Washington DC Department of Health Application: Maternal, Infant and Early Childhood Home Visiting (MIECHV) Risk Analysis Project

Briefly describe the project or projects in which the students will be involved and how the project (s) relates to health transformation. Note: Students should work on at least one joint project but can work on individual tasks as well.

The District of Columbia is seeking a paired practica team to work in the Child, Adolescent and School Health Bureau of the Community Health Administration. The project will be housed in the District’s Maternal, Infant and Early Childhood Home Visiting (MIECHV) Programs. The students will work with the DOH MIECHV team and the District’s Home Visitation Council to develop a citywide evaluation plan that includes common indicators. Additionally, the students will work with community-based home visiting providers to assess and provide technical assistance on data collection and program evaluation. The project will require a thorough assessment of the MIECHV program’s Data System (DCRS) and community-based provider’s data systems. The students will also be expected to review and comprehend HRSA’s benchmark requirements and The Pew Charitable Trust recommendations on home visiting performance measures.

List three to five overall project objectives for the joint project that the students will work on and then describe the activities you envision them engaging in to achieve these objectives.

The students will develop a standardized reporting mechanism for the purpose of collecting information and monitoring the effectiveness of the District’s home visiting programs. They will play a major role in developing and implementing this new evaluation plan with community-based home visiting providers. The objectives of the projects are to:

·  Identify current practices related to the implementation of home visiting services, as well as current methods and instruments used to measure home visiting outcomes.

·  Crosswalk of outcomes for various home visiting programs currently operating in the District.

·  Propose standardized measures and establish operational definitions and specific assessment instruments for each outcome.

·  Assess data collection infrastructure(s) and provide technical assistance to develop or improve existing infrastructure.

Describe the deliverables expected from the “paired practica” team by the end of the summer (even if the project will be ongoing).

At the end of the project, the students should produce a citywide home visiting evaluation plan which includes common outcomes and suggested indicators, measures, tools, data collection, and practices across programs. The work of the students will also be used to improve: data collection and data analysis, outreach and recruitment, and overall service delivery.
