We are looking for a highly motivated, can do and driven Head of Registered Care Services to join our Senior Leadership Team. Employing over 110 staff within our registered care division the successful candidate will drive our continuous improvement and expansion programme. Our ideal candidate will have the determination and vision to engage and develop our teams to deliver excellent care services.

You will have a strategic focus and be able to demonstrate that you can initiate, develop, and deliver care services that add value in a high energy and results driven environment. Emotional resilience, risk management and operational planning are key traits of the ideal candidate.

You will be of degree calibre and have a proven track record of working in a similar role within a registered care service and highly ambitious environment. You must have strong influencing skills, with the ability to take ownership within the role, with the desire to succeed.   1. Job Purpose:

As member of the Senior Leadership Team you will contribute to and guide the strategic management of the organisation, specifically LJWB’s Registered Care Services - helping to achieve LJWB’s vision, mission, aims and objectives.

To provide leadership, guidance, professional support and oversee the development and delivery of LJWB’s Registered Care Services.

To work with service users, customers and colleagues, in a way that is in line with the values of the organisation.

LJWB’s registered care services have been operating for over 20 years. They compose of three homes for adults with learning disabilities:-

  1. Cranmer Project registered as one home with two separate houses:-
  2. Lynda Cohen House – 8 units for LD and early onset dementia
  3. Lily Thompson House – 8 units for LD
  4. Montague Burton House – 5 units for LD and challenging behaviour

In addition Moorcare is our domiciliary care service which provides care and respite in mainly North Leeds circa £1.2M

The post holder is accountable to theCEO of LJWB.

The post holder will have direct and in-direct line management responsibility for approximately 3 / 4 WTE. The post holder will be a designated budget holder accountable to the CEO for contributing to the development and monitoring of the Service’s budget.

The post holder operates within the organisation’s strategic framework and contributes as a member of the Senior Leadership Team.

  1. Key result areas:
  • Deliver the rolling programme of service improvement to ensure that all registered care services are of a high standard. Achieving good and where possible outstanding CQC ratings.
  • Provide professional leadership and guidance in the support of the planning, prioritisation and allocation of resources to support effective delivery of care services – maximising income; creating effective and efficient care service.
  • Support and provide leadership to the service leadership teams through the development of scrutiny methodologies, co- delivery of audit visits and production of action plans with the quality team.
  • Identify, lead and support implementation of services to improve the quality of services, including sustainable and robust mechanisms for sharing good practice and learning across the organisation.
  • Lead on the development of, and provide expert advice to internal and external stakeholders on quality of care required for safe, effective and person-centred delivery of LJWB Registered care services.
  • Advise managers and frontline operational staff on the required standards of service user care, CQC and LCC requirements.
  • Provide leadership to all staff in the registered care function, to ensure they are effectively developed, organised and managed, and are able to support the strategic aims of the service.
  • Oversee the services Complaints, Compliments, Grumbles and Gripes programme – providing reports where necessary to the quality audit tem.
  • As a member of the Senior Leadership Team you will be required to support colleagues with the investigation of complaints, grievances and disciplinaries.
  • Proactive manage all Safeguarding, Near Miss and Serious Untoward Incident reporting. Providing advice and guidance to service staff.
  • Contribute significantly to the planning and strategic direction of the organisation as part of the Senior Leadership Team and other management groups across the organisation
  • Recruit, lead, motivate and develop staff in line with the LJWB and the Social Care Commitment to ensure staff have the necessary knowledge, skills and attitude to achieve organisational objectives.
  • Investigate complaints, grievances and where necessary conduct disciplinary hearings.

  • LJWB performance management development programme to ensure that all staff have up-to-date personal development plans and are appraised yearly and that individual training needs and requirements for support are addressed.
  • Monitoring and electronic authorisation- of timesheets and leave systems (sickness absence, annual leave, flexi time) using HRIS system (Human Resources Information System).
  • Electronic authorisation of purchase orders (up to the value of £3000) and co-authorisation of purchase orders over the value of £5000.
  • Recruitment and human resources procedures for staff
  • Suite of Microsoft applications in order to produce reports and documents
  • Bespoke databases to ensure robust data are available to meet the needs of the organisation

6.Decisions and Judgements:

  • Works within a framework of annually agreed objectives and reports to the CEO
  • Responsible for implementation of policy direction by interpretation and analysis of highly complex information and working with external partners such as LCC and CQC
  • Provide expert advice and leadership to Registered Care Managers and Deputies -, relating to quality of care and service development.
  • Significant freedom to act and to use initiative in the development and delivery of the portfolio of work and is expected to fulfil this role within the parameters of established priorities, policies and procedures. The post holder is expected to identify and implement achievable solutions to problems as they arise or are anticipated
  • The post holder operates within the organisation’s strategic framework to which the post holder contributes as a member of Senior Leadership Team and deputises for the CEO as and when required at appropriate internal and external meetings relating to registered care services.
  • The post holder is expected to select and apply appropriate methodologies based on rigorous evidence based principles and make decisions regarding the optimum strategy which may include combining a range of clinical and cost effectiveness evidence. These evidence sources may be complex and frequently be conflicting and will require development of novel solutions to ensure activities are successfully implemented.
  • Responsible for identifying and actively managing potential risks to delivery of the services by carrying out regular risk analysis. Where there may be an impact on successful delivery of the programme, the post holder is expected to actively identify and implement solutions to ensure successful delivery
  • The post holder will be expected to represent the service at a senior management level in a variety of situations. This involves making decisions on behalf of the CEO and judgements, interpretation and analysis of complex information such as CQC requirements.
  • Required to interpret and implement LJWB and national strategies/frameworks/ policies or legislation in relation to their relevance and impact on the service, in order to contribute to the setting of goals for the service and LJWB.
  • Constraints are defined by CQC, LCC and national legislation.

Internal

The post holder must communicate and collaborate effectively with the following in order to communicate priorities, monitor progress, deliver results, promote change and facilitate improvements to help Registered Care Services and LJWB their overall objectives.

  • Senior leadership colleagues and staff within other services on a day to day basis, for example Quality Audit Team, Finance, Facilities Management.
  • Colleagues within the wider organisation to build effective working relationships, provide professional information and advice and to present reports both oral and written at meetings and committees to enable decision making.

This involves regular meetings, presentation, inspections and representing the Service. This demands persuasion, tact and good interpersonal skills to overcome sensitivities and barriers to understanding.
