INTRODUCTION – STRUCTURE OF ITT

This ITT is divided into two main Parts.

Part A contains general information and background about this opportunity and CITB. It also describes the procurement process being conducted by CITB, the Tender submission requirements and the Framework terms.

Part B comprises the Tender Documents to be completed and returned by Tenderers who wish to pursue this opportunity.

PART A - CITB’ REQUIREMENTS

Section 1 – Information for Tenderers

  1. Introduction

CITB wishes to procure one or more contractors to construct various different water retaining features that will be used as either water holding lagoons or water based exercises and a water management / distribution system at the Constructionarium site within the CITB estate at Bircham Newton, Kings Lynn, Norfolk. Constructionarium provides a “hands on” construction experience for students and professionals; where participants construct scaled down versions of bridges, buildings, dams and civil engineering projects from all around the world. The principle is to link academic institutes with industry and to ensure that the students are able to apply the knowledge they have gained in a practical, safe and relevant environment.

This tender is divided into lots, so that CITB can award all or individually dependant on the tenders received. These are listed below and described in section 4, services required.

Lot One – New Reservoir Lagoon

Lot Two New Ravenspurn Oil Rig lagoon and dry dock

Lot Three – New Access ramp / modifications to existing Ravenspurn Lagoon.

Lot Four –Kingsgate Bridge /Brewery Wharf and new feature for UTC activities.

Lot Five – Water Management system

The tenderer may apply for any or all of the lots i.e. each lot should be applied for individually. Part B1 (Business Questionnaire) should only be completed once regardless of the number of lots applied for. The tenderer should clearly state which lots they are applying for.

Programme of Works

The tender programme is detailed on page 17 of this document. This provides a contract award date of 8th December 2014.

The works can commence immediately on contract signage and all projects need to be completed by the end of August 2015; however Constructionarium carry out training on site between 2nd March 2015 – 5th July 2015, so no works can take place during this time. The successful applicant or applicants must ensure their work area is secure for this time as they will be held responsible for any materials or equipment left within their designated area.   1. Important information

2.1.CITB will follow a transparent and non-discriminatory process in this procurement exercise.

2.2.Those applicants wishing to submit a tender (each being a “Tenderer”) in response to this ITT (in each case a “Tender”) are requested to note the instructions to Tenderers (the “Instructions”) set out in Section 2 of this Part A, in particular (but without limitation) paragraphs 4 and 6 of that Section.

  1. Corporate background

CITB has approximately 1,300 employees located in its head office in Bircham Newton in Norfolk and at thirteen remote sites across the UK with a significant mobile workforce working from home.

CITB is the Sector Skills Council and Industry Training Board for the construction industry and its mission is to achieve a fully skilled and professional UK construction industry, working safely, adding value and delivering sustainable development. CITB is responsible for:

  • Assessing the skills and manpower needs of the industry
  • Ensuring there are enough new recruits entering the workforce
  • Ensuring that enough training is carried out to meet the skills needs
  • Encouraging the industry to improve its performance

CITB works in partnership with CITB Northern Ireland and the Construction Industry Council (CIC), as the Sector Skills Council for Construction.

CITB is Europe’s largest Construction Training College, with its Head Office and residential training centre based at Bircham Newton, Norfolk. This site provides on-site accommodation, conference facilities including licensed bar, with further training colleges at Glasgow, Birmingham, Erith and Newham.

  1. Services required

CITB wishes one or more contractors to construct the projects detailed in the following lots. A brief description is provided for each lot and drawings applicable to that lot are listed.

Dependent on the result of the ITT and the amount of Lots awarded, these works will be subject to either JCT minor works withcontractors design 2011 or JCT intermediate building contract with contractors design 2011.

Lot 1 - New Reservoir Lagoon

A Lagoon that is to be constructed with a liner with a minimum of 20 year guarantee The purpose of this lagoon is as a water holding tank that other projects can be pumped into, to allow for maintenance and then pumped out of again once completed. This lagoon has time constraints linked to it as it replaces the existing water retaining lagoon.

The existing East Reef Lagoon will be emptied of water and backfilled up to existing ground level prior to the contractor commencing these works.

Preferably, the works would commence immediately and be completed by the end of February 2015. Alternatively, the works would need to commence in early July and be completed no later than the end of August 2015.

Lot 2 - New Ravenspurn Oil Rig Lagoon and Dry Dock.

A lagoon with a liner providing a 20 year guarantee, including RC concrete ramp to allow machine access and egress with a concrete dry dock with flood gate formed at one end. This is to be used as a water based project for students to form a concrete oil rig within the dry dock, flood it and then float the oil rig along the lagoon.

This work can commence immediately and must be complete by the end of August 2015 but works must be put on hold between the 2nd March and 5th July 2015 due to Constructionarium’s operating times. No down time will be paid for this time, and the site must be left in a safe and secure manner, the contractor must programme accordingly.

Lot 3 - New Access Ramp / Modifications to Existing Ravenspurn Lagoon.

The existing lagoon doesn’t have a ramp as detailed in the above drawings and needs to be incorporated into the existing project to allow for easy access into the lagoon to allow previously completed versions of the project structure to be dismantled / removed

The existing East Reef Lagoon will be emptied of water and backfilled up to existing ground level prior to the contractor commencing these works.

This work needs to either commence immediately and be completed by the end of February 2015 or would need to commence in early July 2015 and be complete by the end of August 2015. It cannot be left in an unfinished manner as Constructionarium will need to use it in its current state during the intervening period

A small clay lined water feature that requires an RC foundation to be constructed at oneside at one endbelow finished ground level for projects to be constructed off, a deep clay plug to be formed within the other end for piles to be driven through and built off and a small RC slab forming the drainage sump

This work can commence immediately and must be complete by the end of August 2015 but works must be put on hold between the 2nd March and 5th July 2015 due to Constructionarium’s operating times. No down time will be paid for this time, and the site must be left in a safe and secure manner, the contractor must programme accordingly.

New water feature for UTC activities

A small clay lined water feature, “V” shape in plan, with a deeper clay infill at one end for project use and two small RC slabs to form both the bridge foundation and drainage sump.

This work can commence immediately and must be complete by the end of August 2015 but works must be put on hold between the 2nd March and 5th July 2015 due to Constructionarium’s operating times. No down time will be paid for this time, and thesite must be left in a safe and secure manner, the contractor must programme accordingly.

Lot 5 - Water Management System

Thisis a system that is required to distribute water between the new reservoir and all of the projects to assist the projects when in use or for maintenance purposes. CITB require contractor development / design input using Constructionarium water management system pdf doc as an end user brief.

Site Particulars

The contractor must provide all self-contained welfare facilities applicable to their works such as toilets, washroom and mess facilities as there is no provision of power, mains water or drainage on site. CITB do have a shop and COSTA coffee on site that is available for use by outside contractors.

The contractor must be responsible for their on-site haulage routes and CITB will provide a safe haul road to the Constructionarium Boundary. The existing Constructionarium haul roads are not to be used to prevent damage.

The contractor will need to comply with CITB health, safetyand environment policies and procedures as set out in the attached information for contractors working on CITB sites document and will be required to submit full RAMS for approval prior to works commencing.

The contractor must ensure that their work area is adequately fenced off for both security and safety reasons. This fencing must remain during the closed down time if works are left in a manner that could be unsafe, or if materials and equipment is left on site. It is recommended that no materials or equipment is left on site during the closed period as CITB will not be responsible for it.

Contractors design / development

As stated within the lots above, there is a certain amount of contractors design / development required. All intellectual property rights in any contractor’s design will vest in CITB, and will be formalised by amending the standard form of contract.

  1. Structure of this ITT

5.1.This Part A is divided into the following Sections:

5.1.1.Section 1 containing basic information for Tenderers;

5.1.2.Section 2, comprising the Instructions to Tenderers and the Conditions of Tender;

5.1.3.Section 3, comprising the Evaluation Methodologies;

5.1.4.Section 4, containing the Contract Documents.

5.2.Tenderers are required to complete and submit a Pre-Qualification Questionnaire and Tender Response each in the form set out and with the content described in Part B of this ITT.

5.3.This ITT describes the minimum standards of economic and financial standing and technical and professional ability to be satisfied by Tenderers. In addition, a Tenderer must be able to confirm in completing their Tender Responsethat none of the grounds set out in Form B of the Pre-Qualification Questionnaire apply to them in order for CITB to be able to consider their Tender Response. Further details about the information required to be submitted in the Tender Response and how this will be assessed by CITB is set out in Section 2 of this Part A.

5.4.Tenderers must consider the Services required and the Contract Conditions in detail before completing their Pre-Qualification Questionnaire and Tender Response. The Form of Tender and the Tendering Certificate also set out in Part B, duly signed by the Tenderer in accordance with paragraph 8.8 of Section 2, must form part of the Tender.

5.5.No further evaluation will take place after the application of the Selection Criteria pursuant to paragraph 12.1 of Section 2.

PART A - CITB’ REQUIREMENTS

Section 2- Instructions to Tenderers

  1. General

1.1.These Instructions are designed to ensure that all Tenderers are given equal and fair consideration. It is important therefore that you provide all the information asked for in the format and order specified. Please contactDiane McCulloch ( )if you have any doubt as to what is required or will have difficulty in providing the information requested.

1.2.Tenderers should read these Instructions carefully before completing the Pre-Qualification Questionnaire and Tender Response. Failure to comply with these requirements for completion and submission of the Pre-Qualification Questionnaire and Tender Response as well as the Form of Tender and Tendering Certificate may result in the rejection of the Tender. Tenderers are advised, therefore, to acquaint themselves fully with the extent and nature of theservicesand contractual obligations.

1.3.NOTE: These Instructions constitute the Conditions of Tender. Participation in the tender process automatically signals that the Tenderer accepts these Conditions of Tender.

1.4.All material issued in connection with thisITT shall remain the property of CITBand shall be used only for the purpose of this procurement exercise. All information provided by CITBshall either (at CITB’ option) be returned to CITBor destroyed by the Tenderer in a secure environment at the conclusion of this procurement exercise.

1.5.The Tenderer shall ensure that each and every one of its sub-contractors, consortium members and/or advisers abides by the terms of the Conditions of Tender.

1.6.Save as provided in paragraphs 1.1 and 9 of this Section 2, the Tenderer shall not make contact with any other employee, agent or consultant of CITBor any other person who is in any way connected with this procurement exercise during the period of this procurement, unless instructed otherwise by CITB.

1.7.CITB shall not be committed to any course of action as a result of:

1.7.1.issuing this ITT or any other invitation to participate or continue to take part in this procurement exercise at any stage;

1.7.2.any invitation to submit any response in respect of this procurement exercise;

1.7.3.communicating with a Tenderer or a Tenderer’s representative or agent in respect of this procurement exercise; or

1.7.4.any other communication between CITB and any other party.

1.8.Tenderers shall accept and acknowledge that:

1.8.1.this ITT does not constitute an offer; and

1.8.2.by issuing this ITT,CITBshall not be bound to accept the lowest or any Tender and reserves the right not to award a contract for some or all of the Services for which Tenders are invited.

1.9.CITBreserves the right to amend, add to or withdraw all or any part of this ITT at any time during the procurement exercise.

  1. Confidentiality

2.1.Subject to the exceptions referred to in paragraph 2.2 of this Section 2, the contents of this ITT are being made available by CITBon condition that:

2.1.1.Tenderers shall, at all times, treat the contents of this ITT and any related documents (together called the ‘Information’) as confidential, save to the extent that such contents are already in the public domain;

2.1.2.Tenderers shall not disclose, copy, reproduce, distribute or pass any of the Information to any other person at any time or allow any of these things to happen;

2.1.3.Tenderers shall not use any of the Information for any purpose other than for the purposes of submitting (or deciding whether to submit) a Tender; and

2.1.4.Tenderers shall not undertake any publicity activity in connection with and/or referring to this procurement exercise within any section of the media.

2.2.Tenderers may disclose, distribute or pass any of the Information to the Tenderer’s advisers, sub-contractors or to another person provided that:

2.2.1.this is done for the sole purpose of enabling a Tender to be submitted and the person receiving the Information undertakes in writing to keep the Information confidential on the same terms as if that person were the Tenderer; or

2.2.2.the disclosure is made either for the sole purpose of obtaining:

2.2.2.1.legal advice from external lawyers in relation to the procurement or to any Framework Agreement arising from it; and/or

2.2.2.2.an insurance policy or quotation for such policy for the purposes of the Tender; or

2.2.3.the Tenderer obtains the prior written consent of CITBin relation to such disclosure, distribution or passing of Information; or

2.2.4.the Tenderer is legally required to make such a disclosure.

2.3.In paragraphs 2.1 and 2.2 above the definition of ‘person’ includes (but is not limited) to any individual, firm, body or association, corporate or incorporate.

2.4.CITBmay disclose detailed information relating to Tenders to its officers, employees, agents and/or advisers and CITBmay make any of the Tender Documents available for private inspection by its officers, employees, agents and/or advisers. CITBalso reserves the right to disseminate information that is materially relevant to the procurement to all Tenderers, even if the information has only been requested by one Tenderer, subject to the duty to protect each Tenderer's commercial confidentiality in relation to its Tender (unless there is a requirement for disclosure under the Freedom of Information Act, as explained in paragraphs 3.1 to 3.3 below).
