Department CPR Finding:
Documentation reviewed as well as student records and onsite interviews indicated that the district has not developed and ESL Curriculum. The district reported using instead an array of instructional resources to meet the instructional needs of English language learners (ELLs). Moreover, onsite visitors noted that ESL teachers do not have any books or sheltered content materials in the classroom and ESL teachers appeared to function as teaching assistants to the content area teachers. Regarding the curriculum, the district should note that the Department has new regulations in place, which may affect the district’s corrective action plan (CAP). According to documentation reviewed, hours of instruction provided to ELLs may not be consistent with Department guidance. The Department could not assess the amounts of English as a Second Language (ESL) instruction provided to students at all educational levels. Although the district reported the number of hours provided to ELLs per day at each MEPA (Massachusetts English Proficiency Assessment) level, it did not specify the number of days per week. There was at least one exception in which hours of ESL instruction were specified. The district reported that ELLs at MEPA level 1 in middle schools receive eight hours of ESL instruction per week. These amounts of ESL instruction come close, but are still inconsistent with Department guidance. Also, ELLs in middle school do not receive ESL services, nor are they receiving sheltered content. To summarize the district does not have a fully implemented SEI program as no ESL curriculum was developed, content area teachers have not completed their training in all four SEI categories and the amount of hours of ESL instruction provided to ELLs is inconsistent with Department guidance.
Narrative Description of Corrective Action:
1.  ESL Curriculum Development: Efforts are underway to develop the ESL Curriculum for the Wayland Public Schools based on the WIDA standards. This process began during the summer of 2013 with the ELL teachers and ELL Coordinator for the district meeting to develop the ESL curriculum scope and sequence based on the WIDA Standard 1: Social and Instructional Language Development. This scope and sequence was developed for grade levels (1-12) based on the students’ English language proficiency level including: entering, beginning, developing, expanding, bridging. These proficiency levels are based on the ACCESS benchmarks. Within the Social and Instructional Language Standard, Listening and Speaking as well as Reading and Writing domains were addressed. Types of resources and specific materials will be purchased this year to support the teaching of these skills. Throughout this school year (2013-2014), the ELL Teachers and Coordinator will undergo the same process of developing a scope and sequence of curriculum for the remaining WIDA Standards 2-4. Supportive curriculum and instructional materials will be purchased for each of these additional Standards. These instructional materials will be added to the existing materials used within the ELL classrooms and will be used by ELL teachers for direct English language development instruction within the ELL classroom and general education setting. In addition, ELL teachers will be working with SEI teachers to identify resources which supplement and support the regular education curriculum so that ELL students have appropriate, accessible resources available within the context of the regular education classroom.
2.  ELL Staffing/Services: The district has added ELL teachers/staff needed to teach and meet the needs of the identified ELL population within the district at every building level (elementary, middle school, high school). The district has increased the number of FTE’s this school year and will budget for additional staff in the FY15 budget as determined needed. The amount, frequency, and specific schedule of ELL service delivery for each student will be maintained on a district template/spreadsheet, with specific hours of service provision being aligned with annual ACCESS Test results and other additional informal assessments. The specific hours of service provision will be in accordance with DESE guidelines.
3.  SEI Training: SEI classroom teachers will enroll in the RETELL- SEI Training offered through the DESE according to the target number allotted to Wayland by DESE. At this point, the target number is 14 teachers. Should DESE offer additional trainings in this area, SEI teachers will be notified and will enroll as space permits. Wayland will maintain a list of all SEI teachers who have ELL students in their classes and notify of enrollment opportunities as they arise.

Evidence of Completion of the Corrective Action:
1.  ESL Curriculum- A full scope and sequence curriculum document with objectives and benchmarks based on the WIDA standards will be developed. Supportive curriculum and instructional materials will be included in this document.
2.  ELL Staffing/Schedules: District template/spreadsheet with the specifics of students’ English language development level and corresponding services provided will be maintained. The frequency, time duration, and days of individual student schedules will be included in this spreadsheet. FY15 Budget ELL allocation will reflect the anticipated needs of the students should the ELL population increase over the course of the FY14 school year.
3.  SEI Training: Certificates of SEI Course Completion for SEI teachers. These certificates will be retained by Central Office Personnel and maintained in both Personnel and ELL Department files.
Description of Internal Monitoring Procedures:
1.  ESL Curriculum: Quarterly progress notes will be maintained on the development of the curriculum document and curriculum purchases by the ELL Coordinator and Director of Student Services. During the summer of 2014, summer work plans will be developed to include the finalization of this ESL Curriculum document and materials.
2.  ELL Staffing/Schedules: The ELL Coordinator and Director of Student Services will review all templates/spreadsheets outlining services monthly. These will be updated monthly. The Superintendent of Schools will be notified in writing if any additional personnel are needed to meet the requirements of the ELL population.
3.  SEI Training: The Director of Student Services will check the weekly SEI enrollment updates to insure that the 14 slots are filled by SEI teachers and will notify teachers as new training opportunities become available. Throughout the RETELL roll-out period (till June 2016), Wayland will meet the target number of enrollees for SEI –RETELL training. Wayland will continue to coordinate with neighboring towns to offer SEI- RETELL training. The district will maintain a log of all teachers requiring training (due to having an ELL student in their class) and completion of the appropriate RETELL course.

Department CPR Finding: A review of student records and interviews indicate that the district does not inform parents that the district will exit a student from ESL / SEI services. In addition, the district does not secure annual parent signatures continuing to opt of ESL services for students who have opted out the previous year.
Narrative Description of Corrective Action:
1.  Parent Involvement: The district will provide parents with written notification that a student has met the criteria to exit from ESL/SEI services. This notification will occur in either the Fall or Spring after ACCESS scores are received by the district and input is received from ESL and classroom/content area teachers as well as other standardized testing measures (e.g. MCAS, GRADE, GMADE, etc.) Copies of the written notification will be maintained in ELL student’s cum file. Copies of the written notification will be maintained electronically at Central Office.
2.  Parent Involvement: Each year parents of ELL students will receive written notification of eligibility for ELL services. Should any parent wish to opt out, the district will secure a signature on a completed district generated opt out form. This will be done on an annual basis. It is assumed that all eligible ELL students will receive services. Copies of the written notification and completed signature forms will be maintained in ELL student’s cum file. Copies of the written notification and completed signature forms will be maintained electronically at Central Office.

1.  Spreadsheets will be maintained for all ELL students for each school year. On the spreadsheet, the status of all ELL students will be maintained, along with the dates that letters were sent to parents and the dates when parents’ responses were received by the district. This spreadsheet will include all ELL students receiving services, exiting services, and opting out of services.

By February 13, 2014, submit a revised parent notification letter that includes the district’s exit requirements. It is recommended that the district utilize the DESE recommended Initial / Annual Parental Notification of English Language Education (ELE) and Title III Program Placement Form that can be retrieved from: http://www.doe.mass.edu/ell/resources.html. The exiting process is described on the second page of this notice.
By April 25, 2014, conduct a first internal review of records following the implementation of all corrective actions. Using the district’s data base, develop a sample of students whose parents opted out during the current school year. Review these records for evidence that the district has secured annual parent signatures to opt their students out of SEI programming. Report the number of records with signatures for students whose parents declined SEI programming for 2013-14 SY. If any non-compliance is identified, report the specific actions taken to correct each individual file. If a pattern of non-compliance persists, conduct a root cause analysis; identify the cause and a plan to remedy it.
Conduct a second internal review of records for evidence that the district has informed parents that students were exited from ESL /SEI services. This second sample must also be drawn from records of students who were exited from SEI programming following the implementation of all corrective actions. Report the total number of records reviewed, and the number of records whose parents received notification of the student’s exit. If any non-compliance is identified, report the specific actions taken to correct each individual file. If a pattern of non-compliance persists, conduct a root cause analysis; identify the cause and a plan to remedy it. This progress report is also due April 25, 2014.

Criterion & Topic: ELE 8 Declining Entry to a Program / Rating: Not Implemented
Department CPR Finding: A review of student records and interviews indicate that for students whose parents have opted out, students are not supported with either direct English instruction or content instruction from a qualified (a teacher who has had three categories of SEI training) teacher. There is no evidence of monitoring of student progress for students who have opted out. ESL teachers are not made aware of students who have opted out nor are the progress of these students formally monitored.
