CALL TO ORDER: 7:30 p.m. by Chairman, Christopher Zavagnin

APPROVAL OF MINUTES:

IN A MOTION made by Russ Hurley, seconded by Henrietta Horvay, it was VOTED that the minutes of the meeting of June 21, 2016 were approved as submitted. Voted unanimous.

DISCUSION OF 1978 STATE REPORT:

The updating of the Water Pollution Control Plan for the Town of Goshen, Connecticut, February 1988, has been completed and is in DRAFT form. After completing a thorough comparison of the release of the Woodridge Lake Sewer District, Mrs. Horvay confirmed their report, Suggested Language for a Sewer Avoidance Policy for Goshen WPCA, contained identical language to the newly updated WPCA report.

WLSD PUBLIC HEARING DISCUSSION AND POSSIBLE ACTION:

Further discussion continued that focus on the construction of a wastewater transmission system from the existing Woodridge Lake Sewer System Water Pollution Control Facility at 113 Brush Hill Road to the existing municipal sewer system in the City of Torrington, Connecticut (exiting Goshen into Torrington at Torrington Road, a/k/a Route 4. The Woodridge Lake Sewer District (WLSD).

Chairman Zavagnin suggested that Jim Mersfelder of WLSD and Martin Connor, Planning and Zoning Officer, attend the WPCA meeting on Tuesday, August 16, 2016 to address the questions that are currently outstanding.

Another concern of the WPCA members is the responsibility for the publicizing of the legal ads that will be necessary for the project. The WPCA budget does not contain funding for same. Chairman Zavagnin will contact Town Attorney Roraback for additional information.
