by the bidder, wherever applicable. The bidder shall quote the prices in all the spaces marked for quoting prices in the BOQ. Please refer Annexure I: Bill of Quantity for a print copy of the BOQ.

(iii)The limited manual tender under this RFP document shall be evaluated and contract awarded based on QCBS formula as stated in the manner as prescribed herein under. Both technical evaluation and financial bid will be taken into consideration and the lowest bidder will be awarded the contract subject to fulfilment of other conditions and decision of the tender committee.

(iv)The rates quoted by bidder in its Financial Proposal should be all-inclusive. The bidder shall pay to the staff deployed by it at least the minimum wages as fixed by the state government for such workers; EPF, ESI, and all other statutorycontributions, any other dues, entitlements etc. as per the relevant statutes in vogue and revised from time to time.

(v)The Bidder shall bear all other expenses necessary, but not listed in the BOQ .

8. Submission of Proposals

(i)Thebid documentsshalleither betyped orwritten in indelibleink andthesameshallbesignedbythebidderorby apersonwhohasbeendulyauthorized tobindthebiddertothecontract.Theletterofauthorizationshallbebyawrittenpowerof attorney, which shallalsobe furnishedalong with thebid.
