GREETING

On behalf of the Board of Directors of East Lyme Babe Ruth League, I would like to congratulate and welcome all the District Champions to the 2013 13 Year Old Connecticut State Babe Ruth Tournament.

Due to the condensed schedule, this year’s tournament will be held at three fields: Veterans Field in Niantic and the Waterford Babe Ruth Complex from July 17, 2013 through July 23, 2013 with one game being played at Bride Brook Babe Ruth field on Sunday, July 21. Bride Brook Babe Ruth Field is located in theSamuel Peretz Park at Bridebrook.These three fields are within a 3 mile radius of each other.

There is a great tradition of baseball in the seaside communities of East Lyme and Waterford and we hope to share this tradition with the rest of the state of Connecticut's elite baseball programs.

Concession stands will be open throughout this tournament at both Veterans Field and the Waterford complex with great baseball type food available. There will be no concession stand at Bride Brook Field but there are machines for drinks.

Saturday, July 20, East Lyme is holding their annual Celebrate East Lyme event from 3:00 PM to 9:00PM. Main Street in East Lyme is closed to traffic. Our last game on Saturday is 1:00 and should end around 3:30. Traffic will start to get heavy around that time. I suggest when leaving the field you turn right on Rt 161 and you will be going away from the traffic and you can get to I-95 with no trouble. If you wanted to attend events, you can walk from the ball park, about a 1 mile walk.

Upon arriving to the field on your first game, please report to the press box to drop off your tournament booklet.

  1. All teams must bring $60.00 per game to pay for one umpire for each game participated in. Checks payable to East Lyme Babe Ruth League. If you have cash, give to theEast Lyme Vice President or Site Director or in Waterford, give to the Waterford Babe Ruth President or Site Director
  1. Team closest to ballpark may have a 20 minute batting cage session 90 minutes prior to game time. NOTE there are no batting cages at Bride Brook Babe Ruth Field.
  1. Team furthest from Ball Parkmay have a 20 minute batting cage session 70 minutes prior to game time. NOTE there are no batting cages at Bride Brook Babe Ruth Field.
  1. Team closest to ball park will have a 10 minute infield/outfield 30 minutes prior to game time

General

  1. To prevent miss spellings of names a typed roster should be emailed to johnklinefelter @sbcglobal.net as soon as possible. The roster should include name, jersey number and if necessary any help with announcing the name.
  1. Batting cage is available when not in use prior to games. Please reserve with East Lyme Babe Ruth Vice President or Site Director or the Waterford Babe Ruth President or Site Director. NOTE no batting cage at the Bride Brook Field.
  1. Each team must have one representative for the protest committee for each of their games. This person cannot be a member of the team coaching staff. Please present this person’s name to the official scorer 30 minutes prior to the start of the game along with your official lineup.
  1. Any player, coach or fan who displays poor sportsmanship behavior will be subject to removal from the complex. Refusal to leave the complex could result in an arrest

TOURNAMENT RULES AND REGULATIONS GUIDE

All Tournaments will be played by the Babe Ruth League Baseball Rules and Regulations, and the Official Baseball Playing Rules. The team manager must have a current copy of the Babe Ruth League Rule Book in his possession during all the games. The following is provided to serve as a quick reference guide. Always refer to the book for clarifications.

1. Intentional Walks - This is not automatic. The pitcher is required to pitch to the batter.

2. Slide Rule - There is no “Must Slide Rule” in effect for tournament play at any level of Babe Ruth Baseball. “Contact Rule” home plate area is the Umpire’s judgment call.

3. Protest - A judgment call cannot be protested. All protests must be filed with the Umpire in Chief immediately, prior to the next pitch. Play will be stopped until a ruling is given by the Protest Committee, comprised of a minimum of three persons.

(A) Only the manager or acting manager may make a protest.

(B) The decision of the Protest Committee is Final.

(See Babe Ruth Tournament Rules, Section 11.05, Paragraph 10)

4. Forfeit- Official Rules, Sections 4.15 thru 4.17. The official time established to begin play is fifteen (15) minutes after schedule start time. Official score will be 7 to 0.

5. Re-Entry - There are two types of re-entry rules in effect.

(A) The re-entry of any player of the starting nine players is allowed. A pitcher may be re-entered as a pitcher if the re-entry is in compliance with 11.05-6 and 11.05-9.

(B) Re-entry of an already used player will be permitted if all substitutes have been used and an injury occurs which prohibits the injured player from continuing in the game. Selection of this substitute must be made by the opposing manager.

6. 10 Run Rule - A game will be terminated once becoming regulation if one team is ahead by ten (10) or more runs after 4-1/2 innings with the Home team ahead, or 5 innings, with the Visiting team ahead. This rule applies to all divisions of Babe Ruth.

7. Pitching Rule - No pitcher will be allowed to pitch more than seven (7) innings in two (2) consecutive games. This rule does not apply to 16 - 18. (See Babe Ruth Tournament Rules, Section 11.05, Paragraph 4).

8. Appeal - The appeal of a missed base or any other type of an appeal is not automatic. The umpire will not rule on a missed base or any other appeal unless the appeal is properly made by the team on the field.

9. Suspended Games - Suspended games due to weather or curfew or for any other reason not stated, shall be completed from the point of discontinuance. Rescheduling will be done by the Tournament Director after having consulted with the Host Officials. (See Babe Ruth Tournament Rules, Section 11.05, Paragraph 7).

10. No Tobacco - Players, Managers, Coaches and Umpires are strictly prohibited from using tobacco of any kind during their active participation in a game.

11. Trips to the Mound - Trips to the mound shall be limited to one (1) per inning per pitcher. The second trip in the same inning will result in removal of that player as a pitcher. Any effort to circumvent this rule will result in a trip to the mound being charged by the umpire.

12. Warming up a Pitcher - any team member, manager or coach warming up a pitcher must wear a protective head gear and a mask.

13. Home Team - For each game the home team will be indicated by (H) on the official tournament bracket. The home team will always occupy the first base dugout.

14. Infield Practice - Each team will be allowed ten (10) minutes fielding practice. The home team will start thirty (30) minutes prior to game time. The visiting team shall practice next for ten (10) minutes. The last ten (10) minutes prior to the start of the game shall be used for introduction of Players, Managers, and Coaches and for the ground crew to prepare the field for play. The Public Address Announcer will tell the teams when to take the field and give a two (2) minute warning prior to the completion of warm up time.

15. Team Line Ups - Line up cards must be presented to both the Official Scorekeeper and Public Address Announcer thirty (30) minutes prior to game time.

16. Uniforms - Players, Managers and Coaches must be in full uniform on the field at least one (1) hour before their scheduled game time. All Players, Managers, and Coaches will be in full uniform during Infield Practice.

17. Cell Phones - Cell Phone use is prohibited in the dugouts or on the playing field during games.

18. Jurisdiction - All tournaments are under jurisdiction of the District, State or Regional Commissioners or his appointed representative. Any item that is unresolved by the game officials shall be ruled on by the Commissioner or his representative.

(A) The Commissioner or his Representative shall have the authority to remove any player, manager, coach or spectator for actions detrimental to Babe Ruth Baseball. Any misbehavior or misconduct on or off the field could cause disqualification of a Manager, Coach, or Player, or the entire team for the remainder of the tournament.

(B) Disqualified individuals will be sent home.

19. Ejections - Any manager or coach who gets ejected from the game must leave the playing field and team area. The ejected Manager or Coach may sit in the stands but away from their team’s area or dugout and shall have no contact with the team what so ever. If this should happen then the Manager or Coach will be asked to leave the facilities. Should they not comply with this rule, they will be disqualified for the remainder of the tournament. Any player that is ejected from the game must remain in the dugout and under the control of the Manager or Coach. If a player fails to comply with this rule it will result in that player being disqualified for the remainder to the tournament and the Manager ejected for the remainder of that game. Should the parent of the ejected player be at the game the parent may remove the player from the dugout and take him home, but the Tournament Director must be notified.

20. Bats - The bat may not exceed 34” in length, and the bat barrel may not exceed 25/8” in diameter. All aluminum/alloy barrel bats and all composite handle (only) aluminum/alloy barrel bats are allowed. Only composite barrel bats certified and marked BBCOR .50 will be allowed. Wood barrel bats confirming to the specifications of Official Baseball Rule 1.10 are allowed (See Babe Ruth Rules, Section 1.10).
