REGIONAL WASH CLUSTER MINUTES

Introduction / The meeting was opened with a verse of Holy Quran from one of the participants,then followed by self introduction of all the participants stating the organization they represent.
A) Standing Items:
Flood updates and stagnant water /
  • In the deliberation of this item,DRC had noted that Guriceel town livestock market was occupied by stagnant water estimated to be 1.70 M deep and had extended to 1km within the town
  • Jeylani primary school was affected by this stagnant water where an estimated 700 pupils to be out of school since their facilities were occupied by the water, this also made Guricel town to have increased mosquito.
  • The stagnant water also contributed poor sanitation within the town where there is a lot of mud almost everywhere in the affected parts of the town.
  • Community Center for integration (CCI) updated the members that in Abudwak several households were forced to move out of their settlement due stagnant water which occupied their houses although the level of the water reduced now and that rain stopped.

Updates on AWD/cholera /
  • SWISSO KALMO has managed several cases in their health facilities for example they received 41 cases from Gadon, Marergur 39 cases and 78 cases in Dhusamareb hospital where three of them died.
  • In the last one week Abudwaktown had cases of AWD and now have been reduced, IMC continue to manage the situation.

Ongoing/planned response /
  • Save the children requested the UNICEF Regional Supply Hub items managed by CPD in Adadowhere basic family kits, collapsible jerry-can were dispatched for distribution in Abudwak to contain the spread of the AWD in the district as further request made by IMC were approved by the WASH cluster.
  • UNICEF also supplied an emergency 220 cartons of acute diarrhoea kit by flight and SWISSO KALMO is expected to distribute for 21 centres in order to contain the AWD in the region.
  • COOPI constructed 20 latrines to IDPS in Gashaan,Guulad and ujuran IDPs to stop the spread of the AWD.
  • COOPI have also 28 hygiene promotion team that mobilize the community about the correlation between sanitation, hygiene and AWD spread while similar preventive measures are taken by CPD in the Adado district which have not been affected yet by the AWD
  • SWISSO KALMO mobile team also raise awareness on the sanitation and hygiene in Dhusamareb and Guriceel districts respectively.

WASH gaps, current response and can they be filled by the agencies working in the region with the existing funds. /
  • There are needs to continue the awareness raising in sanitation and hygiene standards where by villages out of the main towns may practice open defecation that will be a risk especially this rainy season and in this particular time where AWD broke out in the region.

Any other challenge or constraint affecting all agencies? Agree Action / In the deliberation partners noted lack of enough funds may contribute to slow response to such an emergency outbreak of AWD in the region in spite of the efforts made by UNICEF and the WASH cluster to supply kits in the affected areas though this was a drop in an ocean while the active agencies working in the region have no emergency budgets. / Share with the partners and stake holders that can intervene in such an emergency / All the agencies / Emergency period
The procedure of requesting UNICEF regional supply hub items managed by CPD in Galgadud in case of an emergency. / The chair explained how the partners could request for the supply hub items whereby they were reminded first to identify needs in terms of population or households then fill the supply hub request form and submit to the WASH cluster for approval or direction as the partners were also required to make distribution report through the cluster.
B) Meeting specific:
Abudwak/Dhusamareb and Guriceel AWD cases
Update on the current situation /
  • The agencies working in the region are trying hard to contain the situation where in Dhusamareb and Guriceel SWISSO KALMO played an active role by managing the several cases of AWD received from the Marergur and Gadon been 80 persons in which 41 were from Gadon and 39 from marergur of Dhusamereb district and 78 persons admitted in Dhusamareb Hospital from within the entire district

Ongoing response and WASH gaps /
  • The basic family kits, collapsible jerry-can were dispatched for distribution in Abudwak to contain the spread of the AWD in the district as further request made by IMC were approved by the WASH cluster.
  • UNICEF also airlifted an emergency 220 cartons of acute diarrhoea kit which is meant to manage the cases.
  • COOPI consider a plan where they can request RSH items from the WASH cluster for an intervention in Dhusamareb and Guriceel district which was affected by the AWD

AOB / Since there were no any other business the meeting was closed and it was agreed next meeting be held on the 26th Dec 2015 at SWISSO KALMO meeting hall in Dhusamareb district.
