We are going to continue on with our citizen participation segment. Hopefully we will get the gremlins out of the machines. We are hoping.

One of the rules we do have here at the County Council is, when you are speaking please be courteous of other people's opinions, any attacks that are made upon a staff member or citizen of this country will not be tolerated. The first person up this morning is the Honorable Michael McDermott. Her honor? Good morning.

And this goes for everybody. When you come up to the podium please state your name, address, and then you'll be given during three minutes. Please speak slowly as possible to get the point across. We do have someone off-site typing their fingers to the bone trying to put this out here for the hearing impaired.

Yes, can everyone hear me quirks by name is Michael McDermott and my wife and I live at 3726 autumn Leaves Drive near Port Orange. I retired at the end of 2000 after serving 24 years as a judge in Boucher County. You may recall that I was part of the canvassing board in November of -- made necessary a recount of all votes cast for president in the United States in Boucher County. Thanks to a great deal of hard work of many dedicated people including this worthy, who was a member of the canvassing board with me, we successfully completed our recount in the time permitted by Florida law. Some of you may recall that in August of 1986, I made the first of what would become many appearances before this council, as it was then constituted, to argue against a plan to or build a new courthouse next to the buildings between the land and Daytona Beach. Many people addicted to pills in a courthouse in such a remote location so far from major population zones. After more than two years of public discussions and meetings of the Council, good sense finally prevailed in the justice center was built in Daytona Beach race stands today. I'm here to argue against postal description less of a journal which seeks to demolish the courthouse annex and replace it with a new courthouse next to the Chip Justice Center in Daytona Beach or next to the jail buildings out in the country half way between the land and Daytona Beach. This proposal is as unnecessary as it is unwise. It just happens that during the last five and a half years I served as a judge I was stationed in the courthouse annex on city Island. I quickly found it very well as a courthouse for proceedings that do not include regularly doing with it to tenants have accused of serious crimes. But Justice Center was built with features such as a sally port for secure voting in the moving of prisoner transport vehicles as loss of recorders to keep prisoners safely away from the general public. In short, there is nothing wrong with a courthouse annex on city Island. It has proven to be a very sturdy building which has withstood several hurricanes and with routine maintenance should be good for another 25 years. Demolishing the courthouse annex and original library on city Island would benefit only developers and would betray the trust the people in Volusia County are placed in the government. Public places like city Island should be preserved, not sold off to the highest bidder. This council must not pretend to pick something that is not even broken.

Good morning Ambassador, name and address, you have three minutes.

Thank you Mr. Chairman and distinguished members of the Council. I'm Stanley Escudero reasserting Dominic presenting at 3034 South Peninsula Drive and Daytona Beach shore. I'm here as chairman of the taxpayer action group board tag. We aren't a fiscally conservative nonpartisan group which existed when the people of the decisions and processes of government in Falluja County and to help governments become more efficient and more responsive to the people, and today I would like to speak to the formulation of the strategic fiscal plan for the county. We are very pleased that the Council yesterday beginning a process which we hope will lead to such a plan. Now, what we see as a three-part package including the plan itself, a new budget assumptions which reflect the plan and annual justification of all County exposures by zero-based budgeting. Recently I noted in the news Journal a proposal by Councilman Wagner for dramatic changes in the use of the city Island property in Daytona. Ted believes this proposal has much to recommend depending on how the numbers crunch out, and I'm aware that Mr. Weidner and other council members have additional bold ideas in mind. But I jump into consideration of specific initiatives at the outset, the Council risks getting ahead of the planning process. You need to decide where you want to go before you consider how you will get there. The council should first agree it seems to us on the vision. They set a broad goal which will encompass a guide to strategic plan. Then and only then should it consider specific initiatives which would give substance to the vision and advance the goals. To ensure that this agreement process benefits from the largest possible range of informed opinions, I propose that the Council create an advisory board, which would bring to the table representatives to the County Chamber of Commerce and other business representatives. The academic community, tourism agencies, homeowners associations in the agricultural community and others. Tag wants a seat at the table. Once the agreement has been reached and brothers and uncles once a series of strategic initiatives and experienced private consulting firms will be chosen to put this framework into the form of a strategic plan. At that point the council could engage approvable polling firm based on the plan and questions which would be approved by the council before pulling to discover the people's reaction to the essence of the plan. In this way a strategic plan could be produced with majority approval of the major elements of the economic structure. And it would have been better, committed to some degree by the people. Once approved by the Council of final plan will provide the needed roadmap to the County manager and staff for credit preparation of future budgets. I hope you take this into consideration. It is a site that's eligible as a national historic landmark and it has a lot of significance and especially as far as the bridge plantation and significant because of African-American history.

Yes, I personally think we went through a process that was very specific SRS processes were concerned. It was supposed to be for a single source provider for Ocean Center advertising. The person was elected and the recommendation came in at three-two," is more than a hundred times on County Council, a split decision. I have no issue with that. I know Steph pulled it but I don't want to. So I went to vote today, I'll either vote on it now or at the end of the day. I'm going to go ahead and put a motion on the floor to approve at number 28 but was pulled, and I think there are opportunities there for a single source d ivide.

Well I removed it because I had some concerns about the process that we use, and it was a three-two vote. I think there was some thought, in this case what you are doing, there's an opportunity for people to do work under that. So I wanted to pull it back and take another look at it. I had made up my mind completely. But there was also an issue about the additional firm that was considered, and there's obviously opportunity And County for additional firms to get a word to work. So basically --

Atari, I wasn't prepared into this because actually took off the calendar to do more research. I think their concerns about if I go outside of the county or -- this has nothing to do with the ability of the people listed here to do the work. It's obviously an area where we have a lot of people that are interested in doing the work for us.

I appreciate that but it's a representative recommendation from staff at County Council makes the decision. I'm more than comfortable with the decision and I agree with the selection committee. I think they are capable of doing the work and have done a great job and I like to continue with them. I think knowing their local knowledge, this is not a contract that should be shipped out of town and it doesn't make sense considering the amount of advertising birds I have locally. If the council does not see fit then I will be back another day.

Well in this case, the agenda that was prepared at a recommendation for two firms that was removed from the agenda, and so the other firm would've had no reason and both firms were notified. Not speaking to the motion that Mr. Wagner has made that it would be appropriate if Mr. Weidner wants to have Sigurd and make the award as he has described that you place it on your next agenda rather than go on after having told someone that there was no reason to be here.
